They identify six animal-related state-symbol designations when the ruffed grouse is counted once: state animal, state bird, state dog, state fish, state insect and state amphibian. The singular answer to “What is Pennsylvania’s state animal?” is the white-tailed deer.
The apparent seventh entry comes from treating “state bird” and the older wording “state game bird” as separate honors. Both labels refer to the ruffed grouse, not to two different animals. The Pennsylvania Manual, Volume 127, and the Commonwealth’s Governor’s Kids’ Corner provide the authoritative framework used here.

The six official animal-related designations
Pennsylvania organizes these symbols by category. A state animal is one designation; a state bird, dog, fish, insect and amphibian are additional categories. They are not six competing choices for one title, and the categories should not be merged simply because each concerns an animal.

| Commonwealth designation | Animal | Enactment or official clarification |
|---|---|---|
| State animal | White-tailed deer (spelled “Whitetail Deer” in the Pennsylvania Manual) | Enacted by the General Assembly in 1959; the Governor’s Kids’ Corner gives October 2, 1959. |
| State bird | Ruffed grouse | Enacted in 1931. An earlier manual used “state game bird”; that wording does not create a second bird. |
| State dog | Great Dane | Enacted in 1965. |
| State fish | Brook trout | Enacted in 1970. |
| State insect | Firefly; the species is Photuris pennsylvanica | The insect designation was enacted in 1974; a 1988 act identified the species. |
| State amphibian | Eastern hellbender | Enacted in 2019. |
The table is the cleanest way to answer a classroom worksheet or a reader searching for the complete set. It also shows why “seven” is misleading: one animal is being counted twice under two descriptions of the bird category.

Why “seven” appears in some lists
State-symbol lists often change their labels over time. The Pennsylvania Manual’s current designation is “state bird,” while an earlier edition called the ruffed grouse the “state game bird.” A reader who copies both headings may produce seven entries, but the underlying animal list still contains only one ruffed grouse.
This is a naming problem, not evidence of a newly added animal. The current manual separates the six categories shown above, and the Governor’s Kids’ Corner presents the same set. Counting a category heading as though it were an additional species gives the wrong result.
When checking another list, look for three clues:
- Does it list both “state bird” and “state game bird”?
- Does it name the ruffed grouse in both places?
- Does it distinguish the state animal from the five specialized categories?
If the answer to the first two questions is yes, remove the duplicate heading rather than adding a seventh animal.

Pennsylvania’s state animal: the white-tailed deer
The white-tailed deer holds Pennsylvania’s broad, singular state-animal designation. The Pennsylvania Manual uses the form “Whitetail Deer” and states: “The Whitetail Deer is the official state animal, as enacted by the General Assembly in 1959.” The Governor’s Kids’ Corner uses the hyphenated form and records that the white-tailed deer was designated on October 2nd, 1959.
These are spelling and wording differences between two official Commonwealth publications, not different animals. For a report, use the spelling required by your teacher or publication and identify the source’s wording when precision matters. For the ordinary question “What is Pennsylvania’s state animal?”, answer simply: the white-tailed deer.

The Governor’s page displays an estimate of 1.5 million deer, but the displayed material does not identify a year for that number. It should therefore not be presented as a current population count or as a dated measurement. The designation itself is the stable fact.
State bird: the ruffed grouse
The ruffed grouse is Pennsylvania’s state bird. The manual records the bird designation as enacted in 1931. Older state-symbol material may call the same bird the state game bird, which explains the duplicate in some “seven animal” articles.
For students, the key distinction is between the animal and the category: “ruffed grouse” is the animal’s name, while “state bird” is the role assigned to it. If a worksheet asks for the state game bird, the expected answer is still ruffed grouse. Do not enter a second bird merely because the wording is older.
State dog: the Great Dane
Pennsylvania’s state-dog designation is the Great Dane. It is separate from the state-animal designation, even though a dog is biologically an animal. The manual records the state-dog enactment in 1965.
This category illustrates why the list should be read as a set of civic symbols rather than as a ranking. The state dog does not replace the white-tailed deer, and the Great Dane should not be added as a second “state animal” in a question that asks for the single official state animal.

