In June 2023, RSPCA WA, Cat Haven and SAFE Inc joined a two-day adoption drive in Malaga with temporary reduced or waived fees, as Perth shelters reported that animals were waiting longer than usual for homes. PerthNow reported that 175 animals found homes during the event. The offer was for that weekend only; the available sources do not establish current fees or whether the drive was repeated.
Why Perth’s shelters reduced adoption fees
RSPCA WA shelter manager Emily Smith told PerthNow in June 2023 that shelters across Perth were “flooded with unwanted animals” and pets were waiting longer than usual to find homes. The short adoption drive was a joint effort to move available animals into homes during winter. Its reported outcome shows how many animals were adopted over the weekend, but does not measure the promotion’s longer-term effect on shelter capacity.

Housing and financial pressures have also affected animal welfare in WA, though the figures below refer to separate reports and dates. In May 2022, ABC News reported that some owners were struggling to find affordable rental housing that allowed pets; Cat Haven’s CEO said the shelter then had more than 300 cats onsite and another 500 in foster care. In a separate October 2023 report, RSPCA WA said nearly a third of surrender requests were related to cost-of-living and housing issues. Neither account describes conditions at the June drive or establishes current shelter capacity.

No. RSPCA WA said prospective adopters faced the same checks as usual during the June 2023 drive. A discounted or waived fee changed the initial cost of adoption, not the need to assess whether a home was suitable for an animal.

A separate RSPCA WA reduced-fee promotion in October 2023 also retained the organisation’s usual adoption processes and criteria. That was a later, distinct promotion—not evidence that the June drive’s terms applied to other events.
What does the evidence say about fee-free adoption drives?
A 2017 peer-reviewed case study by Calver and colleagues examined one WA shelter’s free-adoption drive for adult cats. It reported that 137 cats were rehomed and average weekly adoptions rose 533% during the drive; its follow-up measures found no evidence of adverse outcomes. The authors concluded that shelters should not be deterred from occasional free drives during overflow periods. This is evidence from one shelter and one event, not a guarantee that every discount promotion will produce the same results.

What should prospective adopters consider?
WA Government guidance recommends thinking beyond the initial adoption fee. Before adopting, consider whether an animal’s needs suit your household and lifestyle, prepare your home and family, and plan for the ongoing financial commitment of care. The guidance says rescue pets are desexed, microchipped, vaccinated and vet checked; confirm what is included and what is required for a particular animal with the organisation.
- Meet the animal where possible and ask the organisation about its temperament, needs and care.
- Consider the time and household changes involved in caring for that individual animal.
- Budget for continuing costs, not just the adoption fee.
- Prepare appropriate essentials, which may include bedding, food, bowls, toys, a collar and leash, depending on the animal.
Are the reduced fees still available?
The $29 cat fee, $79 RSPCA WA dog fee and fee-free offer for specified smaller pets applied to the June 2023 event. The available sources do not establish whether the three organisations repeated that joint drive or what their adoption fees are now. For current fees, animals and application steps, contact RSPCA WA, Cat Haven or SAFE Inc directly. The WA Government’s Adopt, Don’t Shop guidance lists these organisations and offers general advice for prospective adopters.
