What Schools Need to Know Before Adopting a Campus Cat

A campus cat requires more than enthusiasm: verify local policy, protect health, document veterinary care, assign daily caregivers, and plan safe housing and closure coverage before adoption.

A school should not bring in a campus cat until it has written confirmation that district policy and local requirements allow the arrangement, approval from the people who control the site, a plan for allergies and other health needs, veterinary records, and an adult-owned care system for every school day, weekend, holiday, emergency, and closure.

Policies differ sharply. Some districts allow animals connected to an approved instructional program; another reviewed district prohibits classroom pets. Treat a permanent cat as a distinct operational and risk decision, not as an automatically permitted version of a one-day classroom visit.

Start by asking whether your district permits a campus cat

Obtain the current written policy before choosing an animal or announcing a program. Ask the district administrator, principal, facilities office, and risk-management contact how the proposal is classified: classroom pet, instructional-program animal, other animal on school property, or a separate category. Confirm who can approve it, what conditions apply, whether approval can be withdrawn, and whether the school board must act.

Local examples show why assumptions are unsafe:

Policy example Eligibility or restriction Approval or operating condition
Seattle Public Schools Policy 2029 Addresses animals used in an instructional program. Requests require principal approval. The policy also calls for arrangements when an animal remains at school while classes are not in session.
Richland School District Policy 2029 States that classroom pets are prohibited; only preapproved animals that are part of an instructional program are allowed. Principal preapproval is required under the policy.
Lodi Unified School District Policy 6163.2 Requires animals at school to meet district conditions and addresses students with allergies or other relevant conditions. The page records revision and review on February 3, 2026; verify the current text and local procedures.
Rancho Santa Fe School District Board Policy 6037 Sets standards for animals on campus. Calls for adequate feeding, humane treatment, suitable caging or containers, regular cleaning, and appropriate waste disposal.

These are jurisdiction-specific examples, not nationwide law. A policy allowing an animal for a lesson may not authorize a cat that lives at school year-round. If the written policy is silent, obtain a written determination rather than relying on a verbal assurance.

Idymere Stainless Steel High Sided Cat Litter Box
  • Large Capacity: The Idymere stainless steel litter box measures 16.93"L x 12.99"W x 5.12"H, offering ample space for kitty, kittens, elderly cats or medium cats to do their business comfortably. This litter box is ideal for single or multiple small-cat households. The open design of this large litter box promotes air circulation and helps reduce unpleasant odors, ensuring your pets have a fresh and comfortable environment.
  • Strong and Sturdy: Made of high-quality stainless steel, this litter box resists corrosion, wear, and rust. Unlike plastic litter boxes, it does not trap residue or odors, helping keep your home smelling clean. The sturdy, non-porous surface of the metal litter box prevents scratches where dirt and smells can hide, creating a healthier space for your cat.
  • Easy Cleaning: The spacious stainless steel design of this cat litter box requires less frequent litter changes. The smooth surface of the litter pan prevents waste from sticking, allowing litter and debris to slide easily to the bottom for quick cleaning. It’s especially useful for cats that kick litter or urinate high, and it dries fast for simple maintenance.
  • High Sides & Safe Rounded Edges: Featuring raised sides, this stainless steel litter box effectively contains litter scatter—perfect for energetic or large cats. The litter box with high sides also help prevent urine and feces from adhering to the sides. The kitten litter box with smooth, rounded edges ensure safety for your cat and make the metal litter box easy to lift without hurting your hands.
  • Versatile Use & Multiple Sizes: This stainless steel litter box suits various pets, including adult cats, kittens, rabbits, ferrets, and snakes. This stainless steel box can also double as a pet bathing tub or storage container. Available in several sizes, you can choose the best fit litter tray for your pet without taking up too much space, ensuring comfort and flexibility for different needs.

Keep a pet proposal separate from service-animal duties

An ordinary adopted cat is not a service animal. Seattle’s instructional-animal policy expressly distinguishes service animals from the animals covered by that policy. Evaluate the pet proposal under the rules that apply to animals on campus, while continuing to meet any separate legal accommodation duties for qualified service animals.

