Prepare a pet emergency kit and evacuation plan before a disaster: choose places that will accept your animal, arrange a backup caregiver, and keep food, water, handling gear, medication, records, and identification details ready to go. No single prepacked kit fits every pet, so use this checklist as a starting point and tailor it to each animal.
Make a pet evacuation plan before an emergency
Decide where your pet can go and how you will get there before you need to leave. Ready.gov notes that many public shelters and hotels do not allow pets, so do not assume a general shelter or lodging provider will take yours. Identify more than one pet-accepting destination, such as a trusted person’s home or a suitable lodging option, and check requirements directly with each provider.
- Choose a neighbor, friend, or relative who can evacuate or care for your pet if you are away or unable to do so. Make sure they know where the carrier and supplies are and how to reach you.
- Save contact details for your veterinarian, local emergency-management office, animal-control office, and relevant shelters or boarding providers.
- Include your pet in household evacuation planning, follow local emergency instructions, and plan how you will transport the animal.
Ready.gov’s pet disaster preparedness guidance puts the benefit plainly: “If you have a plan in place for you and your pets, you will likely encounter less difficulty, stress and worry when you need to make a decision during an emergency.”
Pet emergency kit checklist
Pack the kit so it can be carried during evacuation and customized for each animal. Keep food in an airtight, waterproof container and store documents in a waterproof pouch. A secure digital copy of important records provides another way to retrieve them.

- Food and water: Several days of the pet’s regular food and water, plus bowls for both. Account for the animal’s size, diet, and likely conditions when deciding quantities.
- Safe transport and restraint: A sturdy, appropriately sized carrier or crate—one per animal where possible—plus a collar with an ID tag, leash, harness, and any suitable restraint or muzzle. Keep the carrier accessible.
- Medication and first aid: The pet’s medications, written medication instructions, and a pet first-aid kit. Include your veterinarian’s contact information.
- Records and identification: Copies of vaccination and other relevant records, ownership and identification information, and a current photograph of you with your pet. Store paper records in a waterproof pouch and keep a secure digital copy. Check that microchip registration details and the phone number on the ID tag are current.
- Comfort: Familiar bedding or a blanket, and familiar toys or treats.
- Sanitation: Supplies appropriate to the species, such as a litter box and litter, waste bags, paper towels, and cleaning supplies.
How much food, water, and other supplies should you pack?
Ready.gov recommends keeping several days of food and water and reviewing the kit regularly, without specifying an exact quantity in its guidance. FEMA CERT animal-response instructor material from 2010 describes a 72-hour evacuation kit and a separate at-home supply horizon of up to two weeks. Treat these as planning horizons from those sources, not universal veterinary rules. Adjust what you store for each animal’s species, size, diet, medication needs, climate, and local conditions.
Prepare the kit so it works under pressure
- Fit the equipment to the animal. Check that the carrier or crate is sturdy, closes securely, and suits the pet’s size. Consider how you will carry it and whether it will work with your likely evacuation method.
- Practice loading and restraint. Keep the carrier accessible and practice getting your pet into it. Confirm that leash, harness, or other restraint equipment is appropriate for that animal.
- Protect and organize records. Put paper records and identification details in a waterproof pouch, and save a secure digital copy where you can retrieve it quickly. Keep the current owner-and-pet photo with those materials.
- Review and refresh supplies regularly. Check that food, water, medication, records, and contact details remain usable and current.
When comparing products, focus on secure closure and fit, portability for your evacuation method, durability and cleanability, waterproof document protection, and whether the supplies suit each pet’s food, medication, size, and species. A generic bundle may leave out what your particular animal needs; customize it rather than assuming it is complete.

Keep the plan and kit accessible
Store the carrier, kit, and key information where household members and your backup caregiver can find them quickly. Recheck destination requirements and local contacts as circumstances change, and refresh supplies on a regular schedule.