State fish: the brook trout
The brook trout is Pennsylvania’s state fish, with the designation recorded in 1970. “Fish” is its own symbol category in the Pennsylvania Manual, just as “dog” and “bird” are.
In a complete answer, pair the name with the category: “Pennsylvania’s state fish is the brook trout.” That phrasing prevents a common error in which every listed creature is treated as though it shared the one title of state animal.
State insect: the firefly
Pennsylvania designated the firefly as its state insect in 1974. The manual also notes that a 1988 act designated the species Photuris pennsylvanica. Those references describe one insect symbol, with the later act supplying a species-level identification.
Use the broader word “firefly” when a question asks for the common name, and include Photuris pennsylvanica when the assignment requests the scientific designation. The two names should not be counted as two insects.
State amphibian: the Eastern hellbender
The Eastern hellbender is Pennsylvania’s state amphibian. Its designation is the most recent of the six categories in the current manual, recorded as enacted in 2019.

“Amphibian” is not an alternate name for the state animal. It is a specialized category, so the Eastern hellbender belongs in a list of Pennsylvania symbols but not in the singular answer to the state-animal question.
Reading the timeline
The enactment years show that Pennsylvania added these symbols over many decades rather than adopting one all-at-once package. The ruffed grouse appears first in the current chronology, followed by the white-tailed deer, Great Dane, brook trout, firefly and Eastern hellbender. The 1988 firefly act is a clarification at the species level, not a new category.
| Year | What the year represents |
|---|---|
| 1931 | State bird designation for the ruffed grouse. |
| 1959 | State animal designation for the white-tailed deer. |
| 1965 | State dog designation for the Great Dane. |
| 1970 | State fish designation for the brook trout. |
| 1974 | State insect designation for the firefly. |
| 1988 | Act identifying Photuris pennsylvanica for the firefly designation. |
| 2019 | State amphibian designation for the Eastern hellbender. |
Chronology is useful for civics lessons because it separates three ideas that are often blurred: the year a category was enacted, the name used by a later reference work, and a later act that supplies a more specific scientific name.

Pennsylvania’s second-grade early childhood standards include identifying official Commonwealth symbols, with examples such as an animal, bird, dog, insect, flower, fish and tree. The six animal-related entries therefore make a practical sorting exercise rather than a memorization trick.

Activity: sort by designation
- Write the six category names on separate cards: animal, bird, dog, fish, insect and amphibian.
- Write the corresponding names on six more cards.
- Match each animal to its category using the table above.
- Ask why “state bird” and “state game bird” should share one card instead of producing two cards.
- Have the learner answer the singular question separately: “What is Pennsylvania’s state animal?”
Quick accuracy check
- White-tailed deer belongs with state animal.
- Ruffed grouse belongs with state bird, including the older state-game-bird wording.
- Great Dane belongs with state dog.
- Brook trout belongs with state fish.
- Firefly belongs with state insect; Photuris pennsylvanica is the species named in the 1988 act.
- Eastern hellbender belongs with state amphibian.
This exercise tests classification and source awareness at the same time. It also gives students a way to explain the six-versus-seven discrepancy without accusing every short list of being careless: some simply preserve an older label alongside the current one.

Official references and evidence limits
The Pennsylvania Manual, Volume 127, is the central reference for the categories and enactment years. The Governor’s Kids’ Corner independently supplies the singular white-tailed-deer answer and the October 2, 1959 date. Reading both helps resolve the spelling difference between “Whitetail Deer” and “white-tailed deer.”
The state’s early-childhood standards support using official symbols in second-grade learning. The Pennsylvania Game Commission publication Wildlife of Pennsylvania, authored and illustrated by Bob Sopchick and Doug Pifer, is an adjacent coloring-book resource for wildlife education. Its existence does not establish current retailer availability, and it is not needed to verify the state-symbol list.
Official pages sometimes display estimates without a year, as with the 1.5 million deer figure on the Governor’s page. Treat an undated display as context, not as a current population statistic. The designation, category and enactment information are the facts that can be stated confidently from the cited Commonwealth material.
Bottom line for the reader’s question
Pennsylvania’s state animal is the white-tailed deer. The complete official animal-related symbol set has six categories: state animal, bird, dog, fish, insect and amphibian. The ruffed grouse’s former “state game bird” wording is the source of the misleading seventh count; it does not represent another animal.
