Budgies and Bourke’s parakeets are among the quieter choices; canaries and zebra finches are better for watching and listening than handling; cockatiels, lovebirds, parrotlets and green-cheeked conures need more human interaction, training and enrichment. Every option still requires a correctly sized cage, safe daily exercise, hygiene and access to an avian veterinarian.
Use the comparison below to match noise, social needs, interaction, space and lifespan to your household rather than choosing on size or appearance alone. As the Centers for Disease Control and Prevention advises, match a bird’s “attitude, temperament, size, activity level, and life span with your lifestyle.”

Quick comparison of eight small pet birds
| Bird | Typical role in a home | Noise and interaction | Social arrangement | Lifespan reported by Merck Veterinary Manual (2025) |
|---|---|---|---|---|
| Budgerigar (budgie) | Interactive companion and potential talker | Usually not loud; can learn to talk | Needs companionship and enrichment | 5–10 years |
| Cockatiel | Interactive, lively companion | Vocal, but relatively quiet compared with macaws and cockatoos | Needs substantial companionship and enrichment | Up to 20 years |
| Canary | Observation and song | Males often sing; generally less hands-on | Usually solitary or housed as a mated pair | Up to 15 years |
| Zebra finch | Observation of a social flock | Frequent peeping; rarely interacts closely with people | Usually kept in groups | 5–10 years |
| Lovebird | Interactive companion with a strong personality | Sweet voice; not usually loud; may become moody during breeding season | Requires careful social planning and enrichment | Up to 20 years |
| Parrotlet | Small parrot requiring parrot-level care | Needs deliberate socialization and enrichment | Requires regular companionship | Not stated in the cited material |
| Green-cheeked conure | Interactive small parrot | Often described as charming and relatively quiet | Requires substantial companionship and enrichment | Small-conure group: up to 25 years |
| Bourke’s (grass) parakeet | Quiet companion or observation bird | Small, quiet and usually not aggressive | Needs compatible social contact and enrichment | 8–13 years |
Merck’s figures are averages or upper limits, not guarantees for an individual bird. USDA’s 2025 classification places finches, cockatiels, parrotlets, lovebirds, conures and parakeets in small pet-bird categories at an average adult weight of 250 grams or less. Weight does not determine how much care a bird needs.
Which small bird is best for a beginner?
For many first-time owners, a budgie is a practical starting point because it is usually not loud, can live in an apartment when the household accepts normal bird sounds, and may learn words. A Bourke’s parakeet is another option when low noise is the priority. Both still need daily attention, safe flight time and enrichment; “small” is not a low-maintenance category.

Choose a cockatiel, lovebird, parrotlet or green-cheeked conure when you specifically want a companion that expects interaction. These are parrots, so plan for social contact, training opportunities, chewing and foraging activities, and a commitment that can last decades. A canary or a group of zebra finches is often a better match when you mainly want song, movement and observation rather than frequent handling.
Individual temperament can overturn a species stereotype. Laurie Hess, DVM, DABVP, notes in the Merck Veterinary Manual that “Different birds have different personalities.” Ask a reputable breeder, rescue or avian veterinarian about the individual bird’s behavior, history and health instead of selecting by species label alone.
The eight choices, in practical terms
Budgerigar (budgie)
Budgies are compact parrots that are usually not loud and can suit apartment living better than larger, louder parrots. Their ability to learn human speech appeals to owners who want an interactive bird. They are active, social animals, so a budgie should not be treated as a cage ornament. Provide varied toys, foraging opportunities and supervised time outside the cage. If you are away for much of the day, plan how the bird will receive reliable companionship.

Cockatiel
Cockatiels are lively and vocal, yet Merck describes them as relatively quiet compared with macaws and cockatoos. They suit owners who want a personable parrot and can accept calls, whistles and daily activity. Their long possible commitment makes advance planning important: identify who will care for the bird during travel, illness or a change in housing. A spacious flight-oriented enclosure and regular interaction are more appropriate than a tiny decorative cage.

Canary
Canaries are primarily song and observation birds. Males often sing, and their territorial nature means they generally do best housed alone or as a mated pair rather than in an arbitrary mixed group. They can be rewarding for someone who enjoys watching natural behavior and listening to song without expecting a cuddly pet. Place the cage where the bird can observe household activity while still having quiet periods.
Zebra finch
Zebra finches are social flock birds normally kept in groups. They peep frequently and rarely interact closely with people, making them a strong choice for an owner who prefers an aviary-style display. Their welfare depends on compatible companions, enough room for movement and opportunities to forage. Do not buy a single finch expecting it to substitute human handling for a flock.
Lovebird
Lovebirds have sweet voices and are not usually loud, but they are still active parrots that need interaction and enrichment. Breeding season can bring mood changes, so an owner must be prepared for behavior that is less even-tempered at certain times. Decide in advance whether your household can provide direct companionship or a compatible bird without creating territorial or breeding problems. Daily observation helps you notice changes in appetite, activity or temperament.

Parrotlet
Parrotlets are among the smallest parrots, but their size should not lead to reduced standards. USDA includes them in the small pet-bird category at 250 grams or less average adult weight. Apply the same careful socialization, enrichment, safe-out-of-cage routine and veterinary planning used for other parrots. Their compact body does not make a cramped cage, constant isolation or a seed-only routine acceptable.

