The City of Wanneroo administration initially refused councillor Jacqueline Huntley’s request to bring neonatal joeys to council meetings. After Huntley appealed, PerthNow reported that councillors voted to allow neonatal marsupials on council property under a licence, but only in the reading room outside the meeting chamber—not in the chamber itself. The report said the licence was set to be granted; its final terms and whether it remains active are not established.
What happened to Huntley’s request?
- July 2024: Huntley submitted an application to care for joeys at council meetings, according to PerthNow’s 13 April 2025 report.
- January 2025: The City told her the request would not be approved. Huntley sought a review of the administration’s decision.
- 22 April 2025: The council considered her appeal. In a 2 May follow-up, PerthNow reported councillors voted to allow neonatal marsupials on council property, with care restricted to the reading room outside the chamber. The report described a licence as “set to be granted.”
The later reported decision changed the outcome of the appeal, but it did not grant permission to care for joeys inside the council chamber. The exact licence text, vote tally and present status are not established in the available reporting.

Why did the administration refuse at first?
PerthNow reported that City officers raised concerns about doing non-council work while carrying out the role of a councillor, work health and safety, operational challenges, food-safety compliance, and practical and reputational impacts. These were the administration’s stated concerns as reported by the outlet, not findings from a separately available risk assessment.
Why did Huntley ask for flexibility?
Huntley told PerthNow that most of the animals in her care were vulnerable neonatal joeys whose mothers had been injured or killed, and that they needed around-the-clock care. She said she was attending most meetings remotely while caring for them. In the 13 April 2025 report, she said: “These animals require round-the-clock care and without flexibility, carers like myself are forced to choose between our duties as elected representatives and our legal and ethical obligations to wildlife in care.”

Huntley argued the joeys were quiet, contained and would not disrupt meetings. She also said a western grey kangaroo joey she was caring for weighed 200 g, and that joeys generally did not leave the pod until around 9 to 12 months. Those figures reflect her statements as reported by PerthNow, not independently established wildlife-care standards.
In the 2 May follow-up, Huntley said: “These are not pets but native wildlife undergoing rehabilitation so they can return to the wild.” Her position was that wildlife rehabilitation duties and councillor participation could conflict without practical flexibility.

Why did the location matter?
The original request concerned caring for joeys at council meetings, and the headline dispute focused on the chamber. The reported appeal outcome was narrower: permission on council property, limited to the reading room outside the chamber. That distinction matters because the later decision did not establish that animals could be brought into the meeting room.

Mayor Linda Aitken opposed the request, telling PerthNow: “The city chamber is a professional workplace and not an appropriate environment for the care of rescue fauna.” The report also attributed concerns to her about workplace appropriateness, safety, distraction and setting a precedent. These objections and Huntley’s claims about quiet, contained animals represent the parties’ positions; the available reporting does not establish independently tested findings about the risks or effects.

What is known about Huntley’s City role?
The City of Wanneroo’s councillor profile identifies Huntley as a volunteer wildlife rehabilitator. The City’s 2024–25 annual report lists wildlife and domestic feral rehabilitation work with Paws for Wildlife and gives her term expiry as October 2027. The profile also says councillors are not involved in operational matters within the administration. Her wildlife rehabilitation is volunteer work, not identified as an official City service.

- The exact wording and conditions of the reported licence.
- The recorded vote tally on the 22 April 2025 appeal.
- Whether the licence was ultimately issued and whether any permission remains active.
The PerthNow follow-up described the licence as set to be granted, but that wording alone does not confirm its issuance or continuing validity. The available City profile and annual report establish Huntley’s role and volunteer rehabilitation work, not the status of this particular permission.
