Short answer: Cod are not disappearing as one worldwide population, because there is no single global cod population. Atlantic cod and Pacific cod are different species, and each is divided into regional stocks with separate trends.
As of the assessments and management decisions cited through June 2026, many Atlantic cod stocks remain seriously depleted, Northern cod has rebuilt substantially but is not back to historic abundance, and major U.S. Pacific cod stocks are classified as neither overfished nor subject to overfishing. The overall picture is uneven: recovery in some places, critical conditions in others, and substantial uncertainty everywhere that ecosystems and recruitment are changing.

Cod is not one worldwide population. The name covers several species and many geographically separate management stocks, especially Atlantic cod (Gadus morhua) and Pacific cod (Gadus macrocephalus). Their conditions are moving in different directions.
As of the assessments and management decisions cited through June 2026, many Atlantic cod stocks remain overfished, a few have improved substantially from historic collapses without returning to former abundance, and major U.S. Pacific cod stocks are classified as neither overfished nor subject to overfishing. That comparatively stronger status does not make Pacific cod immune to warming water, changing food supplies, or poor recruitment.

Cod populations at a glance
| Population or stock | Current picture | What it means |
|---|---|---|
| Gulf of Maine and Georges Bank Atlantic cod | Overfished and subject to overfishing under the cited NOAA determinations | Recruitment remains weak and rebuilding is still required |
| Northern cod, Newfoundland and Labrador | Rebuilt substantially from the 1992 collapse and above its limit reference point, but still in Canada’s cautious zone | A controlled fishery has reopened; historic abundance has not been restored |
| Other Newfoundland and Labrador stocks | 3Ps and Northern Gulf cod remain in the Critical Zone | Recovery is highly regional rather than national |
| Northern Shelf cod | ICES advised zero catch under its MSY and precautionary approach for 2026 | Several substocks are depleted, and mixed fisheries make protection difficult |
| Northeast Arctic cod | Still a very large resource by global standards, but spawning biomass is below the precautionary reference point and recruitment is weak | A larger catch recommendation is not the same as full recovery |
| U.S. Pacific cod | Bering Sea, Gulf of Alaska, and Aleutian Islands stocks are not overfished and are not subject to overfishing in the cited assessments | These stocks are in stronger assessed condition, although their ecosystems are changing |
This summary is based on stock-specific information reported by NOAA, Fisheries and Oceans Canada, ICES, and the Joint Russian–Norwegian Arctic Fisheries Working Group through June 2026. A management classification is not a direct count of every fish in the ocean.
First, what do overfished and overfishing mean?
These terms describe different problems:
- Overfished means the stock’s biomass, often its spawning-stock biomass, is below a defined biological threshold.
- Subject to overfishing means the current fishing mortality, or rate of removal, is too high under the applicable management standard.
- Not overfished does not mean the stock is abundant everywhere or that its future is guaranteed. It means the assessed biomass is not below the relevant overfished threshold.
A stock can be overfished but no longer subject to overfishing if fishing pressure has been reduced. It can also be above a limit threshold while still below a more cautious target. These distinctions explain why two apparently contradictory statements—such as a stock having improved and still needing protection—can both be true.
U.S. Atlantic cod remain seriously depleted
NOAA’s cited June 2026 status information lists both the Gulf of Maine and Georges Bank Atlantic cod stocks as overfished and subject to overfishing. Recruitment has been a central concern. Gulf of Maine recruitment has fluctuated over the past two decades, while Georges Bank recruitment has remained well below average. Recruitment is the addition of young fish to a population; without enough young cod surviving into the adult stock, even strict catch controls may take years to produce visible rebuilding.
The rebuilding targets cited by NOAA are 2033 for Gulf of Maine cod and 2026 for Georges Bank cod. Those dates are management objectives, not promises that the fish will automatically reach a healthy level by the deadline.
A new U.S. management structure is not a sudden biological recovery
On June 30, 2026, NOAA approved Amendment 25, replacing the former two-stock U.S. management structure with four revised stock units:
- Eastern Gulf of Maine cod
- Western Gulf of Maine cod
- Georges Bank cod
- Southern New England cod
The change reflects improved scientific understanding of biological structure. More specific units can help managers set catch limits and rebuilding measures that better match where cod reproduce and move. But changing the boundaries on a management map does not add fish to the sea. It is an effort to manage the populations more accurately, not evidence that the former stocks have suddenly recovered.
Recent landings are not a population estimate
U.S. commercial Atlantic cod landings in 2024 were reported at 1.4 million pounds, with a value of $2.8 million. Recreational landings were reported at 210,000 pounds. Those figures show fishery removals and economic activity. They do not directly measure the total number of cod or prove that the population is growing or shrinking. Landings can change because of quotas, regulations, weather, market conditions, fishing effort, and availability as well as because of abundance.
Northern cod has rebuilt from collapse—but recovery is incomplete
Newfoundland’s 2J3KL Northern cod is one of the clearest examples of why the word recovery needs context. The stock collapsed and was placed under a moratorium in 1992. Fisheries and Oceans Canada reported that it had rebuilt significantly by 2025 and was above its limit reference point. DFO describes Northern cod as Canada’s largest cod stock and an important driver of the inshore fishery in Newfoundland and Labrador.
That improvement supported a commercial reopening in 2024, after more than three decades of closure. For the 2025–26 season, Canada set a total allowable catch of 38,000 tonnes. The 2025 assessment put the stock at approximately twice its limit reference point, while also indicating that spawning-stock biomass had been relatively stable since 2017. The assessment did not support assuming rapid growth in the near term.
In Canada’s precautionary framework, Northern cod remains in the cautious zone, not a fully healthy or unrestricted zone. The fishery is therefore a controlled reopening of a much-improved stock—not proof that cod have returned to the abundance seen before the collapse.

