People, Pets, and Policies: Towards Community-Supported Animal Sheltering is a municipal policy guide, not a pet-care handbook. Created by the International Municipal Lawyers Association (IMLA) and Best Friends Animal Society, it explores how local governments and community partners can support humane animal services while accounting for legal, staffing, fiscal, and logistical realities.

What is People, Pets, and Policies?

The ten-chapter guide presents animal sheltering as a community responsibility involving local animal services, shelters, housing providers, legal and social services, veterinarians, and other partners. Its central concern is how municipalities can prevent avoidable shelter intake and improve animal welfare while working within local constraints. It is a framework for policy development, not a universal set of rules or a substitute for checking current law in a particular jurisdiction.

Rather than treating sheltering as a matter of animal intake alone, the guide considers how policy and services affect whether people can keep pets safely and responsibly in their communities.

How does it approach dangerous-dog laws?

The manual recommends laws focused on the behavior of individual dogs and owners rather than rules that classify dogs by breed or appearance. It presents this as its policy position, not as a legal conclusion that applies everywhere. Local governments must consider their own statutes, procedures, and legal advice when drafting or revising ordinances.

In support of that approach, the manual reproduces an American Bar Association resolution: “Resolved, that the American Bar Association urges all state, territorial, and local legislative bodies and governmental agencies to adopt comprehensive breed-neutral dangerous dog/reckless owner laws that ensure due process protections for owners, encourage responsible pet ownership and focus on the behavior of both dog owners and dogs, and to repeal any breed-discriminatory or breed-specific provisions.” This is the ABA’s resolution as quoted in the guide, not a statement by an individual author.

How does it address housing and keeping pets with their people?

The guide discusses pet-friendly policies in government-subsidized housing and the role that housing access can play in keeping people and pets together. It contrasts blanket restrictions with policies that define safeguards—for example, sterilization, microchipping, licensing where required, or reasonable refundable deposits. Those are policy approaches discussed in the manual, not a guarantee that a particular measure is allowed or required under current law.

Housing rules depend on the applicable federal, state, and local context, as well as the specific housing program. Municipalities and housing providers should verify current requirements before changing eligibility criteria, deposits, or pet rules.

What does community-supported sheltering look like?

The guide looks beyond shelter intake and in-facility care to prevention and community support, including fostering, adoption, owner assistance, volunteering, and public-private partnerships. These approaches can involve different demands on staffing, budgets, and capacity, so the manual treats them as policy and implementation choices rather than a single formula that fits every community.

Community cat management is another part of the guide’s scope. It considers program and ordinance approaches alongside complaint-led enforcement. Whether a community can pilot a program without first changing an ordinance, how to address property-owner concerns, and how to handle cats returned to their original area are local implementation questions. The guide’s companion town hall identifies these as audience concerns, but specific program rules and outcomes need to be checked against the relevant local ordinance and program.

Why does veterinary access and telemedicine matter?

The manual discusses telemedicine as one possible way to support veterinary access, while recognizing that it must operate through licensed veterinarians and comply with the rules in the relevant jurisdiction. Whether a service can diagnose, prescribe, or provide other care remotely depends on current veterinary practice requirements; the guide should not be read as establishing permission to do so everywhere.

To illustrate access concerns, the manual reports two historical figures. It cites Best Friends Animal Society research for the finding that 15.8% of U.S. counties, home to 1.5 million households, had no veterinary practice. It also cites a Bayer and American Association of Feline Practitioners (AAFP) study reporting that 52% of owned pet cats in the United States had not been taken to a veterinarian in the past year for necessary checkups. The passage does not specify the underlying research or study years, and these circa-2021 manual figures should not be treated as current estimates.

Who should read the guide?

The guide is aimed primarily at municipal officials and others involved in animal-services policy and implementation: local-government attorneys and administrators, shelter leaders, housing and social-service partners, and community organizations. Its companion town hall discusses practical issues such as working with a city attorney, pet-inclusive housing, community cat programs, and liability. Is it the same as Saanich’s “People, Pets and Parks Strategy”?

No. The similar name can cause confusion, but Saanich’s People, Pets and Parks Strategy is a separate municipal parks-management project.
