A desktop computer helped the Ocean View Association for People with Disabilities (OVAPD) restore productivity at the centre where members make bird-scaring lines for fishing vessels. The connection was partnership support, not a documented one-for-one barter: the computer addressed an administrative bottleneck, while the Tori Line project produced equipment designed to keep seabirds away from fishing gear.
What happened at OVAPD?
On 21 November 2016, BirdLife South Africa reported that OVAPD had received a new desktop computer. The association’s old computer had been affecting productivity and efficiency, so replacing it was practical project support rather than a decorative donation. OVAPD’s centre manager was Deborah Gonsalves, and the centre was running the Tori Line project at the time.

Members of the association made bird-scaring lines for fishing vessels. BirdLife South Africa helped by supplying materials and finding a market for the finished lines, with sponsorship from the Rand Merchant Bank Environmental Fund. The 2016 article presents the computer and the line-making work as connected parts of the same partnership: reliable office equipment helped the centre function, while members’ work delivered a conservation product to fisheries.

The headline idea of a computer exchanged for bird-scaring lines captures a fair exchange of support and useful work, but the published account does not specify that one computer was traded for a particular number of lines. It describes a sponsored partnership in which OVAPD received equipment and project assistance, and in which BirdLife South Africa bought, marketed and sold the lines. That distinction matters because it avoids turning a long-running collaboration into an unsupported barter story.
What is a bird-scaring, or Tori, line?
A bird-scaring line is a simple but carefully positioned piece of fishing-gear mitigation. The 2016 description says it has a main line with several streamers attached. When deployed from a vessel, the streamers move over the area where birds might otherwise approach hooks, cables or nets.

The hazards the lines address
Seabirds can be injured or killed when they pursue baited hooks in longline fisheries or collide with trawl cables and nets. A line does not remove those hazards from the ocean. Instead, it creates a visible moving barrier that discourages birds from entering the danger zone while fishing gear is being used.
| Fishery or gear | Risk to seabirds | Role of a bird-scaring line |
|---|---|---|
| Longline fishing | Birds may seize baited hooks as lines are set. | Streamers deter birds from approaching the baited-hook area. |
| Trawl fishing | Birds may collide with trawl cables or become entangled around nets. | The aerial streamers help keep birds away from the cable and net path. |
The equipment has to be used as part of normal fishing operations, with its position and construction suited to the vessel and gear. It is one mitigation measure, not a substitute for responsible fishing practice.

Why the project is called Tori Line
“Tori” is the name used for this type of bird-scaring arrangement in the project. In South Africa, the association’s members made lines for different fishing operations rather than a single universal model. A design that works around trawl cables is not automatically the right design for a longline vessel, so line type, streamer arrangement and deployment have to match the fishery.

How the lines protect seabirds
The operating principle is visual deterrence. Streamers move in the air behind or above the vessel, occupying the space birds would need to cross to reach exposed fishing gear. If birds remain outside that zone while hooks sink or trawl gear passes, the chance of a lethal interaction falls.
Reported results in the demersal hake trawl fishery
BirdLife South Africa’s 2016 article attributed a 99% reduction in seabird deaths to bird-scaring lines in the demersal hake trawl fishery alone. A later BirdLife South Africa report, State of South Africa’s Birds 2018, supplied a more precise breakdown:
| Measure | Figure | Qualification |
|---|---|---|
| Estimated annual seabird deaths before the major reduction | About 9,300 | Estimate for 2004 and 2005 in the South African demersal hake trawl fishery. |
| Reduction in annual seabird mortality by 2010 | 90% | Compared with the 2004–2005 estimate; this is the broader annual seabird-mortality measure reported by BirdLife South Africa. |
| Reduction in albatross bycatch mortality | 99% | Reported for the demersal hake trawl fishery; this is a species-group-specific figure, not a claim about every seabird or fishery. |
Those figures should not be collapsed into a general statement that all seabird deaths everywhere fell by 99%. The 99% number refers to albatross bycatch mortality in the fishery discussed by the 2018 report, while the 90% number describes annual seabird mortality against the earlier baseline. The 2016 article’s wording is best understood in that fishery-specific context.

Lines work alongside other measures
BirdLife South Africa’s 2018 account also identifies night setting, weighting longline gear so hooks sink faster, and controlling offal discards as additional mitigation approaches. Each addresses a different way birds encounter fishing operations. A bird-scaring line is most effective when it is correctly designed, deployed and maintained, and when crews use it together with measures appropriate to their fishery.
Who makes the lines?
OVAPD members make the equipment at the association’s centre. This makes the project both a conservation supply chain and a social-enterprise activity. Members learn production skills, contribute to a product used by commercial fisheries and gain income opportunities through the work.
Aubrey Laguma, identified as a 58-year-old Tori Line project member in the 2016 article, described the collective nature of the achievement: “I am so proud of myself [for making these lines], but I can’t feel that alone – we’re a team here,” he says.