Green-cheeked conure
Green-cheeked conures are often described as charming and relatively quiet within the conure group. They are nevertheless interactive parrots, not passive display birds. Expect a long relationship, daily engagement and a need for toys and foraging that can withstand active use. Their potential lifespan means a prospective owner should consider long-term housing, household changes and backup care before bringing one home.
Bourke’s (grass) parakeet
Bourke’s parakeets are described by Merck as small, quiet and usually not aggressive. That profile can work well for an owner who wants a calmer bird, provided the home can offer companionship and exercise. They still need a cage that permits full wing opening and movement, plus supervised flight in a bird-proofed room. Quiet does not mean inactive or exempt from training and enrichment.
Choose by the kind of relationship you want
If you want handling, training and speech
Start with budgies, cockatiels, lovebirds, parrotlets or green-cheeked conures. These parrots generally need more direct interaction than canaries or finches. Set aside predictable daily time for calm handling, positive training, play and supervised flight. A bird that receives attention only when someone has spare time may become frustrated or develop unwanted behavior.

Budgies and Bourke’s parakeets are among the quieter choices in this group. Green-cheeked conures are often considered relatively quiet compared with other conures. Every bird vocalizes, and individual volume varies, so listen to the actual bird or ask for an honest recording before committing. Apartment suitability also depends on neighbors, building rules and your tolerance for morning and evening calls.

If you prefer song and observation
Canaries and zebra finches fit an observation-first household. A male canary may provide song, while a finch group supplies constant social movement and peeping. Neither choice should be selected on the assumption that it will behave like a hand-tame parrot. Their social arrangement matters: finches generally need companions, while canaries are commonly housed alone or as a mated pair.
If you are planning around time away
Agriculture Victoria advises that most birds need another compatible bird or a human available for much of the day. Before purchase, write down who will provide food, water, cleaning, interaction and observation on workdays, weekends and trips. If the plan depends on a bird being alone for long stretches, reconsider the species, housing arrangement or household schedule.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Cage size: published minimums and how to use them
Use dimensions as a floor, not a target. VCA Animal Hospitals/LifeLearn (2024) gives these minimum guidelines:
| Bird grouping | VCA minimum guideline |
|---|---|
| Finch, canary or budgerigar | 30 × 30 × 60 cm |
| Cockatiel, lovebird or parrotlet | 60 × 60 × 90 cm |
Scottish welfare guidance lists the following licensing minimums: budgerigar 60 × 45 × 45 cm; cockatiel 96 × 72 × 72 cm; lovebird 56 × 42 × 42 cm; canary 44 × 33 × 33 cm; and zebra finch 44 × 33 × 33 cm. The same guidance suggests increases when additional birds are housed together. These figures are not permission to undersize a cage, and they do not replace judgment about flight, furnishings or the number of birds.

VCA’s explicit principle is “bigger is better.” Select the largest safe enclosure your room and budget can accommodate, with bar spacing appropriate to the bird. The cage must allow the bird to open its wings fully without striking bars, toys or dishes. Long horizontal space is especially useful for birds that fly rather than climb, and the interior should retain clear movement lanes after perches and enrichment are installed.
Set up the home before the bird arrives
- Choose a stable location. Put the cage where the bird can see normal household activity, away from kitchen fumes, smoke, drafts and sudden hazards. Confirm that local rules and your lease allow the species.
- Prepare food and water stations. Use secure dishes that cannot be fouled easily, and establish a daily replacement and cleaning routine before arrival.
- Install varied perches and enrichment. Offer different safe textures and diameters, rotate toys, and provide foraging opportunities. Leave enough unobstructed room for wing movement.
- Bird-proof an exercise room. Close doors and windows, cover hazards, turn off fans, remove toxic plants and keep other pets out during supervised flight.
- Arrange veterinary access. Identify an avian veterinarian and schedule routine care. CDC recommends routine avian-veterinary care rather than waiting for an obvious crisis.
- Plan introductions carefully. CDC recommends a 30-day separation period for newly introduced birds. Keep the newcomer separate and follow veterinary advice before shared housing or direct contact.
Daily welfare essentials
- Companionship: provide a compatible bird or reliable human presence for much of the day, according to the species and individual.
- Movement: offer supervised out-of-cage flight in a secured room; a cage alone cannot provide every exercise opportunity.
- Mental activity: rotate varied toys and use foraging tasks so the bird can explore, chew and work for part of its food.
- Observation: learn the bird’s normal appetite, droppings, vocal pattern and activity so changes are noticed early.
- Hygiene: wash hands after handling birds, cages or equipment, as CDC recommends, and clean surfaces on a consistent schedule.
- Safety: supervise interactions with children and other animals, and never assume a tame bird will avoid an open door, hot surface or moving fan.
A simple decision checklist
Choose the species only after you can answer “yes” to the questions that apply:
- Can I provide the cage footprint and daily exercise space without blocking safe movement?
- Can I tolerate the species’ normal calls, including morning and evening vocalization?
- Do I want a bird that may handle and train, or one I will mainly observe and hear?
- Can I provide a compatible social arrangement rather than keeping a flock bird alone?
- Will someone provide care and companionship during workdays, travel and emergencies?
- Can I reach an avian veterinarian and follow routine-care and quarantine guidance?
- Am I prepared for the full lifespan commitment, including the longest figures listed for this species?
If your answers point in different directions, prioritize welfare constraints. A quieter bird that must live alone, a flock bird kept without companions, or a parrot confined without interaction is not a good match simply because it is small.

For an interactive first bird, compare a budgie or cockatiel with your available time and tolerance for sound. For a quieter home, look closely at a Bourke’s parakeet or budgie, while remembering that every bird vocalizes. Choose a canary or zebra finch when observation and song are the goal, and choose a lovebird, parrotlet or green-cheeked conure only when you can provide parrot-level companionship, enrichment and long-term care. The right choice is the individual bird whose social needs, activity and lifespan your household can consistently meet.