Define the operating model before seeking approval

Describe exactly what you are proposing. A cat that visits for a supervised lesson has a different risk profile from one that sleeps in a classroom, and both differ from a cat housed in a dedicated campus room. Put the following details in the proposal:

  • Where the cat will be housed, including a quiet retreat that students cannot enter without permission.
  • Which students and staff may interact with it, under what supervision, and how access is controlled.
  • Whether the cat is present only during instruction or remains on site overnight.
  • Who owns the animal legally and who has authority to approve veterinary treatment or permanent relocation.
  • How the school will handle escape, injury, illness, biting, scratching, or behavior that becomes unsafe.
  • What happens if the program ends, the building is renovated, staffing changes, or the animal can no longer live comfortably at school.

Do not promise therapeutic, attendance, behavioral, or academic benefits unless you have separate, applicable evidence. The materials reviewed for this decision do not establish a transferable outcome study for permanent campus cats.

Complete a health and allergy assessment before arrival

Identify relevant health needs among students and staff before the cat enters the building. The process should allow families and employees to report allergies, asthma, immune concerns, or other conditions through the school’s established health channels. Coordinate with the school nurse and the district’s privacy and disability personnel; do not circulate a child’s diagnosis to the wider community.

Lodi Unified’s policy calls for written notice to parents or guardians of students in an affected class and appropriate protective measures when a relevant allergy or condition is reported. The exact notice, accommodation, and confidentiality duties depend on the jurisdiction and the facts. Decide in advance how the school will:

  • Notify families and staff about the animal and the areas it can enter.
  • Keep the cat and its dander away from rooms or people for whom contact creates a health problem.
  • Provide an alternative activity when a student cannot safely enter the cat’s area.
  • Respond to symptoms, including who calls the nurse, family, emergency services, or a clinician.
  • Review the plan when enrollment, staffing, or a person’s medical needs change.

A “hypoallergenic” promise is not a substitute for this assessment. Cats can shed allergens even when they appear clean and healthy, so the plan must rely on separation, cleaning, communication, and professional medical advice rather than a breed claim.

Document veterinary care and applicable animal-health rules

Before approval, obtain a veterinary examination and a written record of the cat’s identity, health status, vaccinations, parasite-control recommendations, and any restrictions on handling. Establish how often records will be reviewed and who retains them. Ask the veterinarian to address temperament, stress signals, infectious-disease concerns, and whether the school environment is suitable for this individual animal.

The Washington State Department of Health and Office of Superintendent of Public Instruction’s Health and Safety Guide for K–12 Schools in Washington (2025) says animals in school settings should appear healthy, be vaccinated, and receive parasite treatment as recommended by a veterinarian. For dogs, cats, and ferrets brought onto Washington school property for instructional purposes, it specifies evidence of current rabies vaccination. That is a Washington-specific statement, not a rule that automatically applies in every state.

Check the current law in your own location. Washington Administrative Code 246-366A-080 addresses written procedures for injury from dangerous or aggressive animals, disease transmission, allergic reactions, animal-waste exposure, and handwashing after handling animals or their bedding. The version returned in the state material is an archived rule text with an effective date of August 1, 2023, so verify the current codification before relying on it.

Assign daily care to named adults, not to an informal volunteer

A campus cat needs dependable care when the classroom teacher is absent, the principal changes, or a volunteer loses access to the building. Create a duty roster with a primary adult, a trained backup, and an escalation contact for each task.

Responsibility Minimum written arrangement
Food and water Schedule, approved diet, storage, fresh-water checks, and a backup for absences.
Housing and enrichment Secure, species-appropriate space; resting and hiding areas; controlled student access; daily wellbeing check.
Litter and waste Cleaning frequency, handwashing supplies, waste-sealing and disposal method, and a record of completed checks.
Health monitoring Signs that require a call to the veterinarian, isolation from students, transport, or emergency care.
Records Vaccination and veterinary documents, incident logs, medication instructions, and contact details.
Building access Named keyholders and a contingency plan if the usual caregiver cannot enter the site.

Rancho Santa Fe’s policy example requires adequate feeding, humane treatment, appropriate caging or containers, regular cleaning, and appropriate waste disposal. Use those categories as a planning prompt, then apply the standards adopted by your own district and local authorities.

Plan the indoor setup and sanitation

For an indoor cat, the physical plan normally includes a litter box, suitable litter, food and water dishes, washable surfaces, secure doors or gates, a carrier, and cleaning supplies. The cited school policies support planning for housing, cleaning, and waste; they do not endorse a particular litter brand, box style, or automated device. Select equipment only after facilities staff approve the room, ventilation, storage, and cleaning method.

