Taking a Pet to the EU in 2026: Animal Health Certificate vs Pet Passport

For EU-to-EU trips, a valid EU pet passport is generally used; entry from a non-EU country usually requires an EU animal health certificate. Exceptions, rabies sequencing, tests, tapeworm treatment and 2026 validity periods explained.

The route determines the document. For a dog, cat or ferret making qualifying private, non-commercial trips between EU countries, the normal document is a valid EU pet passport. For entry into the EU from a non-EU country, the usual document is an EU animal health certificate, although certain listed origins and circumstances allow an eligible pet passport instead. Your pet must also meet identification, rabies and any route-specific testing or treatment rules.

This guide covers the 2026 rules for dogs, cats and ferrets travelling without a sale or transfer of ownership. Country lists, entry points and health requirements can change, so confirm the final route with the official authority and your veterinarian before departure.

Pet passport or animal health certificate? Use the route first

Start with where the journey begins, not with the document you already have. The European Commission and Your Europe describe two main pathways:

  • To another EU country: a qualifying non-commercial trip generally uses a European pet passport issued to an owner resident in the EU.
  • Into the EU from a non-EU country: the normal document is an EU animal health certificate, completed by an official veterinarian or by an authorised veterinarian and then endorsed by the competent authority.
  • Exception: some listed non-EU countries and territories permit entry with an eligible pet passport. A passport is not automatically accepted simply because it says “EU.”

The official starting points are Your Europe’s pet-travel guidance (last checked 1 September 2026) and the Commission’s 2026 guidance for bringing a pet into the EU from a non-EU country.

A quick decision tree

  1. Are you travelling with a dog, cat or ferret? The simplified rules in this article are scoped to those species.
  2. Is the trip private and non-commercial? There must be no sale or transfer of ownership, and the animal normally travels with you or within the permitted timing for an owner’s journey.
  3. Where is the animal travelling from? An EU-to-EU journey generally points to a pet passport; a non-EU-to-EU journey generally points to a health certificate.
  4. Is the non-EU origin on the EU’s listed-country or territory arrangements? If so, an eligible passport may be accepted in the circumstances specified by the official guidance. If not, plan for a certificate and potentially a rabies antibody test.
  5. Does the route pass through another country? Transit, destination and the named travellers’ point of entry can add conditions. Check every leg before booking.

What an EU pet passport is—and when it is the right document

An EU pet passport is the continuing travel record for an eligible dog, cat or ferret. An authorised veterinarian issues it to a pet owner resident in the EU. It records the animal’s identity, microchip or qualifying tattoo, rabies vaccination and the owner and issuing-veterinarian details.

For qualifying non-commercial travel between EU countries, the passport remains valid for the animal’s lifetime as a document, provided the health information in it—especially rabies vaccination—stays current. “Lifetime” does not mean a lapsed rabies vaccination is acceptable: the vaccination entry must still meet the destination’s timing and validity rules.

What the passport records

  • Identification details linked to the animal’s microchip, or a tattoo that qualifies under the historical rule.
  • The rabies vaccination, including the date and validity recorded by the veterinarian.
  • Owner information and the issuing veterinarian’s details.
  • Other health entries required for the relevant journey.

Who can rely on a passport

The passport pathway is designed for EU residents travelling with their own pets on private trips. A passport issued in another jurisdiction is a different document and does not automatically confer EU travel rights. In particular, Great Britain-issued passports for residents of Great Britain are no longer valid for travel from Great Britain to the EU or Northern Ireland; those travellers generally need to follow the non-EU entry process instead. Check the current country-specific instructions rather than assuming an older passport will be honoured.

What an EU animal health certificate is—and when you need one

An EU animal health certificate is the usual entry document when a dog, cat or ferret comes into the EU from a non-EU country. Under the Commission’s current guidance, it is issued by an official veterinarian, or by an authorised veterinarian with subsequent endorsement by the competent authority. It uses the current EU model and travels with the animal through documentary and identity checks.

Certificate timing

The certificate is not an indefinite replacement for a passport. The Commission’s 2026 entry guidance gives it 10 days from issue through the checks at the designated travellers’ point of entry. After those entry checks, it can support onward movement within the EU for up to six months from the checks, or until the rabies vaccination expires, whichever comes first.

