Yes—Savannah cats are generally legal to possess under California’s state restricted-species regulation. California’s rules say domestic cats and domestic-cat hybrids are not restricted. However, cities and counties may impose their own restrictions or permit requirements, so check the rules where you live before acquiring a cat.
What California’s state rule says
California Code of Regulations, Title 14, § 671 makes it unlawful to import, transport, or possess animals listed as restricted without a state permit. In its felid provisions, it states that “Domestic cats and hybrids of domestic cats are not restricted.” The same regulation allows cities and counties to prohibit possession or require permits for animals that do not require a state permit. The California provision reviewed does not state a separate F1, F2, or later-generation cutoff for the domestic-cat-hybrid exception. Do not assume a generation rule from another state applies in California. For a particular cat, keep records identifying its generation and ancestry, and ask the relevant local authority whether its rules distinguish among Savannah generations.

California Department of Fish and Wildlife (CDFW) says permits for restricted species are limited to qualified people or institutions and purposes such as research, public exhibition, education, or shelter, and are not issued to import or possess wild animals as pets. How to check local requirements before you get a Savannah
- Identify the exact location. Check the rules for both your city and county; the state regulation expressly allows local requirements.
- Ask about Savannah cats by name. Contact the local animal-control office or other agency responsible for animal rules. Ask whether the city or county restricts Savannah ownership, requires a permit, or treats generations differently.
- Have the cat’s records available. Ask the breeder or current caregiver for documentation of the cat’s generation and ancestry so the local agency can answer about that animal.
- Get the answer before committing. If an agency points to an ordinance or permit process, confirm the details directly with that agency before bringing the cat home.
What living with a Savannah can involve
TICA describes Savannahs as tall, lean, spotted cats with serval ancestry. Its breed profile characterizes them as curious, assertive, and very active, and says they need substantial daily interaction with people or a companion cat. TICA puts it plainly: “The Savannah is a very active cat, that needs a great deal of interaction on a daily basis, either with its human family or with a companion cat.” Before choosing one, consider whether your household can provide regular engagement and enrichment as well as suitable veterinary care.

TICA recommends screening Savannahs for Pyruvate Kinase Deficiency and Progressive Retinal Atrophy; it says PCR testing for common infectious agents may also be considered. The profile notes some history of hypertrophic cardiomyopathy (HCM), but says there is no specific screening test for it at this time. TICA does not provide disease prevalence figures, so these notes should not be read as evidence that a particular condition is common. Ask your veterinarian to tailor a plan to the cat’s age, history, and examination, and request any available health-screening records from the breeder or current caregiver. Grooming, teeth, and nails
TICA says the short coat has no heavy undercoat and needs little grooming. Its profile recommends occasional brushing with a stainless-steel brush or comb, with more frequent brushing during shedding season. It also recommends routine nail trimming, ear cleaning, and tooth brushing with veterinarian-approved pet toothpaste, along with a tall scratching pole.
Food, water, and weight
TICA recommends high-quality food, fresh clean water every day, and monitoring food intake and weight as appropriate. It notes that some spayed females may gain weight, but gives no breed-wide feeding amount; ask your veterinarian for an individual feeding plan. The profile suggests placing a water bowl at least three feet from food and says a filtered fountain may be used. These are TICA’s suggestions, not universal medical requirements.

Life expectancy
TICA lists a life expectancy of 12–15+ years on its Savannah breed profile. That is a breed-profile estimate, not a guarantee for an individual cat or a population study.
