It says police registered an FIR, identified the boys as juveniles and sent them for counselling. The case involved three puppies, not the four puppies in a separate Hyderabad report from 2018.
What was reported about the 2016 case?
In a July 20, 2016 report, India Today said a video allegedly filmed on July 16 showed five boys burning three puppies in a graveyard in Musheerabad, Hyderabad. Police identified the boys as juveniles.

The report said police registered a first information report (FIR) under Section 429 of the Indian Penal Code (IPC) and other sections, and that the boys were sent for counselling. It quoted NG Jaisimha, identified as managing director of HSI India, saying, “Strong animal cruelty law is needed.”
Does the report say they got only a small fine?
No. India Today’s report does not document a conviction, a fine, or any later decision by a court or Juvenile Justice Board. The available account therefore cannot establish what ultimately happened to the boys.

Section 429 did not prescribe a fine as the only possible penalty. Its text allowed imprisonment for up to five years, a fine, or both, for specified animal-killing or maiming mischief, including involving other animals valued at ₹50 or more. The report does not state the puppies’ valuation or identify the other sections in the FIR, so it does not establish whether Section 429’s conditions were met or what outcome followed. How did juvenile law apply in 2016?
The Juvenile Justice (Care and Protection of Children) Act, 2015 came into force on January 15, 2016, before the incident described in the report. It established a child-focused adjudication and rehabilitation framework. India Today did not give the boys’ exact ages or report a preliminary assessment, a Juvenile Justice Board hearing, or a later proceeding. The report’s description of them as juveniles and its mention of counselling do not, by themselves, show how the case was resolved.
Is this the same as the 2018 Hyderabad puppy case?
No. A separate NDTV report from November 2018 concerned four puppies. It said three were already dead when an animal protector arrived and the fourth later died at a veterinary clinic. That report is not evidence of the outcome in the 2016 Musheerabad case.

What does current law say?
The 2016 report concerned the IPC provision then named by police; it should not be treated as an account of current law or as a basis for applying later legislation retroactively. In a January 2026 release about an unrelated Hyderabad puppy case, PETA India cited Bharatiya Nyaya Sanhita (BNS) Section 325 as providing up to five years’ imprisonment, a fine, or both for maiming or killing an animal.
