They are mites—not spiders—and they are not known to bite in the extension accounts cited here. Color alone cannot confirm the species: clover mites are a lookalike. If the specks are outdoors, leave them alone rather than crushing or spraying them.
What are the tiny red dots on a balcony?
They are likely concrete or sidewalk mites, but that is a provisional identification, not a certainty. The National Institute of Environmental Health Sciences describes Balaustium mites on masonry, while an Oregon State University Extension response describes concrete mites as common, harmless, and fast-moving. Neither a red color nor a balcony location by itself establishes the species.

Mites are arachnids, like spiders and ticks, but they are not spiders. They are also not insects. The University of Georgia Cooperative Extension guide describes concrete mites as bright red, eight-legged, and covered in fine hairs; its account gives a maximum size of up to 1/16 inch. Concrete mites or clover mites?
Both can look like tiny red dots on sunny building surfaces. These clues can help, but they are not a definitive identification key; a clear close-up and location, or an expert identification, may be needed.

Can they bite people or pets?
The Oregon State University Extension response says concrete mites are not known to bite. Penn State Extension says clover mites do not attack people. Why shouldn’t you squash them?
Crushed red mites can leave a visible red stain. The color is pigment, not blood. Avoid squashing them on clothing, cushions, painted surfaces, or other materials that may be difficult to clean. Oregon State University Extension / Ask Extension; Penn State Extension.

For mites staying outside on balcony concrete or masonry, the practical choice is to leave them alone and let their numbers subside. Concrete mites are reported to feed on other mites, small insects, eggs, and pollen, so indiscriminate spraying would also remove small arthropods that may play a useful predatory role. The NIEHS account says control is unnecessary unless mites invade the home; the Oregon State University Extension response says they decrease over time.

Because appearance alone cannot confirm the species, avoid treating an outdoor balcony sighting with pesticide on the assumption that it is a harmful pest. Do not crush the mites as a substitute for spraying.

What if mites get inside?
If you suspect clover mites have entered the home, Nebraska Extension cites vacuuming and insect-trapping sticky boards at indoor entry points as options. It says indoor insecticides are unnecessary and not recommended. These measures are for an indoor nuisance—not a reason to put sticky boards or pesticide on an outdoor balcony.
