The response helped make animals part of formal emergency plans, prompted new federal requirements and strengthened coordination among animal-rescue groups. It did not, by itself, guarantee transport, pet-friendly shelter space or consistent reunion tracking everywhere.
Why did people stay behind with their pets?
For some residents, evacuating meant leaving animals behind with no clear way to bring them along. USDA Animal and Plant Health Inspection Service (APHIS) describes the human consequence directly: “During Hurricane Katrina, some pet owners remained in harm’s way because there were no good options to evacuate with their pets.” The lesson was that animal evacuation is not separate from human safety. If plans exclude pets, people may be less able—or less willing—to leave.

The scale of animal loss is difficult to reduce to one definitive number. In a 2015 retrospective, the ASPCA estimated that 250,000 dogs and cats were displaced or died as a result of Katrina. That is an estimate of displacement or death, not a count of animals rescued, sheltered or reunited.

What happened to animals during the response?
Responders and volunteers worked for weeks, but the effort faced practical and organizational problems. Matt Bershadker, ASPCA CEO, wrote in 2015: “Despite weeks of round-the-clock work from responders and volunteers, flaws in the process kept us from being even more effective.” Transport, shelter access, coordination and the eventual return of animals to their owners all proved difficult.

The ASPCA reported that, working with partners, it helped reunite more than 1,000 pets with owners and transported over 7,500 homeless and displaced animals to the Lamar-Dixon Exposition Center. Those figures describe the ASPCA’s reported contribution, not a complete rescue total for Katrina. Displaced, rescued, sheltered, transported and reunited animals are different measures; the sources here do not establish one authoritative overall rescue count.
What did the PETS Act change?
Congress passed the Pets Evacuation and Transportation Standards (PETS) Act after Katrina. The law became Public Law 109-308 on October 6, 2006. It amended the Stafford Disaster Relief and Emergency Assistance Act so state and local emergency preparedness operational plans address people with household pets and service animals in a major disaster or emergency. The law also authorized grants for animal emergency preparedness. Eligible purposes include procuring, constructing, leasing or renovating emergency shelter facilities, along with materials to accommodate people with pets and service animals. This created a planning and funding framework; it does not require every shelter to accept pets or ensure that a community has enough evacuation vehicles, shelter space or trained staff.

The Post-Katrina Emergency Management Reform Act also changed disaster policy. In its account of the aftermath, the ASPCA describes federal planning guidelines that included pets and FEMA’s leadership role for pets in federally declared disasters. A 2019 congressional hearing document notes that, as amended, the Stafford Act mentions pets and service animals four times. See the congressional hearing document.

How did animal-response coordination develop?
Legal requirements were only one part of the shift. Less than a year after Katrina, the ASPCA says it formally supported and participated in the formation of the National Animal Rescue and Sheltering Coalition (NARSC) and the National Alliance of State Animal and Agricultural Emergency Programs (NASAAEP).
The groups’ work has included improving communication among animal-welfare organizations, state agencies and volunteers, and developing training in flood and fire rescue, pet first aid, animal handling, decontamination, sheltering and assessment. In a 2025 retrospective, the ASPCA said NARSC had helped animal-welfare organizations coordinate efforts and resources during widespread disasters.

Tim Rickey, ASPCA vice president of national field response, said in 2025: “Lessons learned from past crises emphasize that planning for our animal companions is not just compassionate; it’s essential.”

A law can require planning without ensuring that plans work smoothly in every community. The remaining questions are practical: Can people evacuate animals safely? Is there enough shelter capacity? Are animal-response roles clear? Can veterinary care and supplies reach animals? Are reunifications recorded consistently?

- Transport: A plan needs workable ways for people without private vehicles to evacuate with their animals.
- Shelter access and capacity: Facilities and supplies must be available to accommodate people with pets and service animals.
- Coordination and care: Responders need clear roles, training and access to appropriate animal and veterinary resources.
- Reunification: Animals and owners need a reliable way to be identified and matched after separation.
A 2019 congressional hearing document reported no federal requirement for consistent tracking of pet reunifications after disasters. HHS ASPR TRACIE’s collection also summarizes research indicating that state disaster plans may consider pet ownership while local plans often do not. State policy has also developed. In a 2025 update, the ASPCA said California, Colorado, Nevada and Washington had enacted laws designating pet-friendly shelter sites, and that Florida enacted a similar county shelter-designation requirement in 2020. These are the ASPCA’s reported examples; requirements vary by jurisdiction, and the statement is not a complete legal comparison.
How to include pets in an evacuation plan
Make arrangements before a warning arrives. ASPCA guidance recommends identifying a safe place that can take your animal—such as an emergency shelter, boarding kennel, pet-friendly hotel or a friend or family member’s home—and following local emergency instructions.

- Choose a safe haven: Find pet-friendly shelter or lodging options and people who could help. Check the arrangements rather than assuming a facility will accept animals.
- Plan the route and transport: Know your exit routes and how you will carry or transport each animal. Consider what you will do if your usual vehicle or destination is unavailable.
- Pack appropriate supplies: Prepare a carrier, food, bowls, bottled water, first-aid items, garbage bags and blankets. Include species-specific needs and any medications.
- Leave when instructed: Evacuate with your animals when authorities direct you to leave; do not wait until options have narrowed.
ASPCA’s 2025 guidance emphasizes arranging a safe haven in advance. Its advice is a useful starting point, but supplies and transport should fit your animal’s species, health and medication needs.
