Kittens are a high-need shelter population. The youngest kittens face the highest risk of death or other non-live outcomes, yet most young kittens that have a recorded outcome leave shelter care alive through adoption. Both statements are accurate, but only when each figure is read with its age group, time period and denominator. This article walks through the 2026 national mid-year figures and the 2025 age-group analysis from Shelter Animals Count, explains why the two measures can look contradictory, and shows how shelters and volunteers fill the care gap.
What the 2026 national figures show
Shelter Animals Count reported 674,000 kitten intakes across U.S. shelters and rescues in the first half of 2026. For the same period, it reported two outcome figures that are often confused:
- 12.3% of kitten outcomes were died or lost in care. This category counts animals that died or were lost while in the care of a shelter or rescue.
- Roughly 24% of kitten outcomes were mortality when died-in-care and euthanasia are combined. The organization’s summary uses this combined measure.
Both figures describe the whole country over six months. They are estimates of a national pattern, not a forecast for any one shelter, and the organization notes that trends differ by region and by type of organization. A figure for one city or rescue may look quite different.
Why the two mortality figures are not interchangeable
The gap between 12.3% and roughly 24% is the euthanasia component. The first figure leaves out euthanasia; the combined figure includes it. When you quote either number, name it exactly, because a reader who sees “24% mortality” may assume it refers only to deaths in care.

How age changes the risk
Shelter Animals Count’s 2025 kitten analysis places neonates, the youngest kittens, at the highest non-live outcome rate of any kitten age group: 35%. The report uses “non-live outcome” as its umbrella term for outcomes that do not end with the animal leaving alive. Check the report’s definitions for the exact categories it includes.
A separate age-group view in the same material gives different values for non-live rates: 15% for neonates, 8% for weaned kittens and 3% for juveniles. The 35% and 15% figures for neonates measure different things, so they should not be combined or compared as if they were one trend. Whichever you cite, state the measure and year next to it.
Non-live rates and adoption share by age group
The table below places the age-group non-live rates beside the adoption share of total intakes for 2025. Both columns come from the same analysis, but they use different denominators.

An adoption share of total intakes counts every animal taken in during the year, including animals that had no recorded outcome by the end of the period. It will therefore read lower than an adoption share calculated only among animals with an outcome. The same comparison lists 69% for adult animals and 61% for senior animals, which shows that the age gradient continues beyond kittens.

Adoption outcomes for kittens under eight weeks
Among kittens under eight weeks old at intake that had an outcome in 2025, Shelter Animals Count reports that 56% were adopted, 16% were transferred to another organization and 26% had a non-live outcome. Those three shares sum to 98%, so the remaining 2% falls into outcome categories the summary does not name.
This group is defined by age at intake, not by the neonate category used in the previous section. The 26% and the 35% neonate figure therefore should not be compared directly.

Why a kitten can be both vulnerable and highly adoptable
Vulnerability describes the risk each animal faces while in care. Adoptability describes how most animals in a group leave. Under-eight-week kittens with a recorded outcome are adopted more often than they experience a non-live outcome, so the group as a whole has strong adoption results even though its youngest members carry elevated risk.
“Most adoptable” should not be read as “easy to place.” Neonates have the lowest adoption share in the age-group comparison, and adoption ends a kitten’s time in shelter care without removing any medical needs it arrived with. Adoption results depend heavily on whether a kitten reaches an age and health status where a new home is practical, which is why the care system around very young kittens matters.
How shelters keep very young kittens alive
ASPCA describes kitten programs that rely on nursery and foster homes, including support for kittens too young for ordinary shelter care. The organization’s examples describe its own programs, and they should not be taken as national results.

Nursery and foster homes as capacity
Foster and nursery care is best understood as organizational capacity. It moves kittens that a shelter cannot yet house or treat in its main facility into settings where they can be fed, warmed and monitored more closely. ASPCA reports that some foster caregivers are needed for sick kittens or for placements that involve frequent bottle-feeding.
Foster care does not guarantee survival or adoption. The available material does not provide a measured estimate of how fostering changes an individual kitten’s odds, so treat foster care as a necessary support rather than a proven rescue method.
If you take on a bottle-fed kitten
- Ask the shelter or rescue exactly how often the kitten needs feeding and what it should be fed.
- Use a kitten nursing bottle only as the organization or your veterinarian instructs, and do not change formula or feeding amounts on your own.
- Report changes in appetite, energy, breathing or elimination to the placing organization or your veterinarian promptly.
- Confirm who makes medical decisions before you take a kitten home.
Read local data before making local decisions
National figures are useful for understanding the pattern, but they cannot tell you whether a particular shelter is short of foster homes or whether its neonate outcomes are better or worse than average. For local decisions, consult the shelter’s or rescue’s own intake and outcome reporting, and ask what kitten age groups it currently needs help with.

How to help
ASPCA President and CEO Matt Bershadker said: “Keeping pets in loving homes, removing barriers to adoption and helping lost pets return to their families are some of the most effective ways to support animals and reduce pressure on shelters that are already operating at or beyond capacity.” The statement is about shelter pressure in general rather than a finding about kittens specifically, but it describes the three practical routes below.
Adopt
Adopting a kitten supports the outcome that the adoption figures above measure. Ask the organization about the kitten’s age, health history and any follow-up care it recommends.
Foster
Foster homes are needed most for kittens too young for ordinary shelter care and for sick or bottle-fed kittens. Contact a local organization to learn its current needs and training requirements.
Volunteer
Shelters and rescues often need help with transport, cleaning, feeding schedules and adoption events. Volunteering with a local organization lets you see its intake and outcome patterns firsthand, which national figures cannot show.
