Houston’s municipal shelter system is not no-kill based on the 2025 figures available, but several Houston-area shelters are. Best Friends Animal Society recognized 17 Houston-area shelters for saving at least 90% of the dogs and cats in their care from January through December 2025. The City of Houston’s own shelter, BARC, reported an 80.9% total live release rate for calendar year 2025. Those two numbers measure different things in different places, and the difference matters for anyone trying to understand where Houston stands.
Is Houston a no-kill city?
No, not on the evidence published for 2025. The city’s municipal shelter, BARC, is the largest public shelter in the area, and its reported outcomes do not meet the 90% save-rate benchmark that Best Friends Animal Society uses to define no-kill. What is true is that a growing group of Houston-area shelters and rescue partners report save rates at or above that benchmark, and several of them received recognition for it in 2026. The accurate description is “Houston-area shelters are moving toward no-kill,” not “Houston is no-kill.”
What “no-kill” means in these numbers
“No-kill” is not a single legal or regulatory standard. In the 2025 reporting covered here, it is usually expressed as a save rate of 90% or greater, where the save rate counts healthy and treatable animals that leave alive. The organizations involved do not all calculate their figures the same way, so the labels can mislead when they are placed side by side.

Two points follow from the table. First, a 90% benchmark and an Asilomar-based live release percentage are close cousins, not identical measures, so BARC’s 80.9% should not be read as a failed 90% score on the same scale. Second, the Houston SPCA’s large figure describes an organization’s total work and should never be used as a citywide shelter save rate.

The Houston-area picture
Best Friends’ April 15, 2026 release recognized 17 Houston-area shelters at the 90% benchmark for 2025. KPRC’s coverage of one of them, Humble Animal Shelter, reported that the shelter saved 94% of the dogs and cats in its care that year and received a Best Friends no-kill award in August 2026. Houston Humane Society reported a 93% total save rate for 2025 in its own article. These are real results, but they come from different organizations, different reporting bases, and in some cases self-reporting, so they should be presented as individual shelter outcomes rather than as a regional average.
BARC’s 2025 numbers
BARC is the number that most readers will associate with Houston, and its calendar-year 2025 report is the most detailed public accounting of the city’s shelter. The report lists the following counts for dogs and cats:

BARC’s notes add three qualifications. The intake total covers dogs and cats only and excludes other animal types, and it may vary slightly from figures reported under Asilomar. Partner spay/neuter totals reflect the reports available when the report was prepared, so they may be revised. The report also says BARC works with more than 150 nonprofit rescue groups, with RPM as its largest and most active rescue partner.

Best Friends separately states that BARC killed nearly 400 more pets in 2025 than in 2024. That is Best Friends’ reading of the data, and it is the direction readers should weigh against the city’s own improvement efforts.

The organizations involved describe a set of practices rather than a single program. None of them is presented as a guaranteed formula for a particular save rate.
Affordable spay/neuter
BARC reported 9,182 spay/neuter surgeries in 2025, about a third of them through Houston partners. Houston Humane Society and Humble Animal Shelter both cite low-cost spay/neuter work in their own approaches, and Humble describes a local spay/neuter partnership. Fewer unplanned litters means fewer animals entering shelters later.

Returns to owners and fostering
BARC returned 1,043 animals to owners in 2025 and placed 603 animals in foster homes. Houston Humane Society’s approach includes Finder to Foster and Return to Home programs. Returning an animal to its home is one of the lowest-cost ways a shelter can keep an animal alive, which is why these programs appear in most local strategies.
Transfers and rescue partnerships
BARC transferred 8,465 animals out in 2025, with 55.8% going to RPM. Houston Humane Society also cites partnership with Best Friends. Humble gives access to Best Friends’ Houston Pet Lifesaving Center. Transfers move animals out of a shelter that is at capacity, but they only count toward live outcomes when the receiving partner keeps the animal alive.
Adoption access and events
Expanded adoption hours, off-site adoption events, and reduced fees appear across the local reporting. Humble added adoption hours and off-site events, and Humble also runs a Doggy Day Out program. BARC took part in BISSELL Pet Foundation’s Empty the Shelters event from May 1 to 17, 2026, with sponsored reduced adoption fees. That was a dated, time-limited event and should be treated as an example of the approach, not a current offer.
BARC’s shelter director, Jarrad Mears, described the logic in a City of Houston release: “By reducing adoption fees and expanding our hours, we’re removing barriers so more people can welcome a pet into their home. Every adoption gives an animal a second chance, and events like this help us make those moments possible.”

