The Supreme Court’s 11 August 2025 order initially directed authorities in Delhi NCR to move street dogs into shelters and not release them back onto streets. On 22 August, a three-judge bench modified that no-release direction: dogs picked up are generally to be sterilised, dewormed, vaccinated and returned to the same area, subject to exceptions for dogs infected or suspected to have rabies and dogs displaying aggressive behaviour.
What the Supreme Court ordered on 11 August 2025
The Supreme Court directed the Delhi NCT government, the Municipal Corporation of Delhi (MCD), the New Delhi Municipal Council (NDMC), and authorities in Noida, Ghaziabad, Gurugram and Faridabad to begin picking up street dogs, establish shelters or pounds across the National Capital Region (NCR), and report the infrastructure to the Court within eight weeks. The original order said captured dogs should not be released back onto streets or public places. Read the 11 August order.

The Court also set out requirements for those facilities. Its directions called for staff to sterilise, deworm, immunise and care for dogs; CCTV; measures to prevent overcrowding and starvation; regular feeding; at least two responsible personnel present at all times; timely veterinary treatment; and records of daily captures and shelter populations. These were requirements in the order, not evidence that facilities were completed or met those standards.
For dog-bite complaints, the original order directed authorities to establish helplines and pick up the dog or dogs within four hours of a complaint. It warned that hindrance to implementation could be treated as contempt, stating: “Any hindrance or obstruction that may be caused by any individual or organization in the smooth and effective implementation of our aforesaid directions will be viewed as contempt of this Court and we shall proceed to take appropriate action in accordance with law.”
How the 22 August modification changed the rule
On 22 August 2025, a three-judge bench modified the earlier directions to fit the Animal Birth Control Rules, 2023. It kept the capture and shelter-infrastructure directions but placed the no-release requirement in abeyance for the time being. The general rule became that dogs picked up should be sterilised, dewormed, vaccinated and returned to the same area. The Court stated: “The dogs that are picked up shall be sterilised, dewormed, vaccinated, and released back to the same area from which they were picked up.” Read the 22 August order.
There are exceptions. Dogs infected or suspected to be infected with rabies, and dogs displaying aggressive behaviour, are not to be released back onto the streets. The Court said that, after treatment, they should as far as possible be kept in a separate pound or shelter.

The August 22 order also directed municipalities to designate feeding spaces in each ward and put up signage, and to establish helplines for reporting violations. It refined the obstruction warning: a person who obstructs a public servant acting in the discharge of official duty could face prosecution under applicable law.

Did the directions apply beyond Delhi NCR?
The Supreme Court’s 7 November 2025 order recounted the August framework and said the directions had been extended to all States and Union Territories. That order provides the broader procedural context, but it does not establish whether any particular municipality has complied. Read the 7 November order.

What is known about implementation now?
The court orders establish what authorities were directed to do; they do not establish whether Delhi NCR municipalities have fully implemented those directions as of 4 October 2026. The latest order in the underlying Supreme Court proceeding verified here is dated 7 November 2025. A decision-database page dated 17 August 2026 reproduces earlier directions, but is not itself a new Supreme Court ruling in that proceeding and does not verify implementation. See the 17 August 2026 decision page.
The initial order’s reference to beginning with shelters for “say 5,000 dogs” was a proposed initial shelter capacity, not a verified estimate of the NCR street-dog population.