Those periods are tied to the specific certificate, entry check and vaccination record. If you leave the EU and later return, do not assume the old certificate still covers the new entry; reassess the route and current country rules.

The declaration that accompanies a certificate

The non-EU entry pathway also requires a written declaration confirming that the movement is non-commercial. This is separate from the health certificate. A commercial movement, an unaccompanied animal or a transfer of ownership can fall under different animal-health rules even if the animal is your family pet.

Side-by-side comparison

Question European pet passport EU animal health certificate
Typical use Qualifying private, non-commercial travel between EU countries; accepted for some listed non-EU origins and circumstances. Generally required for entry into the EU from a non-EU country.
Issuer Authorised veterinarian; EU guidance describes issuance to owners resident in the EU. Official veterinarian, or authorised veterinarian followed by endorsement from the competent authority.
Information recorded Animal identity, microchip or qualifying tattoo, rabies vaccination, owner and issuing-vet details, plus relevant health entries. Identity, rabies and other health information, including any required test or treatment details, on the current EU model.
How long it works For the animal’s lifetime as long as recorded health information, including rabies, remains valid. 10 days from issue through entry checks; then up to six months for onward EU movement, or until rabies expires, whichever is sooner.
Extra declaration No general declaration is described for ordinary intra-EU passport travel. A written declaration of non-commercial movement is required under the current entry guidance.

Health conditions that apply alongside either document

Neither document cancels the underlying health requirements. A correct document with an invalid microchip, an out-of-date rabies vaccination or a missing test can still lead to refusal, quarantine or other action at the border.

1. Microchip before rabies vaccination

The animal must have compliant identification. The microchip must be implanted before the rabies vaccination for that vaccination to count for travel. Have the veterinarian scan the chip and record its number consistently in every document.

A clearly readable tattoo may qualify instead only when it was applied before 3 July 2011. If the tattoo cannot be read reliably or was applied later, plan on a compliant microchip.

2. First rabies vaccination and waiting period

A first rabies vaccination has minimum-age and waiting-period rules. The exact dates depend on the animal’s age, the vaccine and the route. Ask the veterinarian to calculate the earliest lawful travel date from the vaccination entry, rather than relying on the appointment date or a booking date.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

3. Rabies antibody titration test

Many non-EU origins require a rabies antibody titration test, while listed origins are exempt. The test has to be sequenced correctly after identification and vaccination, and some routes impose a waiting period after the blood sample. Confirm whether the origin is exempt and which laboratory and timing requirements apply in the Commission’s country guidance and with your veterinarian before arranging transport.

4. Tapeworm treatment for certain destinations

Dogs travelling to Finland, Ireland, Malta, Norway or Northern Ireland may need treatment against Echinococcus multilocularis. The treatment must meet the route-specific timing and recording rule. This is a destination condition, not a substitute for the passport or certificate.

How to prepare an EU-to-EU trip with a pet passport

  1. Confirm that the journey is non-commercial. You must be travelling privately without selling or transferring the animal.
  2. Check the passport’s identity page. Confirm the microchip number (or qualifying tattoo), species, name, owner details and issuing-vet information.
  3. Check the rabies entry. Make sure the vaccination was given after identification and remains valid on the travel date and throughout any return journey.
  4. Review the destination’s extra conditions. Apply the tapeworm rule where relevant, and check transit countries rather than looking only at the final destination.
  5. Check the number of animals. The simplified allowance is normally up to five dogs, cats or ferrets.
  6. Carry the original passport. Digital photographs or photocopies may help with lost-document recovery but should not be treated as a replacement unless the authority expressly accepts them.

The five-pet limit and event exception

The usual non-commercial allowance is five dogs, cats or ferrets. An exception can apply when more than five animals are travelling to a qualifying competition, exhibition or sporting event, provided the animals are over six months old and the event conditions are met. Without that exception, different animal-health rules apply, so contact the competent authority well before travel.

