What is the difference between passive and active dog spaces?
The two areas are separated by play style, not by dog size. The City describes the active area as suited to dogs that enjoy running and playing with other dogs. The passive area is for dogs that prefer quieter activity, such as looking around or playing by themselves, rather than intense interaction. The City says it chose this approach because size does not necessarily predict sociability.
To explain the contrast, the City uses the analogy “Night-clubbers” and “Coffee and Cake.” It is an illustration of the intended difference between play styles, not a universal rule about how any particular dog will behave. Owners should choose the space that best fits their dog’s temperament and interactions.

- Chain-mesh fencing and air-lock entry gates.
- Signs explaining park rules and dog behaviour.
- Seating and spaces for dogs to run or relax.
- Drinking fountains for dogs and their owners.
- Dog-waste bins and bags.
- Internal and external universally accessible paths.
The City’s November 2023 construction announcement described a dividing fence at least 1.2 metres high and shaded seating as planned features. Those dimensions and shade details were announced plans; the City’s current park page lists the facilities above without independently confirming those particular specifications. The construction announcement also quoted Mayor Patrick Hall: “The park will have dedicated spaces for active and passive dogs, a dividing fence at least 1.2m high, air-lock entry gates, shaded seating, clear signed rules, educational signs, drinking fountains for dogs and owners, dog bins and bags, and external and internal universally accessible paths,” Mayor Patrick Hall said. Why was Park Beach Close chosen?
Park Beach Close was recommended in the Shelley Rossmoyne Foreshore Management Plan. The City says the nearby foreshore habitat is important for native and migratory birds, and that providing a dog exercise space nearby may help reduce dogs entering the river area. These are planning rationales and expected benefits; published figures measuring an effect on bird habitat were not provided.

The City adopted its Dog Spaces Strategy in 2022 to inform dog-park planning. It assessed parks over 10,000 square metres using factors including popularity, conservation status, sporting use, pedestrian access, natural shade and parking availability. Park Beach Close and Queens Park Oval were identified through that process. The 10,000-square-metre figure is the strategy’s assessment threshold, not the stated area of Shelley Dog Park.

Where should visitors park?
Use the City’s map and park on the verge parallel to the other vehicles marked in red. Do not park on the road or in the cul-de-sac. The City also describes existing street parking at Zenith Park and Riverton Bridge Park as a short five-minute walk away.
