In the U.S. dog-and-cat shelter context covered here, there is no single definition shared by the organizations discussed—and the label does not mean a shelter never euthanizes.
What does “no-kill” mean?
There is no shared definition across the organizations discussed here, and the sources do not establish a universal legal standard. Maddie’s Fund defines no-kill as saving healthy and treatable dogs and cats, reserving euthanasia for animals it considers unhealthy and untreatable. Best Friends Animal Society describes no-kill as a philosophy of saving every dog or cat in a shelter who can be saved. It also uses a numerical benchmark to measure progress. The ASPCA says meanings vary and that it does not typically use the term; its stated priority is to increase lives saved and reduce the number of animals entering shelters. Does no-kill mean a shelter never euthanizes?
No. Under the philosophy described by Best Friends, the aim is to save animals who can be saved, not to prohibit euthanasia in every circumstance. Best Friends says humane euthanasia may be appropriate when a veterinarian finds no chance of recovering an acceptable quality of life, when immediate euthanasia is clearly humane or necessary for safety, or in narrow cases of irremediable canine aggression after specified medical and behavioral steps. Those are Best Friends’ stated criteria, not a universal rule adopted by every organization.
The ASPCA separately describes euthanasia as a humane and responsible part of animal welfare that can spare suffering and sometimes protect community safety. What does a 90% save rate tell you?
Best Friends uses a 90% save-rate benchmark over a 12-month period. It is a threshold for measuring progress, not a claim that a shelter never euthanizes. Under its formula, the save rate is live intakes minus non-live outcomes, divided by live intakes. Do not assume that another organization’s “save rate” or “live-release rate” uses the same calculation. Best Friends notes that formulas differ and can produce different reported percentages. The rate is meaningful only alongside its denominator, outcome categories, and reporting period.

Which questions make a shelter’s numbers useful?
When a shelter describes itself as no-kill or publishes a live-outcome percentage, ask for the details behind the label:
- What is the formula? Ask what counts as an intake and which outcomes count as non-live. Find out how owner-requested euthanasia, deaths in care, and animals lost in care are handled.
- What period does the figure cover? A rate should be tied to dates or a clearly identified reporting year; a 12-month benchmark is not interchangeable with an unspecified period.
- Which animals and organizations are included? Clarify whether the figure covers dogs and cats together, one shelter, or a broader community, and whether it includes every relevant organization.
- How complete and current is the data? Ask about missing outcomes, the date of the latest update, and whether the figure has been independently verified. A published percentage alone does not establish that the underlying data are complete or audited.
- What does the shelter do in practice? Ask how it responds to suffering and safety risks, manages intake pressure, and uses adoption, transfer, and community support.
Best Friends cautions that dashboard data can be inaccurate, outdated, or missing. It describes its own data collection as combining public information, open-records requests, and information requested directly from shelters—not as an independent audit. Best Friends’ methodology and data cautions

What do the published national figures say—and why do they differ?
Best Friends’ 2025 report on 2024 data gives a national save rate of 82% and reports 425,000 animals with non-live outcomes in U.S. shelters in 2024. The same report says 4.8 million animals entered shelters and 3.9 million were saved. These are figures as reported in that publication; they should not be treated as independently validated totals. A separate Best Friends shelter-pet data page reports an 82.5% save rate and 829,000 non-live outcomes, but the reference period is unclear on the page reviewed. Because the figures and stated outcomes differ materially from the report, they should not be combined or presented as another version of the same 2024 statistic. Best Friends says nearly 3,000 shelters submitted current data for 2024, while its larger dataset includes more than 10,000 organizations. What matters more than the label?
A label is a starting point for a conversation, not a complete measure of shelter quality. Focus on whether the organization makes its definition and figures understandable, accounts for outcomes consistently, and explains how it works to save animals while addressing suffering and safety. Maddie’s Fund identifies adoption outreach and spay/neuter as parts of its approach to matching animals with homes and reducing unwanted births; Best Friends’ 2024 report describes collaborative lifesaving programs and data use.
