Kelp Forest Balance: Which Sea Creatures Keep These Underwater Forests Healthy?

Sea otters and sunflower sea stars can limit sea urchin grazing, but kelp-forest health depends on an entire food web plus local temperature, storms, water quality and habitat conditions.

Sea otters, sunflower sea stars and other predators help keep kelp forests in balance by eating sea urchins and other grazers. When those predators fall sharply, urchins can multiply, consume too much kelp and convert a dense forest into an urchin barren. The outcome is not identical everywhere: kelp forests differ by region, and temperature, storms, marine heatwaves, pollution and sediment runoff can be just as important as predator numbers.

Kelp itself is the ecosystem’s foundation. Its floating canopy, midwater blades and rocky holdfasts provide food, shelter and nursery space for fish, invertebrates, marine mammals and seabirds. The “otter–urchin–kelp” story is therefore a useful example of a food-web process, not a rule that one animal controls every kelp forest.

Kelp is the habitat-forming foundation

Kelp is a large marine alga and a primary producer: it uses sunlight to make organic matter that supports the rest of the food web. Its physical structure is as important as the food it creates. A mature kelp forest has several connected zones, each offering different feeding and hiding opportunities.

  • Surface canopy: Long fronds reach the surface, creating shade, calmer water and cover for animals moving through the upper layer.
  • Midwater blades and stipes: Flexible blades and stem-like stipes form a three-dimensional maze where small fish and invertebrates can feed or avoid predators.
  • Rocky bottom and holdfasts: Kelp anchors to rock with a root-like holdfast. The holdfast and surrounding crevices shelter animals that cannot live in open water.

Removing substantial kelp removes this architecture as well as a food source. A forest that becomes sparse offers fewer hiding places and nursery areas, so changes in kelp cover can affect many species even when they do not eat kelp directly.

The classic trophic cascade: otters, urchins and kelp

NOAA’s best-known Pacific example is a three-level food chain:

Food-web level Representative animal or organism Role in the cascade
Primary producer Kelp Creates food and physical habitat.
Grazer Sea urchin Eats kelp, especially when abundant.
Predator Sea otter Eats urchins and can reduce grazing pressure.

Where sea otters consume enough urchins, fewer animals are available to crop kelp faster than it can grow. If otter numbers decline, urchins may be released from that predation. Dense urchin populations can then overgraze the bottom and young kelp, pushing the system toward an open, low-kelp state called an urchin barren.

Why the cascade matters

This is a “trophic cascade” because a change at the predator level travels down through the food web and alters the abundance of a plant-like producer. The effect is strongest where otters are major urchin predators, urchins are important kelp grazers and environmental conditions allow kelp to grow. Those conditions are not present in exactly the same combination in every location.

What sea otters do—and what they do not do

Sea otters are influential predators of sea urchins in parts of the Pacific coast. Their presence can help maintain a kelp-dominated state, but calling them the sole “keepers” of all kelp forests overstates the evidence. Otter range, urchin species, alternative predators and local ocean conditions differ among forests. A forest can also lose kelp from heat, storms or poor water quality even when otters are present.

Sunflower sea stars add another line of urchin control

Sea otters are not the only predators that can limit urchins. Sunflower sea stars are large, mobile predators that eat sea urchins and other invertebrates. NOAA describes their loss, together with losses of other predators, as a factor that can allow urchin numbers to rise and kelp to decline.

A NOAA Fisheries infographic published in 2023, citing Burt and colleagues’ 2018 work, reports that in some places medium-sized urchins increased by more than 300 percent while kelp-forest density decreased by 30 percent after sunflower sea-star loss. Those figures describe a context-specific example; they are not a universal rate, a forecast for every coast or a current measurement for every kelp forest.

Predator effects can overlap

Otters and sunflower sea stars do not perform identical jobs. Otters are marine mammals that can consume large numbers of urchins, while sea stars forage along the seafloor. Their effects may overlap, supplement one another or be less important where other predators dominate. The practical question for a particular forest is which predators are present, which urchins they eat and whether grazing pressure exceeds kelp growth.

What an urchin barren is

An urchin barren is a seafloor state in which urchins are abundant but kelp is scarce. It is not simply a place with some urchins: healthy kelp forests naturally contain grazers. A barren forms when grazing removes kelp faster than the forest can recover, often after predator declines or other disturbances.

With the canopy gone, the habitat provides less vertical shelter and less primary production. Juvenile fish and invertebrates lose cover, and species that depend on kelp structure may become less abundant. Urchins can remain in the barren by eating drift kelp or limited new growth, making recovery difficult until grazing pressure falls and kelp can re-establish.

A kelp forest has many residents and users

NOAA’s descriptions include fish, invertebrates, marine mammals and seabirds among the animals that use kelp habitat. Their relationships are varied: some eat kelp, some eat one another, and some use the forest mainly as shelter or a feeding ground.

