If you are deploying and expect to take your pet back afterward, you want temporary fostering: start with a family member, friend or neighbor, then turn to military-focused programs such as Dogs on Deployment’s Hero Pet Boarding Network or Operation Foster (PACT). If you cannot resume care at all, that is permanent rehoming. The foster programs below do not handle it, so you will need a local shelter or rescue instead.
Foster or rehome: decide which one you need
The deciding factor is whether you will resume care. Best Friends Animal Society advises considering how long the owner will be gone when choosing a path (Best Friends). Dogs on Deployment states plainly that it does not permanently rehome pets (Dogs on Deployment FAQ). Do not enter a temporary program if the real situation is permanent, because the pet, the foster and you will all face a hard handoff later.

Start with someone you trust
American Humane says: “When servicemen and women are called for duty, the first and best option in arranging for the care of their companion animals is to find a family member, friend or neighbor who can temporarily take in the animals.” (Pets of Military Personnel). A known caregiver already knows your pet, and you avoid waiting on a program’s capacity.
National temporary-care programs
Dogs on Deployment
Its Hero Pet Boarding Network connects service members and other eligible “heroes” with volunteer boarders. Its FAQ describes temporary fostering during service commitments and other listed situations, and it also lists veterinary and PCS-related assistance. Boarders are told to coordinate care with the owner and get veterinary information and emergency instructions. Operation Foster (PACT)
PACT describes temporary foster placement for military deployment and medical-treatment situations. Its stated process includes applications from both pet owners and fosters, collection of pet records and a point of contact, and remote home checks for new foster homes. Its program page says owners are responsible for pet-related costs, so confirm current arrangements before you apply. Details are on its Foster Program and FAQ pages.
Other referral leads
The National Federation of State Animal Response Agencies’ Military Deployment Options & Assistance directory also lists PACT, Dogs on Deployment, Operation We Are Here, and Guardian Angels for Soldiers’ Pets. Treat a listing as a lead only. It does not guarantee the service is running or has room for your pet.

Questions to ask any program
None of the reviewed sources establish live wait times or capacity, so ask each organization directly:
- Does it accept your service circumstance and your species, breed and size of animal?
- What is its geographic reach, and how far ahead must you apply?
- Who pays for food, transport, grooming and veterinary care?
- How are fosters screened and matched to your pet?
- What are the emergency procedures, and how is reunion arranged?
- Does it have an available foster for your specific case right now?
Build a care plan that works
American Humane recommends a written agreement with whoever takes your pet. It should cover:

- Who makes emergency decisions.
- What happens if the caregiver can no longer continue.
- Liability for damage.
- What happens if the owner cannot reclaim the pet.
Give the caregiver a pet profile: health history, medications, temperament, eating and sleeping habits, training and other needs. Leave records and emergency contact information with them. For program placements, expect to supply pet records and a point of contact.
If the issue is a PCS move
Ask your commander about pet-friendly housing arrangements, and contact the base veterinarian about vaccines or other preparation before the move. Dogs on Deployment lists pet PCS assistance. Requirements depend on the destination and current rules, so check them for your specific location. No universal checklist or guaranteed assistance is established.

If you must rehome permanently
Contact reputable local shelters or rescues and ask each what screening, medical records and transition support it provides. Best Friends links to a separate guide on finding a new home for a pet. The reviewed sources do not verify a dedicated national permanent-rehoming program for military families, so do not expect one.
