There is no scientifically established ranking of the six “smartest” wild mammals in the United States. A defensible answer is a non-ranked shortlist of six cognitively notable species: bottlenose dolphins, orcas, sea otters, American black bears, common raccoons and gray wolves. They are included for different abilities—social learning, cooperation, innovation, memory, behavioral flexibility and problem-solving—and the evidence is not equally strong for every species.
“In the United States” here includes animals living in U.S. states and U.S. waters. It is not a complete census of wildlife, and it does not claim that one species is universally more intelligent than another.

What does “smart” mean in a wild mammal?
Animal intelligence is not one measurable substance. In a 2015 Royal Society review, Lars Chittka quoted the prevailing behavioral definition this way: “According to the majority of behaviourists and animal psychologists (cf. [1]), ‘intelligence’ can be understood as mental or behavioural flexibility or the ability of an organism to solve problems occurring in its natural and social environment, culminating in the appearance of novel solutions that are not part of the animal’s normal repertoire.”

- Flexible problem-solving: changing tactics when a familiar approach fails.
- Innovation: producing a behavior that is new to the individual or population.
- Learning and memory: retaining information about food, places, individuals or hazards.
- Social cognition: recognizing relationships, coordinating with others and learning socially.
- Tool use: using an external object to change access to a resource. Tool use is impressive, but its absence does not prove a lack of intelligence.
Brain size alone is an unreliable intelligence measure across mammals. A large brain may support some capacities, but ecology, sensory systems, life history and social demands also shape behavior. A puzzle-box score measures performance on one task under particular conditions; it is not a universal intelligence score.
How can species be compared without inventing a ranking?
The most useful comparison keeps the cognitive domain and the study setting visible. A field observation of cooperation answers a different question from a captive experiment with a standardized box. The table below shows how to interpret the strongest numerical comparisons available.
| Evidence | Setting and sample | Reported result | What it supports | What it cannot establish |
|---|---|---|---|---|
| Royal Society carnivore review, 2017 | Zoo puzzle-box comparison; 146 individuals from 39 species | 48 individuals from 23 species succeeded; family-level success proportions were 69.2% for bears, 53.8% for raccoon-family species and 47% for weasel-family species | Different carnivore families can differ in performance on this captive task | A ranking of wild species, or proof that every bear, raccoon or weasel is equally capable |
| Lazure and Weladji, Animal Behaviour, 2024 | 114 wild raccoons, 199 trials, in three Canadian protected areas | 28% overall problem-solving success | Wild raccoons show innovation and individual variation | A U.S. result, routine tool use, or a general score for all raccoons |
| USDA APHIS summary, 2025 | Captive raccoons tested on a multi-access puzzle box | 12 of 20 animals innovated | Some raccoons can discover more than one route to food in captivity | How wild raccoons perform, or how they compare with other species in nature |
Use five questions when judging any claim: Was the animal wild or captive? What population and location were tested? What exact task was used? Was success measured per animal or per trial? Does the result show a species-wide pattern or only variation among individuals?
1. Bottlenose dolphin: cooperation and social learning in U.S. waters
Bottlenose dolphins are the strongest U.S.-located example in this shortlist because their social learning and cooperative foraging are well documented at a broad cetacean level, and one behavior has been described specifically in Florida Bay.
The Florida Bay mud-ring technique
Whale and Dolphin Conservation describes dolphins coordinating to create a ring of mud that herds fish toward the center. The dolphins then move through the concentrated fish, making capture easier. This is a sequence of coordinated actions, not a simple reflex: the group alters the environment, times its movements and exploits the prey’s escape response.
Social learning matters because a behavior can spread through observation rather than individual trial and error. Calves and younger dolphins may acquire local foraging traditions from experienced animals. Traditions do not make every dolphin equally capable, but they show how group living can support complex, flexible behavior.

What not to claim
Do not say dolphins are “smarter than humans,” or that every dolphin population uses the same technique. Some widely repeated stories about dolphin tool use concern Australian populations rather than U.S. waters. The Florida Bay mud-ring example is the location-specific U.S. case represented here.
As Whale and Dolphin Conservation puts it: “It’s a complicated question because it’s hard to compare a whale or a dolphin’s intelligence with our own, mainly as we can’t use the same methods to measure both.”
2. Orca: a cetacean candidate whose U.S. case needs species-specific evidence
Orcas, also called killer whales, are a reasonable candidate because cetaceans display sophisticated learning, communication and cooperation across many studies. However, the evidence available for this article supports cetacean cognition broadly, not a measured U.S.-specific orca ranking.
Why orcas belong on a provisional list
Orcas live in stable social groups and have population-specific foraging traditions. Those traits make social transmission and behavioral flexibility relevant questions. A pod may need to coordinate movement, identify prey and adjust tactics to local conditions. Such abilities fit the broader cognitive domains used to discuss intelligent behavior.
The crucial qualification
There is no directly comparable statistic here showing that U.S. orcas outperform the other five mammals. Nor does the available evidence establish one U.S. population as the smartest. A precise claim about a particular population, hunting technique or learning experiment requires a species-specific source. Until then, treat the orca entry as a well-motivated candidate, not a proven rank.

Sea otters are included because they are mustelids, a family represented in comparative carnivore cognition studies, and because their foraging ecology makes problem-solving an important subject. The available numerical evidence, however, is for the mustelid family rather than sea otters specifically.

