Best Friends reports that Case became the organization’s executive director in 2010 and worked with staff and volunteers on community outreach.

According to the same historical account, the team began transferring animals from the county municipal shelter’s euthanasia list in 2012. The biography says the area it described had more than 64,000 residents and that 25% of intake at the county facility came from Gateway Pet Guardians’ service area. These are figures published by Best Friends in 2021, not current population or intake estimates.
Building collaboration and seeking policy change
Best Friends says Case supported bringing Illinois organizations into the regional St. Louis Petlover Coalition. It also credits her with working with East St. Louis officials in 2014 to remove breed-specific wording and update language in a city ordinance. The biography describes advocacy for improvements to conditions and procedures at the municipal shelter, as well as participation in a citizen effort for a county no-kill resolution in 2016. It says the St. Clair County Animal Welfare Coalition formed in 2018.

The biography reports that Gateway Pet Guardians bought a former elementary school in March 2019 and renovated it into a pet resource center. It says the center included the city’s first veterinary clinic, which opened in summer 2020. The account presents this service work alongside coalition-building and institutional advocacy: efforts to improve animal welfare that also address resources available to people and pets.