How to prepare a non-EU-to-EU trip with an animal health certificate

  1. Identify the origin category. Determine whether the departure country or territory is listed for an exemption or is subject to the full testing pathway.
  2. Verify the destination and entry point. Non-EU arrivals generally must use a designated travellers’ point of entry for documentary and identity checks. Confirm the named point on the chosen route before booking transport.
  3. Get the identification sequence right. The microchip must precede the rabies vaccination used for travel; arrange any first-vaccination waiting period.
  4. Arrange a rabies antibody test if required. Confirm the approved laboratory, sample timing and any post-test waiting period for the origin country.
  5. Book the certificate appointment at the correct time. An official veterinarian issues the certificate, or an authorised veterinarian prepares it for competent-authority endorsement. The 10-day entry window starts with issue, so do not obtain it too early.
  6. Complete the non-commercial declaration. Keep the signed declaration with the certificate and the animal.
  7. Arrange any destination treatment. If the route requires Echinococcus treatment, have it administered and recorded within the specified window.
  8. Present the animal and documents at the travellers’ point of entry. Officials can check the chip, paperwork and animal identity. Keep the certificate available for onward EU travel during its permitted period.

Common route scenarios

France to Spain by car

This is an EU-to-EU, private journey. A valid EU pet passport is generally the correct document, provided the dog, cat or ferret is correctly identified and the rabies entry is current. Check any transit country if the route crosses one and apply the destination’s tapeworm rule if applicable.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Canada to Germany

This is entry from a non-EU country. Plan on an EU animal health certificate, the non-commercial declaration, a designated travellers’ point of entry and any Canada-specific rabies antibody requirement. Whether a test is needed depends on the origin classification in force for the journey.

Great Britain to Ireland

Do not rely on a Great Britain-issued pet passport. Great Britain-issued passports for residents of Great Britain are no longer valid for travel from Great Britain to the EU or Northern Ireland. Follow the current non-EU entry instructions, including the certificate and destination-specific health steps that apply to the route.

Moving six dogs to an international competition

Six animals exceed the ordinary allowance. The event exception may apply only if the competition, exhibition or sporting event qualifies and every animal is over six months old. Carry evidence of the event and confirm the authority’s procedure; otherwise the trip may be treated under different animal-health rules.

What can go wrong at the border?

  • Chip and document do not match: have the chip scanned and correct discrepancies before travel.
  • Rabies was given before identification: that vaccination may not count; ask the veterinarian whether revaccination and a new waiting period are required.
  • Certificate is outside its 10-day entry window: the animal can be refused entry or subjected to corrective measures. Time the certificate appointment carefully.
  • Missing endorsement: a certificate prepared by an authorised veterinarian may still need competent-authority endorsement.
  • Wrong entry point: use the designated travellers’ point of entry required for the route and confirm its opening arrangements.
  • Missing rabies test: a non-EU origin that requires titration can make an otherwise complete certificate insufficient.
  • Unrecorded tapeworm treatment: dogs on routes to Finland, Ireland, Malta, Norway or Northern Ireland may need correctly timed, documented treatment.
  • Trip is actually commercial: sale, ownership transfer, an unaccompanied animal or an arrangement outside the private-travel definition can move the journey into a different legal category.

Documents and details to have ready

  • The original EU pet passport or the endorsed EU animal health certificate, as applicable.
  • Microchip number and a way for officials to scan the animal.
  • Current rabies vaccination record and, where required, rabies antibody test results.
  • Written non-commercial declaration for entry from a non-EU country.
  • Tapeworm-treatment entry for destinations that require it.
  • Evidence supporting a qualifying competition, exhibition or sporting event when travelling with more than five animals.
  • Route, transit and designated-entry-point details.

Frequently Asked Questions

Can I use an EU pet passport when entering from any non-EU country?

No. Some listed non-EU countries and territories allow an eligible passport, but entry from many others requires an EU animal health certificate and may require rabies antibody testing. Check the origin-specific Commission guidance.

Does an animal health certificate replace a rabies vaccination?

No. The certificate records compliance; it does not replace identification, rabies vaccination, antibody testing where required or destination-specific treatment.

How long is an EU animal health certificate valid?

For the initial entry checks, the current guidance gives 10 days from issue. After entry checks, it can support onward EU movement for up to six months or until the rabies vaccination expires, whichever comes first.
