The reported sequence was more complicated: a fault at the substation was followed by falling grid frequency, automatic load shedding, and trips at several generating plants. Sri Lanka’s Ceylon Electricity Board (CEB) later described a cascade that included the country’s 900-megawatt Lakvijaya coal-fired power station. The incident became an amusing headline about a “mischievous monkey,” but its serious lesson concerned grid protection and resilience.

What happened in Sri Lanka?
The outage began at approximately 11:00 a.m. local time on February 9, 2025, and affected the island nation of roughly 22 million people. Energy Minister Kumara Jayakody initially said that a monkey had contacted a transformer at a substation in the Panadura area, creating an imbalance in the power system. The CEB confirmed that an emergency at a substation south of Colombo had caused the outage.

Electricity was restored progressively. Hospitals and water-purification facilities were prioritized during the initial response. Subsequent reporting put the first nationwide outage at roughly six hours, although a report on the CEB’s preliminary findings said the system was fully operational again at about 3:45 p.m.—approximately four and a half hours after the initial incident.
These figures describe the restoration of the main system, not the end of all disruption. The CEB introduced additional scheduled cuts while it restored generation and managed evening peak demand. Reports described 90-minute cuts on the following Monday and Tuesday, followed by one-hour cuts on Thursday evening.
How could one animal cause such a large blackout?
The most accurate answer is that the monkey appears to have been the initiating trigger, while the island-wide blackout resulted from a subsequent electrical cascade.
According to reporting on the CEB’s preliminary account, the incident began with a fault on a busbar at the Panadura grid substation at approximately 11:13 a.m. A busbar is a substantial conductive bar inside a substation or switchgear assembly. It distributes electricity among incoming and outgoing circuits. If a busbar develops a fault, protective equipment should normally disconnect the affected section quickly.
The reported sequence was:
- A monkey came into contact with substation equipment, according to the energy minister and subsequent reporting.
- A fault occurred on a busbar at the Panadura substation.
- Grid frequency began to fall.
- All five stages of the system’s under-frequency load-shedding scheme activated.
- The frequency nevertheless continued to decline.
- Several generating units disconnected, or “tripped,” including the three units at the Lakvijaya coal plant.
- The loss of generation deepened the imbalance between electricity supply and demand, making the wider failure worse.
Under-frequency load shedding is an automatic emergency safeguard. When the grid’s frequency falls below set thresholds, the system disconnects selected groups of customers to reduce demand and protect the remaining network. It is intended to stop a disturbance from becoming a total collapse. In this case, the reported preliminary findings indicate that the safeguards did not arrest the frequency decline.
The technical account also reportedly described a loud explosion, simultaneous tripping on a 33-kilovolt bus section, and trips on both the high- and low-voltage sides of a 132/33-kilovolt transformer. Two surge arrestors were said to have been destroyed, with charred monkey remains found beneath them. Those details came from reporting on a preliminary document, rather than from a publicly available final engineering determination.

The monkey was not necessarily the whole cause
“A monkey caused a nationwide blackout” is a memorable summary, but it is technically too broad if treated as a complete explanation.

A properly coordinated protection system should generally isolate a localized fault before it spreads through higher-voltage transmission equipment and destabilizes the national grid. Experts quoted in technical follow-up coverage questioned why a fault on a 33-kilovolt section was able to propagate so widely.
The reported preliminary material did not fully answer several important questions, including:
- Which protection relays operated, and whether they operated correctly;
- Whether circuit breakers opened at the expected speed;
- Why generating units continued to trip after load shedding had begun;
- Why frequency continued to decline despite the automatic safeguards;
- Whether system operators had sufficient visibility and control during the disturbance; and
- Why restoration and generation balancing remained difficult after the initial fault was cleared.
Based on the publicly reported material, the safest conclusion is this: the monkey appears to have triggered the first electrical fault, but weaknesses in protection coordination, system design, operating controls, or restoration procedures may have allowed that fault to become a nationwide outage. The available reporting does not establish one definitive final root cause.
What about Sri Lanka’s rooftop solar systems?
Rooftop solar was discussed as a possible complication, especially during restoration. February 9 was reportedly a particularly sunny Sunday, while demand was relatively low because many businesses and industries were closed. The Energy Ministry asked rooftop-solar users to disconnect temporarily.

Experts also raised the possibility that solar inverters—devices that convert solar panels’ electricity into usable alternating current—might disconnect when they detect an abnormal voltage or frequency. That behavior could complicate efforts to restart and balance the grid after a disturbance.

However, the technical follow-up said these issues were not specifically addressed in the CEB’s preliminary report. Rooftop solar should therefore be described as an unresolved theory or restoration concern, not as a proven cause of the blackout.
Why the outage mattered beyond the unusual headline
The blackout revived memories of Sri Lanka’s severe electricity shortages and rolling outages during the 2022 economic crisis. The two events should not be confused. The 2022 outages were associated with a wider fuel and economic crisis; the February 2025 event was an acute grid failure that began with a substation disturbance.
The incident also affected Sri Lanka’s only 900-megawatt coal-fired power plant, which reportedly operated in safe mode after the disturbance. Even after the main system was restored, the CEB had to manage reduced or disrupted generation while meeting demand, particularly during the evening peak.

Those are general outage-preparedness concerns—not evidence that household backup equipment could have prevented Sri Lanka’s grid failure.
Could better protection have prevented the nationwide failure?
Possibly, but the public evidence summarized in the preliminary reporting is not detailed enough to say exactly which design or operating change would have prevented it.
Power systems are built with layers of protection. Fault detection, relays, circuit breakers, automatic load shedding, generator controls, and operator procedures are supposed to contain disturbances. A fault may still damage equipment, but the surrounding network should remain energized whenever possible.

The central engineering question is therefore not simply “How did a monkey get into the substation?” Wildlife exclusion is an important safety measure, but the larger question is “Why did the grid fail to contain the resulting fault?” A resilient system should be able to withstand the loss or malfunction of individual equipment without losing electricity nationwide.
A complete investigation would need to reconstruct the event millisecond by millisecond using relay records, breaker timing data, generator protection logs, frequency measurements, and operator-control records. It would also need to examine physical security and wildlife barriers at the substation, the coordination of protection settings, the behavior of generating units, and the effect of distributed solar during restoration.
Was this really a “mischievous” monkey?
That description belongs to the tone of the news coverage, not to a verified behavioral finding. The reported evidence indicates that a monkey was found or believed to have contacted electrical equipment and that remains were found beneath damaged surge arrestors. It does not establish the animal’s species, intentions, or whether it deliberately entered the facility.
Monkeys are intelligent, adaptable wild animals, and human infrastructure can overlap with their habitat. But high-voltage substations are also extremely dangerous. Animals that enter them can be killed, while their contact with energized equipment can damage infrastructure, trigger fires, or endanger workers. Wildlife should never be encouraged near substations or electrical installations.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.The bottom line
A monkey was identified by Sri Lankan officials as the trigger for the February 9, 2025, electrical incident at the Panadura substation. The reported CEB preliminary findings then described a busbar fault, falling frequency, under-frequency load shedding, and cascading generator trips. That chain—not the animal acting alone—produced the nationwide blackout.
The event’s enduring lesson is about infrastructure resilience. Wildlife exclusion may help prevent the first fault, but a national grid must also isolate local failures, keep frequency stable, and prevent one damaged substation from bringing down the entire system. Publicly reported information did not yet provide a definitive final explanation for why those protections failed to contain the disturbance.
