Eevee is not meant to be any one real-world animal. Its original designer, Motofumi Fujiwara, described it as an intentionally ambiguous, four-legged Pokémon—a “blank slate” designed to suit its very different evolutions. It may remind you of a fox, dog, or cat, but none of those is its official animal identity.
Why Eevee has no single animal identity
In a 2018 interview with the designers involved in Eevee’s creation, Fujiwara said that Satoshi Tajiri asked him to design a Pokémon able to evolve into multiple types. Because those evolutions would look so different, the team wanted Eevee itself to be a type-less “blank slate” rather than a creature identifiable as one specific animal. Fujiwara described the design as having ears, a fluffy tail, and white fur around its neck, while emphasizing that it was not intended to be a fox, dog, or cat in particular. The translation renders his explanation as: “Something cute with four legs, but not really anything in particular.”

Why Eevee can look like a fox, dog, or cat
Eevee has familiar mammal-like features, so different viewers may read its appearance in different ways. Those are reasonable impressions, but they do not establish a canonical animal inspiration: Fujiwara explicitly described the goal as avoiding identification with any particular animal.

What later comments about Eevee do—and do not—tell us
In a 2018 press-conference transcript, Game Freak director Junichi Masuda discussed why Eevee appeared alongside Pikachu in Pokémon: Let’s Go. He cited the games’ connection to Pokémon Yellow, where the player’s Pokémon is Pikachu and the rival starts with Eevee, as well as fans’ affection and fan art.
