Police allege that employees without veterinary licenses injected the veterinary drug Intercat into nine dogs and cats at four stores between January 2025 and January 2026. Seven of those animals later died, but investigators and published reports have not established that the injections caused the deaths.
What police allege happened
Investigators say A Pet executives directed employees who were not licensed veterinarians to administer medicine at four Osaka-area stores. The alleged conduct occurred from January 2025 through January 2026 and involved nine dogs and cats. A report from an employee about a non-veterinarian injecting a puppy in January 2026 helped trigger the investigation, according to Yomiuri-based reporting.

The arrested company suspects include A Pet president Yasuyuki Amami and three other executives. Police suspect the arrangement was organized to reduce veterinary and staffing costs across a chain that reporting places at approximately 40 to 44 stores during the period.

Which drug was allegedly injected?
Reports identify the medicine as Intercat, an animal infection-treatment drug described as a potent prescription veterinary medicine requiring professional oversight. The allegation is not that ordinary store employees independently chose a routine product; police say the injections were part of an organized practice directed by company personnel.

Seven of the nine animals reportedly died after receiving injections. That sequence is central to the investigation, but it does not by itself prove medical causation. The available reporting does not establish whether Intercat, the underlying illnesses, dosage, handling, or another factor caused any death.
Why were veterinarians arrested?
Two veterinarians were separately arrested over allegations that they supplied medicines to A Pet without the authorization required under Japanese law. TV Asahi identified one suspect as Hiromi Noda, age 78. Yomiuri-based coverage said investigators believe 77 pharmaceutical items were sold without the required authorization in February 2026.

The alleged supply activity and the alleged injections are related parts of the same investigation but involve different conduct: the company executives are accused of directing treatment by unlicensed staff, while the veterinarians are accused of unauthorized medicine sales.

Investigators are examining whether the manual shows that the alleged practice was repeated and centrally organized rather than an isolated act by one worker. What Japanese laws may be involved?
Reports describe suspected violations of provisions of Japan’s Veterinary Practice Act that restrict clinical treatment by people who are not licensed veterinarians. They also describe alleged violations of the Pharmaceuticals and Medical Devices Act involving medicine supplied without the required authorization.
An arrest is an investigative step, not a conviction. The reporting available for this case does not establish the final charging decision, a trial outcome, a sentence, or liability for any animal’s death. Those issues would have to be determined through prosecutors’ decisions and, if charges proceed, the courts.