The quote explains why the computer matters beyond office convenience. The centre is a workplace where coordination, purchasing, records and communication support a team making a physical product. The published account does not list particular software or administrative tasks, but it does state that the old computer was reducing productivity and efficiency. Replacing it removed a stated obstacle to the project’s operation.
How the partnership developed
| Date | What is documented | What it means |
|---|---|---|
| 21 November 2016 | BirdLife South Africa reported the new desktop computer, the Tori Line project, material support and a market for finished lines. | The computer donation and line-making partnership were publicly described together. |
| 2018 | State of South Africa’s Birds reported a 90% reduction in annual seabird mortality by 2010 and a 99% reduction in albatross bycatch mortality in the demersal hake trawl fishery. | The later report clarified the baseline, date and species scope behind the headline percentages. |
| September 2025 | BirdLife South Africa said its partnership with OVAPD continued. Members were making four types of lines: two for trawl vessels and two for pelagic and demersal longline vessels. | The collaboration had expanded beyond the single 2016 description and remained active at that publication date. |
| 2025–2027 | BirdLife South Africa’s Albatross Task Force page lists a bird-scaring-line compliance project involving fleet-wide trials of a tension device. | This is current programme context, not evidence that the tension-device trials were part of the 2016 computer donation. |
What the continuing OVAPD partnership does
In its September 2025 update, BirdLife South Africa said it provides raw materials, trains the team when designs change, buys the completed lines, and markets and sells them to fisheries. That arrangement gives the association more than a one-time order. It links design changes and training to production, and it gives finished work a route to vessels that need the equipment.
Four line types for different vessels
The 2025 update says members make four types of lines: two intended for trawl vessels and two for pelagic and demersal longline vessels. The update does not provide the technical specifications for each type, so a reader should not assume that all four have identical dimensions, streamers or attachment methods. Their existence does show that the project serves several fisheries with different operating conditions.

Skills and income are part of the outcome
Bird-scaring lines are the visible conservation output, but the partnership also creates a route for skills development and income. Members’ work is paid for through the purchase of finished lines, while training helps them adapt when designs change. The social result is therefore connected to the environmental result: better production capacity supports a mitigation tool, and demand for that tool supports members’ livelihoods.
How a computer can support conservation work
A desktop computer does not scare birds from a trawl cable by itself. Its value is operational. At a project centre, reliable computing can support the records, communication and coordination needed to keep materials, production and deliveries moving. In OVAPD’s case, the documented point is narrower and concrete: the old computer had harmed productivity and efficiency, and a new one was provided to address that problem.
That practical support is easy to overlook when conservation is described only in terms of wildlife outcomes. A line-making team needs functioning systems around the workshop. If a failed or inadequate computer slows those systems, a replacement can help the same members produce and distribute more consistently without changing the conservation technique itself.
What this story does—and does not—establish
- It establishes that OVAPD received a new desktop computer in the 2016 account because the old computer was affecting productivity and efficiency.
- It establishes that OVAPD’s Tori Line project made bird-scaring lines for fishing vessels and that BirdLife South Africa supplied materials and helped create a market.
- It establishes that the lines use streamers to deter birds from baited hooks, trawl cables and nets.
- It supports carefully qualified mortality figures for the South African demersal hake trawl fishery, including the 2018 report’s 90% reduction in annual seabird mortality by 2010 and 99% reduction in albatross bycatch mortality.
- It supports a continuing partnership as of BirdLife South Africa’s September 2025 update, including four line types, materials, training, purchasing and marketing.
- It does not identify the computer’s make, model, specifications or current replacement needs.
- It does not independently establish the current legal requirements for bird-scaring lines or identify all three fisheries referred to as compulsory users in the 2016 article.
- It does not prove that the computer was exchanged one-for-one for a stated quantity of lines.
Why the OVAPD example matters
The OVAPD story shows conservation as a chain of ordinary, connected actions. Fisheries need workable measures that reduce bird interactions. Someone must make, adapt and supply those measures. A community organisation needs tools to coordinate its work. And members need skills and income that make participation meaningful over time.
The desktop computer addressed one weak point in that chain; the Tori Line project addressed a major fishing-related hazard; and the partnership connected community production with a market. The strongest documented result is not a symbolic trade but a practical exchange of value: equipment and support for a centre, paid skilled work for its members, and bird-scaring gear for fisheries.
