Rollins announced the Rural Veterinary Action Plan on August 28, 2025, to address shortages of food-animal veterinarians in rural communities and staffing challenges within USDA itself. A September 4, 2026 update reported higher funding for two rural veterinary programs and changes to their application processes. Those announcements describe a mix of planned actions and later agency-reported updates—not a guarantee that any particular program is accepting applications now.
What is USDA’s Rural Veterinary Action Plan?
It is a five-part USDA initiative announced in 2025 to improve access to veterinary services in rural areas and strengthen the department’s veterinary workforce. The plan is especially relevant to food-animal practice: farmers and ranchers rely on veterinarians for services such as animal-disease prevention, while USDA also needs veterinarians for inspection and certification work.

USDA said it had faced a veterinarian shortage “for over a decade.” That is the department’s characterization; the announcement does not provide an independently measured nationwide rural shortage rate.
What does the plan cover?
Streamline grants and loan repayment
USDA said it would move applications for the Veterinary Medicine Loan Repayment Program (VMLRP) and Veterinary Services Grant Program (VSGP) to an online portal and increase funding. In a September 4, 2026 release, USDA reported a $7.5 million increase for each program and said application processes had been streamlined. It also reported streamlined VSGP reporting. These are agency-reported changes; they do not establish that an application round is currently open.

Study rural veterinary shortages
The plan assigned the Economic Research Service (ERS) to study rural veterinary shortages, with a report forecast for mid-2026 to inform policymakers. The material available here does not verify that ERS published the report or establish any findings, so no conclusion about the study’s results can be drawn.
Recruit and retain USDA veterinarians
USDA identified difficulty staffing rural posts as well as port-inspection and export-certification roles. Its 2025 announcement said the department would explore special pay rates, improved tuition reimbursement, and recruitment bonuses, and revitalize internship and scholarship programs. Those were options under consideration in the announcement, not confirmed benefits. USDA’s 2026 release later described specific scholarship and internship support, summarized below.

Correct hanging helps extend the service life of your protective gear
- Upward-angled anti-slip pegs: Each of the 8 pegs measures 4.7 inches long and is tilted upward at the end to securely grip heavy lead aprons. This lead apron hanger wall mount design effectively keeps vests from sliding off, ensuring safe, organized storage and quick access in busy settings

This X-ray apron rack holds up to 45 lbs, easily supporting multiple lead aprons, and is finished with a smooth white powder coating for anti-corrosion durability
- Compact wall-mount design with hardware included: Measuring just 17" (L) x 3" (H), this space-saving X-ray apron rack wall mount frees up valuable floor space. The 8-peg layout accommodates up to 4 lead aprons. All mounting screws and anchors are included for effortless, secure installation right out of the box
- Smooth powder-coated finish, easy to clean: The white powder-coated surface is non-porous and easy to wipe down, helping maintain a hygienic and professional storage environment. Resistant to daily stains and scratches, this apron hanger stays looking clean and tidy in radiology, CT, MRI, dental, veterinary, and ER settings
Identify resources for starting rural practices
USDA said it would catalogue federal resources that could help graduates meet the costs of opening a rural clinic. It named Rural Development’s Business & Industry Loan Guarantees and Community Facilities Program as examples. The announcement does not specify that either program is a veterinary-practice grant or establish a clinic’s eligibility; prospective applicants need to check the relevant program’s current terms.

Hear from stakeholders
APHIS announced listening sessions scheduled for September 29 and 30, 2025, with participation listed from NIFA, ERS, FSIS, APHIS, and Rural Development. Stakeholders were invited to provide oral or written input on barriers to entry and recruitment. The notice establishes that sessions were planned, but not what participants concluded or whether the sessions led to policy changes.

What assistance routes did USDA describe?
The programs serve different purposes and potential recipients. The available announcements do not establish current eligibility, application windows, shortage designations, or all service and repayment obligations. Check the current USDA notice for the program before applying.

The dollar figures in the scholarship and internship rows are amounts described in USDA’s September 4, 2026 release, not confirmation of a current award or of an individual applicant’s eligibility. Likewise, the reported VMLRP and VSGP increases are program-level funding changes, not an award amount for a particular applicant.

What do the Mississippi grants show?
USDA’s 2025 announcement described two VSGP awards of $125,000 each in rural Mississippi. They illustrate the kinds of service gaps grant-funded projects were intended to address, but the announcement describes planned activities rather than measured outcomes.

What does the plan mean for rural pet owners?
The plan is aimed principally at food-animal veterinary capacity and USDA staffing, not a direct subsidy for household pet care. Its practical relevance to a rural pet owner is indirect: broader rural veterinary capacity may matter in communities where practices serve both livestock and companion animals, but the announcements do not promise more local pet appointments, lower bills, or a specific change in companion-animal services.

For anyone considering a rural veterinary career or a service project, the useful next step is to identify the relevant route—loan repayment, a grant, a scholarship or internship, or a possible Rural Development resource—and confirm its current terms with the responsible USDA program. The action-plan announcements alone do not establish that applications are open.