Other Newfoundland and Labrador cod stocks are still in critical condition
Northern cod’s progress cannot be applied to every Canadian cod stock. DFO reports very different conditions in neighboring management areas.
3Ps cod
Cod in NAFO Division 3Ps remains in Canada’s Critical Zone. Reported environmental pressures include rising ocean temperatures and limited food for juvenile cod. A small commercial fishery continued for 2025–26 with a total allowable catch of 1,251 tonnes, but DFO expects the stock to remain in the Critical Zone in the coming years.
Northern Gulf of St. Lawrence cod
Cod in NAFO Divisions 3Pn4RS is also in the Critical Zone. A commercial moratorium has been in place since 2022, although food, social, ceremonial, and recreational access has continued. The contrast with Northern cod is important: Canada does not have one uniform cod trend. Each stock has its own productivity, threats, reference points, and management response.
Northern Shelf cod: depleted substocks are difficult to protect in a mixed fishery
ICES assesses Northern Shelf cod as three substocks: Northwestern, Southern, and Viking. These groups spawn separately but mix during part of the year. That creates a difficult management problem. A fishing area may contain a stronger component and a depleted component at the same time, making it hard to set a single catch level that protects the weaker fish without unnecessarily restricting the stronger group.

In February 2026, it issued a sampling plan intended to improve genetic and spatial information for area-based management. Better identification could help managers determine which fish are being caught and where each substock spends key parts of its life cycle.
For 2026, ICES advice under the maximum sustainable yield approach and precautionary considerations was zero catch for all three Northern Shelf substocks. Under an alternative calculation that left out some precautionary considerations, ICES provided nonzero figures for the Northwestern and Viking substocks, but retained zero-catch advice for the Southern substock. The difference between the calculations should not obscure the main message: at least some components are in very poor condition, and mixed populations make recovery harder to manage.
For the same reason, the phrase North Sea cod can be too vague. Current advice is framed within the broader Northern Shelf assessment and may apply separately to substocks even though fishing fleets encounter mixed populations.
Eastern Baltic cod remains a separate, heavily altered population
ICES maintains a separate assessment for eastern Baltic cod in subdivisions 24–32. This stock has a different history and ecological setting from North Sea, Northern Shelf, Arctic, or Atlantic cod elsewhere. The assessment tracks long-term indicators including stock size, landings, discards, and the abundance of smaller and larger cod.
The available assessment record confirms continuing stock-specific monitoring, but its graph landing page alone is not enough to support a precise current biomass figure. It is better to use the full ICES advice document or assessment tables for any exact numerical claim. The broader conclusion is still clear: eastern Baltic cod should not be folded into a general statement about European cod, because its status and pressures are distinct.

