The Importance of Maximizing ‘Capacity for Care’ in Animal Shelters

Capacity for Care is not a kennel count. It combines staff time, suitable housing and length of stay. Here is how to calculate it and what to do as a shelter nears its limit.

Capacity for Care is the number of animals a shelter can humanely look after, with each animal’s needs met regardless of age, health or personality, given the resources it has now. It is not the number of kennels in the building. Best Friends Animal Society explained the idea in a July 23, 2024 article by Brent Toellner, its Senior Director of Lifesaving Programs. The article also warned that the concept is easy to misuse, including as an excuse to euthanize animals who did not need to die.

What Capacity for Care actually measures

A shelter can be physically full of kennels and still be unable to care for the animals in them. The question is whether, in the words of ASPCA Pro material reproduced in a Nye County, Nevada planning attachment, “With the resources we have today, can we meet the physical and behavioral needs of every animal in our care?”

Best Friends names three direct factors:

  • Staff and volunteer time available for care.
  • Housing: the number and size of kennels, and whether they suit the animals present.
  • Average length of stay: the longer animals remain, the more care-days the shelter must supply.

Because the three interact, a shelter can change its capacity without building anything. Faster pathways, more fosters or more volunteer hours all raise it.

Step 1: Estimate the staff time you need

Best Friends cites a figure of roughly 15 minutes per animal per day for basic cleaning and feeding, attributed to the National Animal Control Association and the Humane Society of the United States. The article does not say which publication or year that estimate comes from, so treat it as a starting point, not a universal staffing standard.

The estimate leaves out enrichment and the work of getting animals to live outcomes, such as adoption, transfer and reclaim. It also says animals with special needs can take more time.

The formula

  1. Basic-care hours per day = 15 minutes × average daily population ÷ 60.
  2. Staff or volunteer equivalents = basic-care hours ÷ hours in a workday.

Worked example

The article’s own example: 100 animals × 15 minutes = 1,500 minutes, or 25 hours of basic care every day. In eight-hour days that is 3.125 people doing nothing but cleaning and feeding. The same arithmetic gives 10 hours (1.25 people) for 40 animals, which is an illustration of the formula and not a figure from Best Friends.

The result is a floor. Medical treatment, behavior work, enrichment, adoption counseling, intake and laundry all come on top. If your available hours fall below even this floor, the shelter is already past humane capacity for that population.

Step 2: Count suitable housing, not just kennels

Best Friends starts with the number of kennels that can properly house animals, then explains why that number is incomplete. Several questions refine it:

  • Species: dog and cat housing are not interchangeable.
  • Size: a run suited to a small dog is not suited to a large one.
  • Litters: they can share appropriately configured space, which changes the count of animals per unit.
  • Quarantine: animals who need isolation take housing out of general use.
  • Cleaning: there must be a plan to keep animals safe and dry while their space is cleaned.

The article recommends determining safe housing by animal type, then reviewing shelter records for average daily population by age and species and comparing that with the housing actually available. This shows where the real pinch is. A shelter might have empty cat cages and no large-dog runs, and a single total would hide that.

Average number housed per month × holding period in days ÷ 30 = housing units needed.

For stray holds, use the legally required holding period. For other stages, use the average length of stay to the relevant checkpoint, such as adoption or surgery. Run it separately for each species and area of the shelter. As a hypothetical: 90 stray dogs per month × 5 hold days ÷ 30 = 15 units for that stage. Add the other stages for the same group to see total need.

What to do as the population approaches capacity

The point of the estimate is to trigger action early, before overcrowding degrades care. Best Friends describes these levers:

Reducing length of stay

Length of stay is the lever shelters often underuse. Best Friends points to:

  • Convenient public access and open adoptions.
  • Scanning for microchips and doing outreach to return lost pets home.
  • Planning each animal’s likely pathway from the moment of intake.
  • Keeping animals physically and mentally healthy in the kennel, since enrichment affects how long they stay well enough to be adopted.
  • Giving harder-to-place animals attention early, not after weeks have passed.

The article also suggests moving highly adoptable animals through quickly, which frees staff time for animals who need more help.

The misuse to avoid

Best Friends is explicit that Capacity for Care should not justify euthanizing healthy or treatable animals. A number that says “we are at humane capacity” should start community messaging and the interventions above. If it is used only to decide who to kill, the tool has been turned against its purpose. Poor implementation causes the same harm in a quieter way: a shelter that overestimates capacity by counting every kennel will let conditions slide, and one that underestimates it without trying to raise it may cut its lifesaving short.

Comparing shelters or plans fairly

If you are a donor, volunteer or board member judging a shelter’s readiness, kennel totals tell you little. Better questions:

  • How many basic-care hours are available per day against the population, and what is left for enrichment and outcome work?
  • Is housing sufficient for each species and size group, including quarantine?
  • What is the average daily population by animal group, and how long do animals take to reach the next pathway checkpoint?
  • What happens when the population nears the limit: fostering drives, managed intake, public appeals?

Limits of the published figures

The 15-minute estimate is secondhand: Best Friends attributes it to NACA and HSUS without naming the original document or year. The 100-animal case is a calculation and not outcome research. Your own shelter’s figure should reflect its building, animal mix and staff skill, which is why Best Friends frames the number as an estimate to revisit. Equipment such as modular kennels or enrichment supplies can help once a gap is identified, but neither replaces the assessment itself.
