Keep well away from the eagle, move children and pets back, and do not try to catch, feed, treat, or transport it. Contact a federally permitted wildlife rehabilitator or another trained wildlife professional promptly; in the United States, the U.S. Fish and Wildlife Service (USFWS) Eagle Management contact page is the best national starting point.
What to do first
An injured bald eagle needs professional assessment, not an improvised rescue. The USFWS Eagle Handling and Distribution Handbook (2020) warns that eagles are powerful, dangerous animals capable of causing serious injury. Its public instruction is direct: “Do not approach or try to handle the eagle yourself.”

- Stop at a safe distance. Do not walk toward the bird, surround it, or try to make it fly. A grounded eagle may be frightened, in pain, or unable to defend itself normally. Back away far enough that it is not reacting to your presence.
- Keep people and pets away. Ask everyone nearby to stay back. Hold dogs on a leash and bring cats indoors. Do not let anyone attempt a closer look, take a selfie, or “test” whether the eagle can fly.
- Observe without interfering. Note the exact location and any obvious hazards from where you are standing. These details can help a rehabilitator find the bird, but do not move closer to obtain a better description.
- Call qualified help. Use the USFWS Eagle Management contact page to locate a migratory-bird rehabilitation facility. A local veterinarian, humane society, county or municipal wildlife agency, or state wildlife agency may also be able to identify a permitted rehabilitator.
- Follow the professional’s instructions exactly. Let the rehabilitator or trained responder decide whether anyone should approach, contain, or transport the eagle. Do not improvise a rescue while waiting for a call back.
Who to call when you find an injured eagle
The appropriate receiving facility depends on your location and whether it has capacity to accept an eagle. There is no single nationwide local-rehabilitation phone number identified by the federal sources cited here, so start with the national contact route and then work through qualified local agencies.
| Contact | How it can help | What to provide |
|---|---|---|
| USFWS Eagle Management contact route | Helps you find a migratory-bird rehabilitation facility or the relevant federal wildlife contact. | Your state, county or nearest town, the eagle’s location, and whether people or pets can safely stay clear. |
| Federally permitted wildlife rehabilitator | Can assess the bird and arrange safe capture, veterinary care, and transport when appropriate. | A precise location, access details, visible hazards, and your callback number. |
| Local veterinarian or humane society | May direct you to a qualified raptor rehabilitator if you do not already have one. | Explain that the animal is a bald eagle and that you have not handled it. |
| County, municipal, or state wildlife agency | May provide the correct local wildlife-response contact or explain who has authority in that area. | Location, time seen, and whether the situation appears urgent or hazardous. |
Directory entries and facility availability can change. Confirm that the person or organization is currently able and authorized to receive an eagle rather than assuming any animal shelter or veterinary clinic can take one.

Why you should not capture the eagle yourself
Eagles can injure people
An eagle’s talons, beak, wings, and strength can cause serious injury, especially when a bird is frightened or cornered. Even a person who has handled domestic birds may not be trained or equipped to restrain an injured raptor. The USFWS handbook therefore directs members of the public not to approach or handle a live eagle and recommends help from a federally permitted rehabilitator or trained professional.
An apparently calm bird is not necessarily safe
Injury, shock, exhaustion, or illness can make a bird look still. Stillness does not mean the eagle is tame, unconscious, or safe to pick up. Do not touch it to check for a broken wing, open eyes, breathing, or a response to movement. Those assessments belong to trained responders.

Possible poisoning requires extra caution
If poisoning is suspected, do not handle the eagle unless you have the training, appropriate safety equipment, and a safe way to transport it as directed by professionals. A contaminated bird or scene can pose risks beyond the eagle itself. Tell the responder why poisoning is a concern and describe anything unusual you observed without touching suspected material.

Do not offer food or water, administer medication, apply first aid, or attempt home rehabilitation. The official guidance supports prompt professional care but does not provide a lay treatment protocol. Food or water can be dangerous for a compromised bird, and medication or handling can worsen an injury or complicate veterinary assessment. Keep the area quiet and clear while you wait for instructions.

