A bite label is not enough information to decide whether a dog belongs in your home. Before adopting, ask the shelter for the exact incident sequence, injury details, warning signals, repeat history, medical context, and the strongest firsthand evidence available. Then compare those known needs and unknowns with your children, pets, visitors, routines, and ability to follow a safety plan.
No shelter test, breed label, or single reassuring meeting can guarantee future behavior. The goal is an informed, dog-specific decision with clear management steps and qualified help available.

Start with the incident, not the label
Ask the shelter to describe every known bite, attempted bite, or threatening incident in concrete terms. “Aggressive,” “provoked,” and “unprovoked” are summaries, not explanations. The sequence before, during, and after the event is what helps you judge risk and management needs.
Questions about what happened
- “Can you tell me exactly what happened, using the original reporter’s words if they are recorded?”
- “When and where did it happen, and who was present?”
- “What happened immediately before the bite or threat? Was the dog eating, resting, being touched, startled, restrained, approached by a stranger, or interacting with another animal?”
- “Was skin broken? How serious was the injury? Was medical treatment, stitches, or emergency care needed?”
- “Were there multiple bites, a sustained bite, or a bite that occurred after the person tried to leave?”
- “Did the dog stop when the person moved away, when the situation changed, or when someone intervened?”
- “What warning signs were noticed—freezing, stiffening, turning away, growling, showing teeth, snapping, retreating, or none?”
- “What did people do next, and how did the dog recover?”
- “Has anything similar happened more than once? What has happened since the reported incident?”
Ask which details are direct observations and which came from a former owner, finder, transfer agency, or another person. If a written record exists, ask whether you can read it. A secondhand account may be useful, but it should not be treated as equivalent to a staff member’s contemporaneous observation.

The ASPCA identifies medical-treatment bites, avoidable injurious bites, injurious bites without obvious warning, and repeated injurious bites as possible characteristics shelters may consider when defining “egregious” aggression. That term is not a universal diagnosis: ask how this shelter defines it and what decision it made about this particular dog.
Trace how the shelter knows what it knows
A dog’s history is assembled from sources that each cover different situations and have different weaknesses. Ask about the length, setting, and reliability of every observation rather than accepting a single behavior score.
Who observed the dog?
- “Who has spent the most time with this dog, and for how long?”
- “What have staff and volunteers seen during feeding, kennel cleaning, walks, ordinary handling, play, and veterinary care?”
- “Have several people observed the same behavior, or is it based on one report?”
- “Was the behavior seen in the former home, by a finder, in a foster home, or only after arrival at the shelter?”
- “Were unfamiliar visitors, children, other dogs, toys, resting areas, and restraint all observed—or are some situations unknown?”
The ASPCA notes that former-owner accounts, medical examinations, staff observations, volunteer reports, and formal assessments all have limitations. Pain, illness, unfamiliar shelter surroundings, and arrival stress can influence behavior. Observers can also misread signals or be affected by expectations. Ask the shelter to separate what was directly seen from what was inferred.

“Has this dog lived in a foster home? For how long, and what did the foster family see during ordinary household life?” A foster stay can offer the closest available picture of adoptive-home behavior: settling, sleeping, moving through rooms, responding to visitors, handling, meals, walks, and recovery after surprises. It is still not a guarantee. Ask whether the foster home had children, cats, dogs, frequent visitors, or other features that resemble your household.

Understand what a shelter behavior test can—and cannot—tell you
A shelter behavior assessment is a short, structured observation under particular conditions. It is evidence, not a forecast. The ASPCA says current scientific understanding of the predictive usefulness of these assessments is inconclusive; they have not proved highly accurate or precise at predicting aggression after adoption.
Ask:
- “Was a formal assessment performed? What behaviors were directly observed?”
- “Which parts were repeated, and by whom?”
- “What does the assessor say this test cannot determine?”
- “Was any concerning behavior corroborated in another environment?”
- “Could food, restraint, pain, fear, or shelter stress have affected the result?”
ASPCA guidance recommends corroborating concerning assessment behavior in another setting unless the behavior is egregious. It also discusses findings in which food aggression during an assessment did not predict behavior in an adoptive home, and a lifelike doll did not necessarily represent how a dog would behave toward a child. A calm test result should therefore not erase a documented injurious bite, and a concerning result should be interpreted with the incident record and observations from other settings.
Even trained personnel may administer or interpret assessments inconsistently. Ask for the actual observed behavior, not merely “passed” or “failed.”

Identify triggers and the dog’s recovery pattern
Bites can arise from fear, startle, perceived threat, territorial behavior, guarding, pain, or other circumstances. The American Veterinary Medical Association emphasizes that an individual dog’s history and behavior matter more than breed when assessing bite risk.

