For most people ready to bring a companion animal home, adopting from a shelter or rescue group is the stronger first option. Adoption gives a home to an animal already in care and helps organizations that are operating under heavy pressure. It is not the only sound choice. When adoption is unavailable or a poor fit for your household, a responsible breeder can be a considered alternative, but only if that breeder meets specific standards that are described below.
Why adoption is the stronger first option
The ASPCA’s position is that people who decide to bring a pet home should first look at adoption. Its sourcing statement gives the reason directly: “Because there are homeless animals awaiting adoption in almost every community in the nation, the ASPCA firmly believes that when people decide to bring a pet into their homes, they should first consider adoption from a shelter or rescue group.” The ASPCA’s guidance focuses mainly on dogs and states that the same position applies to cats and rabbits. Shelter conditions, populations, and available information differ across species and across communities, so the examples below should not be read as identical everywhere.
1. You give a home to an animal that is already waiting
Adoption places an individual animal that is already in a shelter or rescue into a home. A breeder purchase, by contrast, creates a new animal to be sold. If your goal is simply to add a companion to your household, adoption meets that goal without adding to the number of animals bred for sale.
2. You help shelters and rescues make room
Each adoption frees space and resources that organizations can devote to other animals in their care. Outcomes depend on the organization, its capacity, and its community, so one adoption does not guarantee that a specific other animal will be saved. The ASPCA’s president and CEO, Matt Bershadker, put the broader point this way: “Keeping pets in loving homes, removing barriers to adoption and helping lost pets return to their families are some of the most effective ways to support animals and reduce pressure on shelters that are already operating at or beyond capacity.”

3. You meet the individual animal before you commit
Shelters and rescues let you observe an animal’s temperament, energy, and responsiveness, ask staff about its history, and learn about any known medical or behavioral needs. Many organizations also offer foster-to-adopt arrangements, which let you live with an animal before making a permanent decision. Be aware that the depth of information varies: not every shelter holds the same medical or behavioral records, so ask specifically what is documented.
What the national shelter numbers show
The most recent full-year national estimates are from the ASPCA, citing Shelter Animals Count, for calendar year 2025. They describe the system as a whole, not the fate of any single animal, and they may differ from state to state. The newest partial-year figures cover only the first half of 2026 and are not annual totals.

The mid-year report’s own page states that the first half of 2026 brought continued challenges. Because the 3.7 million and 213,000 figures come from a summary of that report, check the report itself before quoting them in detail.
Why animals end up in shelters
In the 2025 national estimates, 59% of animals came into shelters as strays and 30% came in as owner surrenders. Owner surrender does not automatically mean abandonment. The ASPCA describes economic pressure, housing problems, health problems, and lack of access to veterinary care as reasons a devoted owner may have to give up a pet. Understanding these causes helps you judge what kind of support an animal may need after adoption.

When adoption is not the right fit
Adoption is not universal. You may need a particular breed, a very young animal, or a specific temperament for a working or service role, and a shelter may not have a match at the time you search. The ASPCA acknowledges that responsible breeders exist and does not treat all breeders as irresponsible. Its opposition is directed at commercial breeders, brokers, and retail puppy sellers.
What a responsible breeder should show you
- Health and behavioral screening of the parents, with documentation you can review.
- The place where the animals are bred and raised. Visit it in person.
- The litter and, preferably, both parents.
- Full health and pedigree information.
- A clear written contract.
- Direct placement with you, without a broker or intermediary.
- Help matching the animal to your household, and a willingness to offer lifetime support or take the animal back if it cannot stay with you.
Sources to avoid
- Third-party online sellers and retail puppy sources, which the ASPCA opposes.
- Any seller who will not let you see where the animals live, or who will not show you health and parentage records.

Practical next steps
- Contact a local shelter or rescue group and describe the kind of animal you want. Ask for the animal’s known history, medical records, behavioral notes, and care needs.
- Ask whether the organization offers foster-to-adopt before you commit to a permanent placement.
- Assess whether your household can sustain the animal over its lifetime, considering time, costs, housing, veterinary needs, size, and energy level.
- If you decide to buy, visit the breeder, verify the screening and parentage records yourself, and get a written contract before you pay.
What the evidence does and does not establish
The ASPCA and Shelter Animals Count data show a strained shelter system, but they do not prove that adoption is better for every household. No comparative study reviewed for this article shows that adoption is universally superior, and no universal cost comparison between adopting and buying is established. The national figures are estimates, not counts of every animal, and they hide regional differences. The 2026 figures cover only the first half of the year.
