Animal relocation moves dogs, cats and other animals from overcrowded shelters to places where their chances of adoption are better. In a March 5, 2018 post, ASPCA CEO Matt Bershadker argued that a shelter should be one stop on an animal’s way to a home, not the end of the road. This guide explains that idea, what ASPCA reported at the time, and how you can help.
What animal relocation is
Bershadker describes relocation as “a life-saving endeavor in which communities, animal shelters, animal advocates and transportation partners come together to move animals from overcrowded shelters to locations where they have improved chances of being adopted into safe and loving homes.” (ASPCA, March 5, 2018)
The idea is about mismatch. One community may have more animals than its shelter can house, while another has space and more adopters. Relocation connects the two. The article says animals may travel by car or by air, and the trip can be local or hundreds of miles. It calls the work expensive and complicated.

These figures are ASPCA’s own, reported in the 2018 article about its 2017 activity. They are not current totals.

By subtraction, most of the animals moved were dogs. The article does not give that number directly.

More than a ride: building shelter capacity
As the article describes it, relocation can include mentoring and training shelters. That covers operations, adoption procedures and events, and health and safety standards. It can also include grants for physical and operational improvements. The aim is to strengthen the shelters involved, not only to move animals out.
How relocation fits with fostering and pet retention
Bershadker presents relocation next to fostering and pet-retention programs as complementary ways to get animals out of the shelter. He does not rank them or compare outcomes or costs.

How you can help
The article asks readers to contact local shelters about ways to assist. It names several:
- Helping with a transport
- Fostering
- Donating
- Contributing time and supplies
Ask before you buy anything. Transport and health requirements differ by organization, and the 2018 article doesn’t set out current rules, costs or equipment standards. Ask the receiving shelter and the transport provider what they need. That could be crates, bedding or other items. Then supply exactly that.

The source is a single organization’s account from 2018. It gives no independent comparison of relocation outcomes, costs or effectiveness. For anything current, check directly with your local shelter or the relocation program involved.
