What Louisiana’s Black Bear Delisting Really Means—and Why Protection Continues

The Louisiana black bear is federally recovered, not unprotected. Here is what delisting means, why Louisiana still manages the subspecies, and how the proposed 2026 lottery hunt fits the evidence.

Louisiana’s black bear is no longer listed as threatened under the federal Endangered Species Act, but that does not make it unprotected or prove that the population is secure today. The U.S. Fish and Wildlife Service (USFWS) removed the subspecies from the federal list effective April 11, 2016. Louisiana law still protects it, and the Louisiana Department of Wildlife and Fisheries (LDWF) continues to manage it. Louisiana has also resumed tightly controlled hunting: LDWF reported 16 bears taken in the 2025 season and announced a proposed lottery season for December 5–20, 2026. That proposal was not final regulation, and the official material available does not provide a current statewide population estimate.

The short answer: delisted federally, protected in Louisiana

“Delisted” describes one legal action: removal from the federal threatened-species list. It does not repeal state wildlife law, end monitoring, or certify that every future risk has disappeared. The Louisiana black bear (Ursus americanus luteolus) remains protected under Louisiana law, with LDWF responsible for active management, according to the agency’s post-delisting fact sheet (USFWS post-delisting fact sheet).

The federal decision followed a recovery finding made with the information available in 2016. It was not a guarantee about the bear’s status in 2026. That distinction explains how the animal can be legally hunted under a state program while still being the focus of conservation rules and monitoring.

Federal and state protection are different systems

Question Federal status Louisiana status
Was the bear listed as threatened? Yes. It was listed under the federal ESA in 1992. State protections continued after federal delisting.
When did the federal change take effect? Delisting became effective April 11, 2016. Not applicable; Louisiana retained its own authority.
What does the change mean? USFWS concluded the subspecies no longer met the federal definitions of threatened or endangered. LDWF continues to protect, regulate and manage the subspecies.
Does delisting end conservation work? No. The post-delisting plan called for monitoring and conservation measures. No. State management and any seasons must follow Louisiana rules.

The 2016 Federal Register final rule states: “Therefore, based on the best scientific and commercial data available, no portion warrants further consideration to determine whether the subspecies may be endangered or threatened in a significant portion of its range.” That sentence records the agency’s legal conclusion at the time; it is not a new, present-day population assessment.

Why USFWS delisted the Louisiana black bear

USFWS and its partners documented enough improvement to conclude that federal listing criteria were no longer met. The Department of the Interior’s March 10, 2016 announcement described subpopulations that had increased or stabilized, additional breeding subpopulations, continuing research and partnerships, and habitat that had been protected or restored (Department of the Interior announcement).

Those gains followed decades of work after the 1992 listing. The announcement looked back to a period when there were “as few as 150 bears in Louisiana habitat.” It also reported more than 750,000 acres protected or restored through partner efforts. Secretary of the Interior Sally Jewell described the result as a conservation commitment involving private landowners, state and federal agencies, universities and nongovernmental organizations.

Recovery under the ESA is a threshold decision, not a declaration that a species has unlimited habitat or zero threats. It means the agency determined that the legal conditions for threatened or endangered status were no longer present based on the best available evidence used in that rulemaking.

What the population numbers do—and do not—tell us

Several numbers associated with delisting are often repeated without their dates. They describe different things:

Figure What it referred to How to use it now
As few as 150 bears A retrospective estimate for Louisiana habitat around the time of the 1992 listing, quoted in the 2016 federal announcement. Historical context, not a current Louisiana count.
500–750 bears The Department of the Interior’s estimate across the subspecies’ current range in its March 2016 announcement. A 2016 range estimate, not a 2026 population estimate.
More than 750,000 acres Habitat protected or restored through conservation partnerships, as reported in 2016. An account of habitat work, not a measure of bear abundance.
16 bears harvested LDWF’s tally from the December 2025 Louisiana season: 10 males and six females. A harvest result, not an estimate of the total population or its trend.

The official sources available for this article do not supply a current statewide or range-wide population estimate. A harvest total cannot be converted into one: the number taken depends on the authorized quota, hunter participation, effort, weather, access and reporting, among other factors. Likewise, the 2016 estimate should not be presented as if it were a current census.