Forest zone or user Examples How they interact with kelp habitat
Canopy and open water Fish and seabirds Use cover and feed on fish, flies or small invertebrates.
Blades, stipes and water column Small fish and invertebrates Find food, refuge and nursery space among the vegetation.
Rocky bottom and holdfasts Urchins, abalones, spider crabs, turban snails and bat stars Graze, scavenge or shelter around the attachment structures and rocks.
Large predators and visitors Sea lions, seals and gray whales Sea lions and seals eat fish; gray whales have been observed in kelp forests feeding on invertebrates and crustaceans.

This community means that a change in one species can have indirect effects. For example, losing canopy may expose small fish to predators, alter where seabirds find prey or reduce the surfaces used by invertebrates. The direction and size of those effects depend on the local food web.

Grazers are necessary members of the food web

Urchins, snails and some fish consume kelp, but that does not make them ecological villains. Grazing recycles kelp material and transfers energy to predators. Abalones, spider crabs, turban snails and bat stars are among the animals NOAA identifies in central California kelp-forest materials, alongside urchins and fish.

The problem is a change in scale. A moderate grazer population can coexist with a productive forest; a large population, combined with weak kelp growth or too few predators, can remove new fronds and young plants before they develop. Management and interpretation should therefore focus on the balance between kelp production, grazer consumption and predator control rather than trying to eliminate grazers.

Predators are only one part of kelp-forest stability

Even a well-known food-web cascade cannot explain every decline. NOAA lists several physical and water-quality pressures that can act alone or together with changes in animal populations.

Pressure Possible effect on a kelp forest Why it complicates the predator story
Elevated ocean temperature Can stress kelp and reduce growth or survival. Kelp may decline even when urchin predators remain.
Marine heatwaves Deliver unusually warm conditions for an extended period. Large regional losses may reflect climate events rather than one predator change.
El Niño events Alter temperature, currents and nutrient conditions. The food web may be reshaped from the physical environment upward.
Pollution Can degrade water quality and stress marine organisms. Predator recovery alone cannot remove a water-quality problem.
Sediment runoff and sedimentation Can cloud water or cover rocky surfaces needed for kelp attachment. New kelp may fail to establish even if grazing is controlled.
Storms and habitat disturbance Can tear out fronds, dislodge plants or alter the seafloor. Short-term physical loss may look like a biological decline.

These pressures can interact. Warm water may slow kelp growth at the same time that abundant urchins continue feeding, producing a larger loss than either stress would cause by itself. Conversely, favorable temperatures and good water clarity can help kelp withstand ordinary grazing.

Why geography changes the balance

“Kelp forest” describes a habitat type, not one standardized ecosystem. Species composition, predator abundance, kelp species, currents, depth, rock type and seasonal conditions vary along coastlines. A predator that is central in one region may be absent or uncommon in another, where fish, crabs, sea stars or other invertebrates take a larger role.

For that reason, avoid universal statements such as “otters always determine kelp abundance” or “every urchin increase creates a barren.” A more accurate interpretation asks:

  • Which kelp and urchin species are present?
  • Which predators actually consume those urchins in this area?
  • Has the forest experienced unusual warmth, an El Niño event, a marine heatwave, storms or runoff?
  • Is kelp recruitment occurring, or are young plants being removed before they grow?
  • Are observations describing one cove, a regional survey or a long-term trend?

Answering those questions separates a local trophic cascade from a broad environmental shift.

How to recognize a balanced kelp forest

No single animal count proves that a forest is healthy. A balanced system generally shows several signs together:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • A persistent surface canopy and visible midwater structure rather than isolated remnants.
  • Kelp holdfasts attached to suitable rocky habitat, with new plants replacing losses.
  • Urchins and other grazers present but not removing all young kelp.
  • Predators such as sea otters or sunflower sea stars present where they are natural parts of the regional food web.
  • Fish, invertebrates, marine mammals and seabirds using different layers of the forest.
  • Water and seafloor conditions that allow kelp to grow, including tolerable temperatures and limited sediment stress.

These are ecological indicators, not a universal checklist with fixed thresholds. Scientists need repeated observations across seasons and locations to distinguish normal variation from a lasting shift.

The practical takeaway about kelp-forest animals

The clearest balance story is a chain: kelp builds habitat, urchins graze it, and predators such as sea otters and sunflower sea stars can restrain urchins. When predator losses release urchins from control, intense grazing may produce an urchin barren and reduce the forest’s biodiversity. But kelp forests also depend on many other animals and on the physical conditions that govern kelp growth.

Understanding a real forest therefore requires a whole-food-web view. Protecting or restoring predators can be important where a trophic cascade is operating, while reducing pollution and sediment runoff, accounting for warming and marine heatwaves, and allowing kelp to recruit address the other causes that predators cannot fix.