The statewide context and its limits
Best Friends’ April 15, 2026 release reports that 194 of 391 Texas shelters achieved no-kill in 2025, that 77% of pets in Texas shelters were saved, and that nearly 11% fewer dogs and cats were killed in Texas shelters in 2025 than in 2024. The release also says Texas still had the highest number of healthy, treatable pets killed in shelters, and that 78,800 more animals needed to be saved to reach no-kill statewide.
These are Best Friends’ own findings, not an independent audit. Best Friends says its 2025 national dataset drew on the Shelter Pet Data Alliance, shelter websites and supplied data, state-government files, and public-information requests. For shelters that did not submit data, it estimated outcomes using statistical methods and historical intake and outcome records. It describes the model as externally validated and highly accurate for predicting no-kill status. Readers who want to check a particular shelter should look at the individual shelter data that Best Friends publishes on its dashboard, which it says is updated monthly when possible. The dashboard can be searched by city or shelter name, but a shelter’s status can change, so check it directly and note the date you looked.

The broader work of Houston animal welfare groups
The Houston SPCA’s 2025 Impact Report shows the scale of work beyond shelter dog-and-cat outcomes. The organization reports 62,587 total animals helped, 9,248 adoptions, 1,767 pets fostered, 6,732 surgeries, 17,275 wild animals brought in for care, and 5,561 cruelty reports investigated. These are organization-wide totals. They are valuable context for understanding Houston’s animal welfare system, but they are not a shelter save rate. Houston SPCA President and CEO Patricia E. Mercer wrote in the report: “These outcomes don’t happen by chance. They happen because you believe that animals deserve protection, dignity, and compassion, without exception.”
How to help, and what to check first
Best Friends lists adoption, fostering, volunteering, donating, and advocacy as ways to support lifesaving work. For most Houston residents, the most direct options are the following.
- Adopt or foster through BARC or a local rescue partner. Fostering also frees space for animals that need a short placement before adoption.
- Volunteer or donate to organizations that run spay/neuter, return-to-home, or transfer programs.
- Advocate for funding and policy that support spay/neuter and rescue partnerships.
Adopting from BARC
BARC’s adoption process is not instant, so plan the visit around its requirements. The steps below reflect BARC’s published guidance; fees, hours, and promotions change, so confirm them on BARC’s official page before you go.
- Check BARC’s current adoption hours and fees on its official website before you travel.
- Set aside 60 to 90 minutes for the visit, which BARC says is the typical time for the process.
- Bring a travel crate or kennel if you can. BARC says adopters may prefer one for safe transport. If you do not have one, BARC provides a cardboard carrier for cats or a leash for dogs.
- Schedule a veterinary follow-up visit within 72 hours of adoption, as BARC recommends.
If you are considering surrendering a pet
BARC asks owners to explore alternatives before surrendering. Its published rules are narrow, and they changed recently, so check the current process before you go.
- BARC accepts owned-pet surrenders only from residents within Houston city limits, and you must provide proof of address.
- Most surrenders require an appointment.
- Sick or injured pets, and stray animals, do not require an appointment.
- BARC’s intake schedule changed effective May 16, 2026. Confirm the current process on its website before arriving.
Reading future results
The next full-year figures for Houston will arrive as calendar-year 2026 reports are published. When they do, compare the same metric, the same geography, and the same calendar year. A “Houston-area shelters” statistic, a BARC live release rate, and an organization’s own save rate answer different questions, and they should be read that way.
Moving no-kill forward in Houston is mostly a story about many organizations doing specific, measurable things at once. The 2025 numbers show progress at individual shelters and a municipal system that still has a long way to go.
