South African Animal Protection Group Seeks Probe Into Export of Wildlife to Gujarat’s Vantara

WAPFSA asked South Africa to investigate wildlife exports to Vantara, raising questions about sourcing, purpose and CITES compliance. South Africa and Vantara said transfers complied with rules; later Indian court proceedings addressed transfers reviewed by the SIT, while a CITES review remained pending as of 7 October 2026.

On 6 March 2025, the Wildlife Animal Protection Forum of South Africa (WAPFSA) asked South Africa’s environment minister to investigate exports of wild animals to Greens Zoological Rescue and Rehabilitation Centre (GZRRC), known as Vantara, in Gujarat. WAPFSA raised questions about animal origins, trade purpose and CITES compliance; those questions are not proof that any export broke the law. South Africa and Vantara said the transfers complied with applicable rules, and subsequent Indian court proceedings addressed transfers examined by a court-appointed investigation team.

As of 7 October 2026, WAPFSA said Vantara had announced a 12-month pause on further imports and a greater focus on in-situ conservation. A CITES Standing Committee review scheduled for 2–6 November 2026 was still upcoming, so it had no outcome to report at the research date.

Why did WAPFSA seek a probe into wildlife exports to Vantara?

WAPFSA said exports from South Africa to GZRRC/Vantara raised questions about the volume and origins of animal transfers, CITES documents and whether captive-bred animals were being traded commercially rather than transferred for rescue or conservation. On 6 March 2025, the group asked Minister Dion George to investigate and copied relevant South African environment-department and CITES contacts.

WAPFSA’s letter referred to concerns about live-animal imports into India that had been raised at a CITES Standing Committee meeting in November 2023. It also described GZRRC representatives’ explanation that the centre rescued animals in difficult conditions outside India. These details are WAPFSA’s account of the background to its request, not findings that a particular transaction was unlawful.

WAPFSA named leopards, cheetahs, tigers and lions among the animals it said had been exported. Naming species does not establish a complete list, total count, shipment count or permit record.

What animals and numbers were reported?

WAPFSA’s letter named leopards, cheetahs, tigers and lions. Separately, The Independent reported counts attributed to Vantara’s 2023–24 annual report for animals received from South Africa. Those reported counts provide context about scale, but do not establish the origin, legal status, trade purpose or welfare outcome of each animal.

These counts should not be treated as proof that the animals were wild-caught, captive-bred, rescued, commercially traded, or unlawfully obtained. No independently verified proportions for those categories were established by the research for this article.

What did South Africa and Vantara say?

South Africa’s Department of Forestry, Fisheries and the Environment said on 25 April 2025 that 40 tigers exported to India in 2024 were intended for zoos and not commercial trade. The department said Environmental Management Inspectors checked tiger exports for legal origin and microchip details. Minister Dion George also said South Africa had tiger-breeding facilities that primarily exported live animals to zoos and wildlife parks. These are government statements; they do not independently settle the origin or purpose of every transfer raised by WAPFSA.

Vantara denied wrongdoing. The Independent reported that it called WAPFSA’s complaint false and baseless, said South African transfers complied with federal and provincial rules, and said CITES concerns had been addressed. These are Vantara’s stated positions, not independent findings.

WAPFSA’s request, the government’s account and Vantara’s response should be kept distinct. A request for investigation is not a finding; a statement of compliance is not a substitute for examining relevant records.

What does CITES have to do with the transfers?

CITES is the Convention on International Trade in Endangered Species of Wild Fauna and Flora, the international framework governing trade in listed wildlife and their parts or derivatives.

Indexed CITES Standing Committee material describes a potential compliance matter involving live-animal trade to GZRRC and a request for continued communication and a technical assessment or verification mission, subject to available resources. The research desk could not directly access the relevant CITES documents, so this procedural description is limited to that indexed material. A requested verification process is not a final finding of a violation.

WAPFSA’s September 2026 page said the CITES Standing Committee was scheduled to consider the Indian government’s response to findings of a Secretariat verification mission in September 2025 at its 81st meeting, scheduled for 2–6 November 2026. As of 7 October 2026, that meeting had not taken place. Detailed mission findings could not be independently summarized from the material reviewed.

The CITES Trade Database contains records reported by CITES Parties and can help readers examine reported species, quantities, source codes, purposes and exporter–importer data. Database entries should not be treated alone as a judicial finding about the legality or sourcing of a transaction.

What did India’s Supreme Court decide?

India’s Supreme Court accepted a court-appointed SIT report and summary in September 2025 and closed complaints covered by its order. The order did not make the complete SIT report and annexures public.

The Times of India reported on 30 May 2026 that the Supreme Court rejected a plea for a fresh investigation into transfers already reviewed by the SIT, and that the Court had affirmed its order on 9 March 2026. This account concerns the transfers examined by the SIT. It should not be presented as a ruling on every future transfer or every concern raised outside the investigation’s scope.

The Court’s actions are distinct from the South African request and the CITES process. They do not mean WAPFSA never sought scrutiny, nor do they establish a blanket finding about all animal transfers to Vantara.

What is the status of Vantara’s import plans?

WAPFSA’s September 2026 update said Vantara had announced a 12-month moratorium on further imports and a changed focus toward in-situ conservation. WAPFSA said 27 animal-protection and conservation organizations welcomed the announcement but called for a permanent end to imports except independently verified conservation or welfare emergencies.

The organizations also raised concerns about possible exceptions to the moratorium, payments, rescue and sanctuary standards, transparency, independent oversight and in-situ support. These are positions expressed by the organizations, not official findings. The CITES review scheduled for November 2026 remained pending on the research date.

The public information reviewed also does not provide the full SIT report or annexures, or an outcome from the CITES Standing Committee meeting scheduled for November 2026. The detailed findings of the Secretariat’s verification mission could not be independently summarized from the available research.

The careful conclusion is that WAPFSA requested an investigation, South Africa and Vantara stated that transfers complied with applicable rules, and Indian court proceedings later addressed transfers examined by the SIT. The separate CITES review remained pending as of 7 October 2026.