Northeast Arctic cod is still enormous by comparison, but in a weak phase
Northeast Arctic cod in the Barents Sea has historically been one of the world’s largest cod resources. Its current condition is more concerning than that reputation suggests.
The 2025–26 assessments described a substantial deterioration from earlier high levels. The Joint Russian–Norwegian Arctic Fisheries Working Group advised that 2026 catches should not exceed 269,440 tonnes. The 2025 spawning-stock biomass was estimated to be below Bpa, the precautionary reference point, but above Blim, the limit reference point. Fishing pressure in 2024 was above Fpa and above the management-plan range, though still below Flim.
In plain language, the stock was not estimated to be below the point associated with a serious biological limit, but it was below the level managers use as a precautionary buffer. Fishing pressure was also higher than the preferred range. That is a weak phase for a stock that remains large in absolute terms.

If advice was followed, the stock was expected to rise modestly. However, recruitment forecasts were poor, leaving the near-term outlook dependent on the moderately strong 2021 year class.
The 2026 quota was set above the scientific advice reported in the assessment, which identified the additional removals as a risk: excessive catches could reverse the modest improvement that had been projected.
Why a higher 2027 recommendation does not prove recovery
Advice released in June 2026 for 2027 increased the recommended catch to 312,667 tonnes because the 2021 year class was entering the fishable population. That increase should not be presented as a full recovery. The same assessment noted that the 2020 and 2023–2024 year classes were weak, the 2025 year class appeared below average, and little increase in spawning biomass was expected before 2028.
This is a classic example of why a larger permitted catch can coexist with a fragile outlook. A temporary pulse of fish entering the fishery can raise short-term catch advice even while the breeding population remains under pressure and future recruitment looks poor.

U.S. Pacific cod are in stronger assessed condition, but not risk-free
NOAA identifies four Pacific cod management stocks in U.S. waters: Bering Sea, Gulf of Alaska, Aleutian Islands, and Pacific Coast. The Bering Sea, Gulf of Alaska, and Aleutian Islands stocks are classified in the cited assessments as not overfished and not subject to overfishing based on the relevant catch data.
The Pacific Coast population has not been formally assessed, so its population level is unknown. NOAA nevertheless reports that it was not subject to overfishing based on 2023 catch data. That is a narrower conclusion than saying the population is healthy.
Catch limits can change even when a stock is not overfished
The Gulf of Alaska Pacific cod total allowable catch for 2026 was revised to 21,826 tonnes in December 2025 to keep harvest within biological limits after state-water harvest was taken into account. A TAC is a management specification, not a direct abundance estimate. The revision shows that catch limits can be adjusted when managers identify a difference between the stated TAC and the biological limit, even without declaring the stock overfished.

Pacific cod move, mix, and respond to climate
NOAA genetics research published in 2026 found substantial mixing between Pacific cod spawning in the western Gulf of Alaska and the eastern Bering Sea. It also identified two distinct stocks within the Gulf of Alaska. The results broadly support existing management boundaries while showing that cod populations are more connected and dynamic than a simple map of fixed regional groups suggests.
NOAA also identifies climate change as a possible influence on Pacific cod abundance. Temperature and the timing of plankton blooms can affect the habitat and development of young cod. Consequently, a classification of not overfished describes the stock’s assessed status under current information; it does not mean that warming ecosystems, shifting prey, or future recruitment changes can be ignored.

The causes vary by stock, but several pressures recur.
1. Historical and current fishing pressure
High fishing pressure played a major role in the historic decline of U.S. Atlantic cod. Removing too many mature fish reduces spawning biomass and can leave a population less able to withstand poor environmental years. Current management is intended to bring removals within biological limits, but a stock that has already been depleted may need many years of low catches before it rebuilds.
2. Weak recruitment
Recruitment is often the immediate bottleneck. A stock may contain adult fish today but still have a poor outlook if few young fish are surviving. Georges Bank cod has experienced well-below-average recruitment, and Northeast Arctic cod is relying heavily on the 2021 year class while several surrounding year classes are weak or expected to be weak.