Do not place the eagle in a box, blanket, vehicle, garage, shed, or bathtub on your own. Do not throw a blanket over it, grab its legs or wings, or use gloves, nets, towels, or other capture equipment unless a qualified professional has specifically instructed you and can safely supervise the response. Buying or improvising equipment is not a substitute for training.
If the first person you call does not answer
- Try the USFWS Eagle Management contact page and the local wildlife contacts it lists.
- Call a nearby veterinarian, humane society, or county, municipal, or state wildlife agency and ask for a currently operating, permitted wildlife rehabilitator with raptor experience.
- Leave a clear message with your name, callback number, exact location, and the fact that the eagle remains unhandled and that people and pets are being kept away.
- Continue contacting qualified wildlife professionals while maintaining the safety perimeter. Do not treat a lack of immediate response as permission to intervene.
Because the correct facility depends on where the bird is, a responder may ask you to remain nearby at a safe distance so the location can be identified. If you cannot safely remain, explain that when you call and provide landmarks or an address that another professional can use.

What the law means for a finder
The USFWS summary of the Bald and Golden Eagle Protection Act says that, without a permit, people may not take or possess bald or golden eagles or their parts. In that summary, “take” includes pursuing, wounding, capturing, trapping, collecting, molesting, or disturbing an eagle; regulations describe disturbance in relation to harmful effects on the bird or its normal behavior.
That legal framework is a reason to defer to authorized professionals, not a detailed legal opinion about every emergency circumstance. Do not take the eagle home “temporarily,” keep it in a cage, or try to rehabilitate it yourself. USFWS explains in its Wildlife & You FAQs that keeping a bird requires proper permits. Contact the appropriate wildlife authority and follow its directions instead of trying to interpret an exception yourself.

How to make the handoff safer
Give responders usable location information
Use the nearest street address, road name, trail entrance, park name, GPS pin, or an unmistakable landmark. Mention whether the eagle is on public or private property and whether a gate, locked area, traffic, water, steep ground, or another hazard affects access. You can provide this information without approaching the bird.
Describe what you saw, not a diagnosis
Report the time you noticed the eagle and what was visible from a distance. Say that it was on the ground, appeared unable to fly, or was in another concerning situation if that is what you observed; do not label it as poisoned, concussed, or having a broken wing unless a professional makes that determination. If you saw a collision, chemical spill, or other possible cause, report the observation and location.
Keep the scene stable
Reduce noise and foot traffic around the eagle. Ask bystanders not to approach, and do not move objects toward or away from the bird to make a better photograph. If a professional tells you to leave, do so; if you are asked to wait at a distance, keep the area clear until help arrives.

| The eagle is close to a house, road, trail, or playground. | Move people and pets away from the area and call qualified wildlife help. | Chasing the bird into a “safer” spot or attempting a roadside capture. |
| The eagle does not fly when people are nearby. | Increase the distance and report the location. | Walking closer, waving objects, or throwing something to test its response. |
| You suspect poisoning or contamination. | Do not touch the eagle or nearby material; tell responders what led to the concern. | Handling the bird without training and protective equipment. |
| No facility answers immediately. | Keep trying official and qualified local contacts while maintaining distance. | Taking the eagle home or beginning treatment. |
| A well-meaning person offers to “help.” | Ask them to stay back and wait for a permitted professional. | Allowing multiple untrained people to surround or restrain the eagle. |
What professional care involves
Injured eagles require careful handling and care from a veterinarian or rehabilitator experienced with injured raptors. A qualified responder determines whether and how to contain the bird, how to transport it, and what medical evaluation is appropriate. Your role is to provide accurate location information, prevent additional disturbance, and follow instructions—not to decide the treatment plan.
Do not assume that a bird that later flies away was healthy or that a bird remaining on the ground should be moved by a bystander. Report the situation and let trained professionals make that judgment.
