Cats can spend time outdoors with less risk when access is controlled by a secure enclosure or a supervised harness walk. Unsupervised roaming is not made safe by good intentions: it exposes cats to traffic, other animals, poisons, traps, severe weather, disease, and parasites, and can put wildlife at risk. Cornell University College of Veterinary Medicine and the American Veterinary Medical Association (AVMA) recommend indoor living or contained outdoor access; the AVMA also identifies supervised leash access as an option.
Which outdoor option is safest for your cat?
A secure enclosure prevents a cat from wandering away and limits opportunities to encounter other animals. A harness walk keeps the cat with you, but depends on the cat tolerating the harness and staying under supervision. Neither approach guarantees safety; the enclosure must actually prevent escape, and a walk still takes place in an outdoor environment.

| Option | Escape prevention | Supervision | Contact with other animals | Best fit |
|---|---|---|---|---|
| Secure catio or outdoor enclosure | Contains the cat when properly secured; check that there are no gaps or weak points. | Check on the cat and the enclosure; containment does not remove environmental risks. | Limits opportunities for direct contact compared with roaming. | Homes with a suitable space for a fully enclosed outdoor area. |
| Harness and leash walk | The leash and harness help keep the cat with you; they do not eliminate escape risk. | Continuous, close supervision. | Encounters may still occur, so choose the setting carefully. | A cat that can be safely acclimated to a harness and leash. |
| Unsupervised free-roaming | No reliable containment. | None while the cat is away. | Greater opportunity for contact with animals, disease, and parasites. | Not a risk-controlled way to provide outdoor access. |
Cornell describes a catio as an enclosed outdoor area from which a cat cannot escape. If you choose a harness, introduce it gradually and keep walks supervised; not every cat will tolerate one. If neither option suits your cat or home, indoor enrichment is a safer alternative to letting the cat roam.

What can happen when a cat roams unsupervised?
The AVMA lists injury, suffering, and death from vehicles, attacks by other animals, human cruelty, poisons, traps, and weather extremes among the risks of free-roaming. Cornell also warns of trauma, infectious disease, parasites, and confrontations with pets, wildlife, and predators. These risks vary by location and individual cat, but a cat outdoors without containment has less protection from them.

How should you prepare for outdoor time?
Talk with your veterinarian about prevention
Outdoor exposure changes a cat’s opportunities for contact with other animals and parasites. Ask your veterinarian to tailor vaccinations and parasite prevention to your cat’s health, lifestyle, and likely exposures. Cornell advises preventing exposure to cats that may carry feline leukemia virus and notes that vaccination is recommended for cats at risk, but no vaccine protects every cat. Its responsible-ownership guidance also advises keeping vaccinations current and discussing deworming and flea and tick prevention with a veterinarian.

Inspect plants and chemicals
Check the outdoor area for hazards before allowing access. Cornell identifies lilies and other plants, pesticides, rodenticides, fertilizers, and weed killers as potential dangers. Keep cats away from hazardous plants and chemicals, and follow product safety directions about when an area can be accessed after treatment.
How do you choose an enclosure or harness routine?
For an enclosure
- Choose a fully enclosed design that prevents escape, including through gaps, doors, or openings.
- Check the enclosure regularly for damage or loose sections that could create an escape route.
- Place water and shaded resting space inside, and keep hazardous plants and chemicals out of reach.
- Observe your cat in the enclosure and respond if the cat appears distressed or the weather becomes unsuitable.
For harness walks
- Use a properly fitted cat harness and leash rather than relying on a collar alone to restrain the cat.
- Let the cat become comfortable with the harness before attempting an outdoor walk.
- Stay with the cat throughout the walk and avoid situations where you cannot keep control.
- Stop if the cat is frightened or the surroundings become unsafe; a harness is not a reason to approach unfamiliar animals.
What if your cat cries to go outside?
Crying at a door does not show that roaming is safe or that a cat needs unsupervised access. Offer a predictable, contained alternative such as supervised time in a secure enclosure or, if your cat accepts it, a harness walk. Indoor play and other enrichment can also provide stimulation without exposing the cat to roaming hazards. If the behavior is new, intense, or accompanied by other changes, ask your veterinarian whether a health or welfare issue may be contributing.