Write a cleaning procedure that states who removes waste, how contaminated materials are bagged, which products may be used around the animal, how hands are washed, and how a spill is reported. Keep food preparation and student eating areas separate from litter and waste handling.

Build safety and behavior procedures before students interact

Never make student access an open-door activity. Establish a supervised interaction protocol covering approach, petting, picking up, feeding, and stopping contact. Teach students to leave the cat alone while it is eating, sleeping, hiding, or using the litter box. Children who cannot follow the rules should observe from outside the animal’s space.

The written plan should address the risk categories identified in Washington’s school-facility rule:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Injury: Immediate first aid, nurse notification, family contact, medical referral, and an incident report after a bite or scratch.
  • Disease: Isolation and veterinary advice if the cat or a person shows signs of illness, with cleaning and notification steps.
  • Allergic reaction: Removal from exposure, the school’s emergency-health protocol, and review of the affected person’s accommodation.
  • Waste exposure: Restricted access to litter and contaminated materials, protective cleaning procedures, and handwashing.
  • Escape or emergency evacuation: A carrier location, door-control procedure, and a plan coordinated with building emergency staff.

Have an animal-care professional help define cat-specific warning signs and humane handling limits. The available policy material does not establish one universal behavior program, so the school must tailor procedures to the individual cat and its setting.

Decide who cares for the cat during weekends, breaks, and closures

A permanent resident creates obligations outside the academic calendar. Seattle’s policy specifically requires appropriate arrangements when an instructional animal remains at school while classes are not in session. Put every closure scenario in writing:

  1. List weekends, holidays, weather closures, summer periods, building maintenance shutdowns, and emergency relocations.
  2. Assign an adult for feeding, water, litter, wellbeing checks, and medication on each date.
  3. Provide backup access if the primary caregiver is sick, traveling, or unable to reach campus.
  4. Set a maximum time for an unanswered check-in before the backup and administrator are contacted.
  5. Identify the approved temporary placement, veterinary contact, and transport method if the building becomes unsafe.
  6. Reconcile the plan with insurance, collective-bargaining rules, alarm access, and district security procedures.

If no reliable person can accept these duties year-round, do not house the cat at school. A temporary instructional-animal arrangement or an off-campus partnership may be safer than leaving care to an informal promise.

Use a documented approval sequence

Keep decisions traceable so the school can show how health, welfare, and operational questions were answered.

  1. Collect governing documents. Obtain the current district policy, board rules, state and local requirements, facility restrictions, insurance guidance, and any union or employment considerations.
  2. Submit a written concept. Describe the cat, purpose, location, schedule, supervision, housing, cleaning, veterinary care, closure coverage, budget categories, and end-of-program plan.
  3. Consult specialists. Ask the school nurse or health office, facilities and custodial staff, risk-management contact, veterinarian, and an animal-welfare professional to review the proposal.
  4. Complete the health review. Use the school’s established process for allergies, asthma, disability accommodations, emergency response, and family communication.
  5. Obtain conditional approvals. Secure the principal’s decision and any superintendent, board, facilities, or risk approvals required locally. Record conditions and review dates.
  6. Prepare the site and train adults. Install approved equipment, stock cleaning supplies, post access rules, train caregivers, and run an incident drill before student contact.
  7. Start with a controlled launch. Limit access, monitor the cat and people, log incidents and cleaning, and schedule a formal review before expanding participation.

Set a go/no-go standard for the board or principal

Approve the proposal only when every answer below is documented and assigned to a named person:

  • Does current local policy clearly allow this type of animal and operating model?
  • Has the authorized decision-maker approved it in writing?
  • Can the school protect students and staff with allergies or other relevant health conditions?
  • Are veterinary examination, vaccination, parasite-control, and identification records current for the applicable jurisdiction?
  • Is housing secure, humane, cleanable, and separated from food-service areas?
  • Are feeding, water, litter, cleaning, supervision, records, and emergency response covered every day?
  • Is there reliable care for weekends, holidays, summer, and unplanned closures?
  • Do adults know exactly what triggers veterinary care, student removal, family notification, or suspension of the program?
  • Is there a humane, funded exit plan if the cat becomes ill, stressed, unsafe, or unwanted by the district?

A “no” answer is a reason to pause, revise, or reject the proposal—not a detail to solve after adoption. The central decision is whether the school can provide lawful authorization, predictable care, and safe separation for the entire time the cat is on campus.
