The best fit depends on what you and your dog need: Carmel Beach is reported to allow off-leash play under voice command, while Point Reyes National Seashore and Pictured Rocks National Lakeshore offer dog access only in specified areas and require leashes. Fort De Soto Park is worth checking as a possible option, but its current rules are not confirmed here. These are different beach experiences, not a universal ranking.
Which dog-friendly beach fits your trip?
| Destination | Access at a glance | What stands out | Important qualification |
|---|---|---|---|
| Carmel Beach, California | Off-leash access is reported under voice command | Reported dog amenities and pet-friendly lodging in town | Rules and amenities are reported by a secondary 2026 roundup; confirm locally |
| Point Reyes National Seashore, California | Dogs allowed only on specified beach sections; leash required | Dramatic coastline and several distinct permitted stretches | Temporary closures can affect access |
| Pictured Rocks National Lakeshore, Michigan | Leashed dogs allowed at six named beaches | Lake Superior shoreline and varied beach approaches | Some routes involve steep or numerous stairs |
| Fort De Soto Park, Florida | Dog-beach access is reported by a secondary guide | A possible Florida option to investigate | Current official rules, access and amenities are not confirmed here |
Is Carmel Beach a good choice for off-leash play?
A 2026 roundup reports that dogs may run off leash at Carmel Beach if they respond to voice commands. It also reports that dogs must be leashed on Scenic Road, so do not assume the off-leash rule applies to the road or every part of the visit.
The same roundup describes waste-bag stations at beach access points, a dog drinking station in town and pet-friendly lodging. Those details are secondary-source reporting, not confirmation that every amenity is available today. Check current local rules and amenities before you go.
Where can dogs go at Point Reyes National Seashore?
The National Park Service allows pets on three specific stretches. Dogs are permitted north of the Kehoe Beach trail; southeast of the Limantour parking lot to the beach adjacent to Coast Camp; and from North Beach parking south to the historic Navy installation and lifeboat station, about one mile south of the South Beach parking lot.

As of May 30, 2023, pets are no longer allowed on National Seashore beaches on the west side of Tomales Bay. Dogs are also prohibited on listed islands and beaches within Tomales Bay State Park.
Collect pet waste. The NPS warns that it can pass disease to wildlife and affect water sources. Do not treat a nearby beach or a different access point as permitted just because another Point Reyes beach allows dogs.

Which Pictured Rocks beaches allow leashed dogs?
The National Park Service lists six beaches where leashed pets are allowed: Sand Point, Miners Beach, Twelvemile Beach, Lake Superior Overlook, Hurricane River and Sable Falls. The maximum leash length is six feet, including in the water, and visitors must pick up after their pets.
The approaches vary considerably. Miners Beach has stair access; Twelvemile Beach requires descending a long flight of stairs from the bluff; Lake Superior Overlook has 38 steps; and reaching the bottom of Sable Falls involves 168 steps, followed by additional steps along the beach path.