What happened to post-delisting monitoring?

The joint USFWS–LDWF post-delisting plan contemplated seven years of monitoring, with 2022 identified as the plan horizon in the USFWS fact sheet. The materials cited here do not establish what that monitoring found after the planned endpoint. They therefore cannot support a claim that the bear’s population is rising, falling or unchanged today.

That evidence gap is why “still at risk” needs careful wording. The bear is still subject to state protection and management, and agencies continue to track conservation needs. But the sources reviewed do not present a new federal finding that the subspecies is threatened, nor do they provide a quantified current risk assessment. A responsible account should state those limits rather than infer a trend from old estimates or one hunting season.

When Louisiana resumed bear hunting

Louisiana’s regulated seasons came back more than three decades after the previous hunt. LDWF’s 2026 notice says the first modern season was held in December 2024 in Management Area 4. A second season ran December 6–21, 2025, in Management Areas 1, 2 and 4.

LDWF announced on January 7, 2026, that hunters harvested 16 Louisiana black bears in that second season—10 males and six females (LDWF harvest report). This was a completed-season tally. It does not reveal how many bears live in Louisiana or across the subspecies’ range.

What the 2026 hunting announcement actually says

On March 5, 2026, the Louisiana Wildlife and Fisheries Commission adopted a notice of intent for a lottery-based black bear season proposed for December 5–20, 2026 (LWFC notice of intent). The announcement said permit allotments had not yet been set and that the lottery was expected to begin in summer.

A notice of intent is a proposal in the rulemaking process, not the final season rule. Until LDWF and the commission publish final regulations, readers should not assume that the number of permits, application dates, eligibility requirements, hunt areas, quotas or other conditions are fixed. Anyone considering an application should use the current LDWF announcement and final rules rather than rely on the proposed dates alone.

Is the Louisiana black bear still endangered?

Not under the federal ESA: USFWS delisted it in 2016 after finding recovery. “Endangered” and “threatened” are federal legal categories, so the answer to a federal-status question is no based on that decision. That answer does not mean the bear is unprotected in Louisiana or that its future is assured.

Is the Louisiana black bear protected in Louisiana?

Yes. USFWS explicitly says Louisiana state law continues to protect the subspecies and that LDWF will continue to manage it. State protection can include seasons, permits, area restrictions, reporting rules and other controls. The existence of a legal hunt does not cancel the underlying protection; it is an example of regulated management.

Can you hunt a Louisiana black bear?

Louisiana has held tightly regulated seasons in 2024 and 2025 and has proposed another lottery season for December 2026. Participation depends on the final state rules and any permit lottery. The March 2026 notice did not establish final permit allotments, so a definitive answer about 2026 eligibility or odds requires the eventual LDWF regulations.

Why the bear can be hunted while conservationists remain cautious

Wildlife agencies can authorize a limited harvest after a species recovers enough to leave federal protection, while retaining safeguards to prevent overharvest and respond to new information. The legal framework separates three questions that are often collapsed:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Federal listing: whether the ESA’s threatened or endangered definitions are met.
  • State management: how Louisiana protects and monitors the subspecies within its jurisdiction.
  • Season decisions: whether a particular year’s data and rules support a specified harvest opportunity.

None of those questions can be answered solely by citing the 2016 range estimate or the 16-bear 2025 harvest. A sound decision requires current monitoring, habitat information, reproduction and survival data, and enforcement and reporting—details that are not supplied in the official material cited here.

What readers should watch next

  • Publication of the final 2026 Louisiana black bear hunting rules, including permit allotments and the confirmed lottery schedule.
  • Updated LDWF or USFWS monitoring results that address the period after the planned 2022 post-delisting horizon.
  • A clearly dated, methodologically explained population estimate rather than an undated reuse of the 2016 figure.
  • Any formal state or federal finding that changes the bear’s legal status.

Until those updates appear, the most accurate description is straightforward: the Louisiana black bear recovered enough to leave the federal threatened list in 2016, remains protected and actively managed by Louisiana, and is now subject to limited hunting proposals whose details must be checked against final rules.
