Keep Working to End Horse Slaughter: How to Support the SAFE Act

The SAFE Act (H.R. 1661 and S. 775) is the campaign’s current legislative proposal to prohibit U.S. horse slaughter and exports for slaughter. Here are practical ways to take action.

The current federal proposal highlighted by the campaign to end horse slaughter is the Save America’s Forgotten Equines (SAFE) Act: H.R. 1661 and S. 775 in the 119th Congress. The campaign says the bills would permanently prohibit horse slaughter in the United States and the export of American horses for slaughter. You can help by contacting your federal lawmakers, using the campaign’s action tools, and supporting local equine rescue and rehoming efforts.

What the SAFE Act would address

The Lost Horses Campaign identifies the 2025 SAFE Act as its legislative vehicle. Its campaign page describes the proposal as covering both slaughter within the United States and the export of American horses for slaughter. Congress.gov records identify H.R. 1661 and S. 775 as the bills in the 119th Congress: H.R. 1661 and S. 775.

A permanent statutory prohibition and constituent pressure are different parts of the effort: the bill is the proposed legal change, while contacting lawmakers is one way constituents can urge Congress to act. The available bill records confirm the bill identities, but do not establish a verified current committee status or cosponsor count. Do not assume either bill has passed.

Why advocates focus on exports as well as U.S. slaughter

Ending slaughter inside the United States would not by itself address horses exported for slaughter abroad. Humane World for Animals says that thousands of American and Canadian horses are sent to slaughter each year and describes transport to overseas slaughter markets as potentially long and stressful, with inadequate food, water, or rest. These are the organization’s descriptions of the issue, not a government count or a finding attributed here to a named study. Published estimates vary in scope and precision. The Lost Horses Campaign says more than 20,000 American horses are shipped across borders annually; Humane World uses the broader rounded wording “1,000s” for American and Canadian horses sent to slaughter each year. These are organization-published estimates, not reconciled figures or official government statistics, and the campaign page does not present a methodology for its estimate.

How to take action

Contact your representatives and senators

Ask your members of Congress to support the SAFE Act, H.R. 1661 and S. 775, and explain that you want the proposal to address both domestic slaughter and exports for slaughter. The Lost Horses Campaign offers options to send a message on the SAFE Act and to sign its open letter. The Animal Welfare Institute (AWI) also recommends contacting representatives and senators, sharing bill information, and signing up for action alerts in its equine action guide.

Use campaign materials and participate

The campaign provides a toolkit and invites supporters to participate in congressional fly-ins. Its page also offers a separate message on the BUILD America 250 Act. Use the campaign’s own explanation of that action to decide whether it fits your advocacy priorities; the SAFE Act is the proposal specifically identified here as the horse-slaughter prohibition. The campaign describes its work as “a national call to action.”

Support rescue and rehoming locally

Legislative advocacy addresses policy; rescue and rehoming can help horses at risk directly. AWI recommends volunteering with a local equine rescue and provides a horse rescue directory. Contact a rescue before visiting or offering help to learn what it needs and what volunteer roles are available.

What the campaign says—and what is established

The legislative proposal and action options above come from the campaign and advocacy organizations. The current materials cited here do not verify a bill’s present procedural stage or a current supporter tally, so claims about passage, committee action, or the number of cosponsors should be checked against the live Congress.gov records rather than repeated as settled facts.

An earlier ASPCA advocacy article contains a dated quotation from CEO Matt Bershadker, published November 6, 2015: “Tell your representatives that the slaughter of animals like Phedras has to end, and criminals like Tom Davis have to be stopped once and for all.” It reflects that 2015 advocacy message; it is not a current statistic or a neutral official finding. The article’s older figures should not be treated as current counts.
