Why Shelters Offer Free or Reduced-Fee Pet Adoptions

Reduced adoption fees can remove an upfront barrier and help draw attention to pets who have waited longer. Here’s what the evidence says—and how shelters can evaluate a promotion.

Free and reduced-fee adoptions can remove an immediate cost barrier, draw attention to adoptable pets, and help shelters focus interest on animals who have waited longer. They can increase adoptions in some settings, but results depend on the event and the animals involved—and a lower fee alone does not guarantee a good match or solve shelter crowding.

Why do shelters offer free or reduced-fee adoptions?

An adoption fee is one part of the upfront cost of bringing home a pet. Reducing or waiving it can make adoption possible for people who cannot afford the standard fee, while a clearly promoted event can prompt more people to visit or consider adopting. Shelters may also direct the offer toward older pets or animals with longer stays, rather than discounting every animal.

These are plausible ways a promotion can help; they are not proof that price alone caused a particular increase. Results depend on who hears about the event, which animals are available, shelter capacity, and how the promotion is run.

Do reduced fees actually increase adoptions?

ASPCApro reports several organizational examples. During the ASPCA’s Free Over Three promotion, adoptions of cats older than three increased 226% over three years, while total adoptions rose 30%. The Edmonton Humane Society’s veterinary-services director, Dr. Karen Lange, reported a 50% increase in cat adoptions during fee-waived events. Wisconsin Humane Society reported that adult cats’ average stay fell from 14 days to just over three days; ASPCApro characterized the change as an 80% saving in care costs.

These are reported program results, not controlled evidence that fee reductions alone produced each outcome. A shelter considering a promotion should treat them as examples, not forecasts for its own animals, budget, or community. The operational examples and implementation guidance are described by ASPCApro.

Do free adoptions lead to bad homes or make pets seem less valuable?

Available findings summarized by ASPCA and ASPCApro do not support the assumption that waiving a fee automatically leads to weaker commitment or worse care. ASPCA says it conducted a 2006 comparison of attachment among cat adopters in fee-based and free adoptions. ASPCApro’s summary says attachment did not decrease when fees were eliminated and that adopters did not value the cats less. The summary does not provide the full study methods, so these findings should be understood as what the ASPCA summary reports, not as a guarantee for every promotion or adopter. ASPCApro also summarizes an Edmonton Humane Society study involving 344 adopters at six fee-waived events from November 2011 to February 2013, compared with 138 non-fee-waived and 206 fee-waived adopters at the same shelter during that period. The summary reports no statistical difference between the groups in post-adoption veterinary care or retention. In that study, 19% of fee-waived adopters said they could not afford the regular fee. The summary also reports that 87% of fee-waived adopters considered a cat’s length of stay when choosing, compared with 13% of regular adopters. Those figures describe that shelter and study period; they do not establish how all adopters behave. Details are in ASPCApro’s overview of fee-waived adoption research.

Fee policy need not replace screening, counseling, or post-adoption support. ASPCApro recommends explaining to the community that usual screening and support remain in place when a shelter pilots a reduced-fee event.

Which fee approach should a shelter choose?

There is no universally best model established by the available evidence. A shelter can compare its standard approach with a targeted discount or a short, broad fee-waived event, using local costs and capacity rather than assuming another organization’s results will transfer.

Approach Potential use What to weigh
Standard fees Maintain the usual fee structure and revenue. Consider whether upfront cost is limiting interest and whether the current animal mix is moving through the shelter at a manageable pace.
Targeted reduction Focus a lower fee on selected pets, such as older animals or those with longer stays. Track which animals benefit, their length of stay, fee income, and care costs.
Broad, time-limited waiver Use a defined event to attract attention and increase access across a group of adoptable pets. Plan staffing and promotion, account for waived fee income, and track donations, animal mix, and outcomes.

The right comparison includes more than the number of adoptions: adoption response, which animals are adopted, length of stay, care costs, fee revenue, donations or sponsorship, staffing capacity, and relevant post-adoption outcomes.

How can shelters fund a fee promotion?

ASPCApro lists several ways to offset costs: increased fees for high-demand animals, adopter donations, retail sales, business or individual sponsorships, and grants. These options have trade-offs; a shelter should use its actual care costs and pilot results when deciding what it can afford, rather than treating reported savings elsewhere as a budget forecast.

A recent example is the ASPCA’s July 15, 2026 announcement of its third Rescue Effect campaign. The campaign was scheduled to run from August through October 2026 and provide $2 million in grant funding to 200 participating shelters to waive fees and support operating costs. Walker’s Shortbread and Subaru of America were named supporters, with Subaru retailers expected to host adoption and community events. This describes that particular campaign, not a standing grant or a general sponsorship or affiliate program; current eligibility and availability require direct confirmation with the organizations. How should a shelter measure whether it worked?

Set a defined comparison period and compare like with like—for example, the same animal types or age groups across consistent time windows. ASPCApro recommends tracking visitors, adoption income, the number, type, and age of animals adopted, donations, and length of stay. Shelters can also monitor intake and live outcomes to understand whether an event is easing capacity pressure or simply shifting adoption timing.

  • Event activity: visitors and adoptions during the promotion.
  • Animal outcomes: species, age, and other relevant groups adopted, plus length of stay.
  • Financial picture: adoption income, donations, sponsorship, and actual care costs.
  • Broader shelter indicators: intake, euthanasia rate, and live release rate. ASPCA defines live release rate as total live outcomes divided by intake; live outcomes include adoption, return to owner, and transfers to outside agencies that guarantee adoption. National totals provide context, not evidence that any one pricing strategy caused a change. Shelter Animals Count reports 4.2 million dog and cat adoptions in 2025, with dog adoption rates of 57% in 2025 versus 55% in 2024 and cat adoption rates of 63% versus 62%. It also reports 757,000 non-live outcomes in 2025. These national figures do not identify fee-reduction campaigns as the cause of adoption or outcome trends. What fee promotions can—and cannot—do

A reduced fee is one tool in a broader adoption and shelter-capacity strategy. It can lower an immediate barrier, create a reason for prospective adopters to pay attention, and direct interest toward pets who might otherwise wait longer. It cannot by itself ensure a suitable match, establish that a shelter’s total costs will fall, or explain national changes in outcomes.