3. Temperature and habitat changes
Warming can change where cod can live comfortably, how quickly they grow, when they spawn, and how many young fish survive. DFO has specifically cited increasing ocean temperatures as an environmental pressure for 3Ps cod. For Pacific cod, temperature and plankton-bloom timing can alter the conditions available to juveniles. Climate change is therefore an important interacting pressure, not a universal one-cause explanation for every decline.
4. Food supply and natural mortality
Cod need enough suitable prey for young and adult fish. DFO has linked Northern cod productivity to capelin availability and has reported limited food for juvenile cod in 3Ps. Natural mortality also matters: disease, predation, starvation, and ecosystem changes can reduce a stock even when fishing pressure is controlled.
5. Management units do not always match biological populations
Fish do not necessarily remain inside the boundaries drawn on a management map. Northern Shelf substocks mix seasonally, and Pacific cod show meaningful movement and genetic connections between regions. If managers combine distinct populations, fail to protect a depleted component, or assume that fish caught in one place all belong to the same breeding group, catch limits may not provide the protection intended.
What does recovery actually look like?
Recovery is not simply the return of cod to a familiar fishing ground or a rise in annual landings. Scientists and managers generally evaluate recovery using measures such as:
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minute- Spawning-stock biomass: the amount of mature fish capable of producing the next generation.
- Fishing mortality: how much fishing pressure the stock is experiencing.
- Recruitment: whether enough young fish are surviving to replenish the population.
- Reference points: biological thresholds and precautionary targets used to judge risk.
- Population structure: whether distinct substocks are being assessed and managed separately enough to protect weaker components.
Northern cod shows that a stock can rise substantially from a historic low, pass its limit reference point, and support a carefully limited fishery while still remaining in a cautious zone. Northeast Arctic cod shows the opposite-looking but related pattern: a stock can remain very large by global standards while sitting below its precautionary biomass reference point and facing weak recruitment.

The most accurate overall description is not that cod are disappearing everywhere or that cod have recovered. Cod populations are undergoing an uneven, stock-by-stock restructuring. Some have improved enough to support controlled catches, others remain overfished or in critical condition, and even comparatively stronger Pacific stocks face ecological uncertainty.
Long-term recovery depends on keeping removals within scientific advice, protecting spawning and juvenile habitat, improving the identification of mixed stocks, monitoring recruitment, and accounting for changing temperature and food webs. For anyone who cares about marine animals and healthy oceans, the key lesson is simple: the future of cod will be decided region by region, not by a single global label.

Are all cod populations declining?
Not as a single worldwide population. Atlantic cod and Pacific cod are different species, and even each species is divided into regional stocks with different abundance, recruitment, fishing pressure, and environmental conditions. Some stocks are depleted while others are currently in stronger assessed condition.
Has Northern cod recovered?
Northern cod in Newfoundland and Labrador has rebuilt substantially from the collapse that led to the 1992 moratorium. It was above its limit reference point in 2025 and a controlled commercial fishery reopened in 2024. However, it remains in Canada’s cautious zone, so it has not been restored to historic abundance.
Are Atlantic and Pacific cod in the same condition?
No. The Gulf of Maine and Georges Bank Atlantic cod stocks are listed in the cited NOAA determinations as both overfished and subject to overfishing. U.S. Pacific cod stocks in the Bering Sea, Gulf of Alaska, and Aleutian Islands have a stronger assessed status, but Pacific Coast cod has not been formally assessed and climate-related risks remain.
Does a higher cod catch limit mean the population is recovering?
A total allowable catch, or TAC, is the amount managers permit fishers to remove during a specified period. It is not a direct measurement of population size. A TAC can change because of updated assessments, biological limits, state-water harvest, regulations, or management choices.

Climate change is one important interacting pressure, but it is not the sole explanation for every stock’s condition. Warming can alter habitat, spawning, growth, prey, and recruitment. Fishing mortality, natural mortality, food availability, and stock mixing also differ among regions and can be equally important.
The Bottom Line
Bottom line: Cod are not facing one uniform global fate. Many Atlantic stocks remain depleted, Northern cod has made a significant but incomplete comeback, several Canadian and European stocks remain in critical condition, and major U.S. Pacific stocks are currently assessed as stronger. Across all regions, weak recruitment, fishing pressure, changing ecosystems, and imperfect stock boundaries will determine whether today’s improvements last.