What the carnivore comparison found
In the 2017 Royal Society discussion of a zoo puzzle-box comparison, weasel-family species succeeded in 47% of the reported trials at the family level. That figure came from captive animals and combines several mustelid species. It does not tell us how sea otters alone performed, and it is not a wild success rate.
Why direct sea-otter evidence matters
Sea otters manipulate prey and objects with their forepaws, but an observation of dexterity is not automatically evidence of novel problem-solving or tool use. A strong species-specific case would identify the population, describe the task or behavior, and distinguish routine feeding behavior from innovation. The evidence summarized here does not provide that direct test, so the sea otter remains a provisional candidate rather than a settled example.
4. American black bear: high family-level puzzle-box performance, not a wild ranking
American black bears are a plausible entry because bear-family species had the highest family-level proportion of successful trials in the comparative zoo puzzle-box discussion.

Bear-family species succeeded in 69.2% of the relevant trials, compared with 53.8% for raccoon-family species and 47% for weasel-family species. The overall comparison involved 146 individuals from 39 mammalian carnivore species; 48 individuals from 23 species succeeded at least once.
How to interpret it
The result indicates that bears, as a family in that captive comparison, were effective at opening the apparatus. It does not prove that black bears outrank dolphins, raccoons or wolves, and it does not measure wild behavior. Motivation, prior experience, enclosure design and the physical demands of the box can all affect performance.
Black bears also vary individually. One animal may persist with a difficult mechanism while another abandons it, so a family average should never be converted into a claim about every bear.

5. Common raccoon: an unusually well-tested case of flexible innovation
Raccoons have the most directly relevant problem-solving evidence in this shortlist, including studies of wild animals and a separate captive experiment. The results are impressive but mixed, which is exactly why “smart raccoon” should mean flexible individual problem-solving rather than automatic tool use.

Wild raccoons in Canada
Lazure and Weladji’s 2024 Animal Behaviour study tested 114 wild raccoons across 199 food-extraction trials in three Canadian protected areas. Overall success was 28%, and performance differed by task and by individual. Some raccoons solved a challenge while others did not, showing that innovation is not a fixed switch that every member of the species turns on.
The authors concluded: “Overall, we provide additional evidence that raccoons are apt problem-solvers, with the potential to adapt to new foraging opportunities, and a relevant species to study innovation in mammals.” Because the animals were Canadian, the result should not be presented as a U.S. field statistic.
Captive puzzle-box evidence
A 2025 USDA APHIS summary of a separate multi-access puzzle-box study reported innovation by 12 of 20 captive raccoons. “Multi-access” means the box offered more than one route to the food, allowing researchers to examine whether an animal could discover alternative solutions rather than repeat a single learned action.
A field result that limits the story
In a North Carolina field study, none of the tested wild raccoons solved a stick-based extraction task. That negative result is important: it shows that raccoons do not routinely solve every novel apparatus placed before them. Food motivation, object properties, habitat and prior experience can change the outcome.
Taken together, the studies support a careful conclusion: raccoons are capable, opportunistic problem-solvers with substantial individual and task-specific variation. They do not establish routine wild tool use.

6. Gray wolf: a provisional canid based on comparative brain and behavior evidence
Gray wolves are the most tentative entry. A comparative carnivore review reports relatively large body-mass-corrected brain volumes among canids and discusses problem-solving differences across carnivores. Those findings make wolves an important cognitive candidate, but they do not establish a gray-wolf-specific rank or a single signature behavior in the wild.
Why wolves are cognitively interesting
Wolves live in coordinated social groups, adjust cooperation during hunts and respond to changing prey and landscape conditions. These demands make learning, memory, communication and behavioral flexibility valuable traits. They also create a natural setting in which individual decisions affect the success of the pack.
Where the evidence stops
A larger relative brain volume is not a direct intelligence score, and a broad canid result cannot be assigned automatically to gray wolves. A defensible species-level claim would identify a wild population and a specific cognitive test or field behavior. Without that direct evidence, wolves should be labeled provisional rather than presented as a measured top-six finisher.
Can anyone rank the smartest wild mammals?
Not with the evidence currently available. The six animals above excel, or may excel, in different domains. Dolphins provide a U.S.-waters example of coordinated environmental modification; raccoons show innovation on food-extraction tasks; bears performed strongly in a captive apparatus; and wolves, orcas and sea otters require more species-specific testing before precise claims are justified.
A single leaderboard would also mix incomparable measurements. A mud-ring hunt observed in Florida Bay, a captive box opened in a zoo and a Canadian field trial are not interchangeable units. Even the 69.2% bear-family figure and the 28% wild-raccoon figure use different species samples, tasks and conditions.
How to read future claims about animal intelligence
- Identify the domain. Ask whether the claim concerns learning, memory, cooperation, innovation, communication or tool use.
- Check the setting. Wild observation, wild experiment, captive experiment and literature review answer different questions.
- Look for the tested population. Country, habitat and population matter; a Canadian raccoon study is not a U.S. estimate.
- Separate individuals from species. A few innovators can demonstrate possibility without defining the average animal.
- Reject universal language. “Solved this task” is supported more often than “is smarter than every other mammal.”
