It was an announced funding ceiling and a package of proposed actions—not proof that $1 billion had been spent, that egg prices fell, or that a bird-flu vaccine for poultry was approved. USDA’s announcement divided the plan among biosecurity, farmer relief, research, regulatory review and possible trade measures.
How the announced funding was divided
USDA described five parts to its strategy. The three stated funding ceilings total up to $1 billion; regulatory review and trade options were also part of the plan but were not assigned separate dollar amounts in the announcement.

These are announced amounts and intended actions, not verified final outlays. The announcement did not establish that all the money was awarded or spent.
What the biosecurity and farmer-relief measures meant
Farm biosecurity
USDA said it would expand wildlife biosecurity assessments, continue audits for affected farms and deploy 20 trained epidemiologists. It also said the department would share up to 75% of the cost of fixing high-risk concerns identified in assessments and audits. The percentage is a maximum cost-share described in USDA’s February 26 announcement, not a guarantee that every farm would receive that level of support.

USDA’s release also stated that wild-bird transmission caused 83% of HPAI cases and that approximately 150 facilities following protocols had experienced one outbreak. Those are figures attributed to USDA’s announcement; they should not be read as independently verified or as current rates.
Producer support and flock repopulation
The announced farmer-relief ceiling was up to $400 million for the remainder of fiscal year 2025, in addition to continued indemnification for flocks that had to be depopulated. USDA said it was exploring ways to accelerate repopulation and simplify approvals. That language described work under consideration, not a completed change to the process.

What USDA said about egg supply and prices
The plan linked disease control and producer support with a goal of improving egg supply and affordability. USDA said it would work with the Food and Drug Administration on strategies to safely expand commercial egg supply, reduce burdens on homegrown egg harvesters, consider ways to limit depopulations and discuss geographic price differences. The announcement did not say those regulatory changes had taken effect.
USDA also said it would explore temporarily increasing egg imports and decreasing exports, if applicable, to supplement domestic supply, subject to safety reviews. This was an option for consideration—not evidence that a specific import deal occurred.

The price context was urgent at the time: the Associated Press reported on February 26, 2025, that USDA forecast egg prices would rise 41.1% in 2025. That was a forecast made at the time, not the eventual 2025 result or a current price projection. The same AP report said more than 166 million birds had been depopulated by that date; that contemporaneous cumulative figure is not a current count. Associated Press coverage from February 26, 2025 provides that dated context.
What happened with the research funding and poultry vaccines
On March 20, 2025, USDA announced a competitive research opportunity of up to $100 million for prevention, therapeutics, vaccines, diagnostics and research. The FY2025 notice gave a May 19, 2025 deadline, identified eligible applicant categories, said most awards were anticipated not to exceed $2 million, and stated that USDA was not committed to fund any application. The opportunity therefore did not mean the full $100 million was awarded or spent. See USDA APHIS’s March 20 announcement and the FY2025 funding notice.

That March 20 update said poultry vaccination was being explored and that “the use of any vaccine has not been authorized at this time.” This is a statement about the status on that date; it does not establish current authorization status. Do not treat the research funding announcement as a vaccine authorization.

H5N1 conditions, affected locations and official guidance can change. USDA APHIS’s page, marked last modified January 20, 2026, says H5N1 HPAI is present in wild birds worldwide and is causing outbreaks in U.S. domestic birds and dairy cattle. APHIS says it monitors commercial and backyard birds, wild birds and dairy cattle, with confirmatory testing in other animals. For current detections, affected places and producer guidance, use USDA APHIS’s H5N1 resources and guidance rather than relying on counts from the February 2025 announcement.
