A dog park’s close, unpredictable, off-leash encounters can overwhelm a fearful dog, and forcing interaction is not a safe way to teach confidence. Cornell University College of Veterinary Medicine advises keeping dogs afraid of other dogs away from dog parks. Instead, use gradual, controlled exposure at a distance where your dog can stay comfortable, and get veterinary or qualified behavior help if the fear is persistent or severe.
Why a dog park is the wrong place to work on this fear
A dog park does not give you reliable control over how close other dogs come, whether they approach suddenly, or whether your dog can retreat. That makes it a poor setting for a dog who is already afraid. Cornell’s guidance is explicit: “If they are afraid of other dogs, stay away from dog parks and any neighborhood houses with dogs that run loose or charge their fences.”
Do not take your dog into a park to force a greeting, “get used to it,” or confront the fear head-on. Dr. Pamela J. Perry, D.V.M., a behavior resident at Cornell’s Animal Behavior Clinic, advises: “Owners should never force a dog to confront fears head-on.” Socialization is not simply exposure to other dogs; an overwhelming encounter can worsen fear rather than build comfort.
How to tell whether your dog is uncomfortable
Possible signs of anxiety include ears held down or back, lip licking, panting, shaking, whining, excessive barking, drooling, or showing the whites of the eyes. These signs need context: no single behavior proves that a dog is afraid. Look at the dog’s overall body language and what is happening around them.

- Watch for signs of distress as the other dog gets closer or the situation becomes more intense.
- If your dog is not recovering after an encounter, or fear is interfering with daily life, speak with a veterinarian.
Cornell notes that anxious behavior can have different causes, so a useful plan depends on what is driving the behavior—not just on the visible sign.
What to do instead
Begin at a comfortable distance
Choose a place where you can see other dogs without letting them approach. Start far enough away that your dog can remain comfortable. When your dog notices another dog, pair that sight with a high-value reward, such as a favorite treat. The treat is optional; the important point is that exposure stays controlled and does not trigger fear.

Let your dog approach voluntarily. Increase closeness only as your dog becomes more confident. If fear appears, create more distance or end the session rather than waiting for your dog to endure it.
Try a calm, controlled introduction only if appropriate
If an introduction makes sense, arrange it with one calm, non-reactive dog and a handler who can control that dog. Cornell describes starting with the fearful dog free to move while the other dog is confined or leashed, then progressing only when the fearful dog is relaxed. Do not proceed if your dog is distressed; the setup should preserve space and the ability to move away.

Consider a structured class
A reward-based class with dogs on leash and room between teams may offer more control than a dog park. Cornell describes starting in an isolated area and moving closer only as the dog’s confidence improves. Ask the instructor in advance how they handle fearful dogs and whether your dog can observe from a distance without being approached.
Manage the environment while you work
Choose quieter locations or times with fewer dogs, and use the environment to block your dog’s view when needed. These management choices can reduce surprise encounters while you work on gradual exposure; they are not a substitute for a plan tailored to your dog.

How to choose a safer setting
Rather than looking for a setting that simply contains other dogs, look for one where you can control distance, prevent surprise approaches, and leave easily. When to get professional help
Talk with your veterinarian if your dog’s fear is persistent, severe, not improving with careful management, or affecting everyday life. A veterinarian can help consider possible causes and whether further behavior support is appropriate. For training support, consider a qualified reward-based trainer or a veterinary behaviorist. Avoid anyone who recommends forcing close contact as a way to make the dog “get over it.”