Questions about difficult situations
- “What situations seem hard for this dog: unfamiliar people, visitors, children, other dogs, handling, food, toys, resting, pain, loud sounds, crowds, or being startled?”
- “What exactly does the dog do in those situations?”
- “How close does a person or animal have to be before the response begins?”
- “What has helped the dog remain calm or disengage?”
- “How long does recovery take after the trigger is gone?”
- “Has the dog ever redirected a bite toward someone who was not the original focus?”
Possible triggers include unexpected touching, unfamiliar places, strange dogs, strangers, crowds, loud noises, and painful handling. Ask about patterns without assuming that a trigger is present merely because it is common. If children or cats have never been observed with the dog, the accurate answer is “unknown,” not a guess that the dog is safe.
Match the evidence to your actual household
Describe your home in detail and ask the shelter to identify mismatches. Include the people who live with you, children’s ages and supervision, resident animals, visitors, work schedule, neighborhood, travel, stairs or shared entrances, and who will handle feeding, walking, medication, and veterinary care.
Household-fit questions
- “Based on what you know, what household setup is not a good fit?”
- “Has the dog been observed with children of different ages? If not, what precautions are required?”
- “Has the dog lived with or safely passed other dogs, cats, or small animals?”
- “How should introductions be arranged, and where should animals be separated?”
- “What should happen when visitors arrive?”
- “Can the dog tolerate routine handling such as harnessing, nail care, medication, or veterinary restraint?”
- “What daily exercise, decompression time, and supervision does the dog need?”
- “Which known triggers can realistically be avoided in my home?”
Do not bring children or resident pets to an informal test unless the shelter specifically arranges and supervises an appropriate meeting. Never provoke a reaction to “see what happens.” During any meeting, follow staff handling instructions and let the dog create distance rather than reaching into its space.
ASPCA guidance recommends managing known triggers and supervising children with dogs. Never leave a baby or young child alone with a dog, including a dog that has never shown aggression.

Check medical causes and records
Ask whether pain, injury, illness, neurological problems, medication effects, or stressful medical handling could have contributed to what was observed.
- “Could pain, injury, illness, or medical handling have played a role?”
- “What examinations, diagnoses, medications, and follow-up care are documented?”
- “What vaccination and parasite-prevention records will I receive?”
- “Are there restrictions on exercise, touch, food, or medication?”
- “What signs would require an urgent veterinary appointment?”
A medical explanation does not make an injurious bite irrelevant. It identifies a factor that may need treatment and a question a veterinarian must address. Request copies of records and ask who will explain them after adoption.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Leave with a written management and support plan
Before signing, ask the shelter to put practical instructions and contact information in writing. A plan should state what to avoid, what to introduce gradually, how to separate the dog from visitors or other animals, and what warning signs require professional help.
Questions about the first days and weeks
- “What safety plan do you recommend for the first 24 hours, first week, and first month?”
- “Which rooms, people, animals, handling tasks, or activities should be restricted initially?”
- “What introduction sequence do you recommend for household members and pets?”
- “Which behaviors mean I should stop an interaction and create distance?”
- “Who should I call if I see a warning sign or cannot follow the plan?”
- “Do you offer follow-up appointments, behavior consultations, or referrals?”
- “What are your written return, trial, and post-adoption support policies?”
There is no universal return policy, trial period, or legal disclosure rule established by the sources cited here. Obtain the specific shelter’s written terms and check applicable local requirements before adoption.

For aggression or a history of injurious biting, ask for a referral to a veterinary behaviorist (Diplomate of the American College of Veterinary Behaviorists), a Certified Applied Animal Behaviorist, or a qualified Certified Professional Dog Trainer with relevant aggression experience. ASPCA recommends prompt professional help for aggressive behavior. A professional should assess the individual dog and your household, not promise that a particular technique will make the dog safe.
Compare dogs using the same decision axes
If you are considering more than one dog, use the same questions for each. Avoid a simple “good dog/bad dog” label.
| Decision axis | What to document | Why it matters |
|---|---|---|
| Incident severity and context | Injury, medical treatment, number of bites, warning, trigger, ability to retreat, and recovery | Shows the actual outcome and circumstances rather than a label |
| Evidence strength | Firsthand or secondhand account, number of observers, observation length, and corroboration across settings | Clarifies what is known and how much uncertainty remains |
| Household match | Children, pets, visitors, handling, schedule, activity, and ability to follow restrictions | A manageable need in one home may be unmanageable in another |
| Support and uncertainty | Foster history, medical context, written plan, follow-up, and access to qualified help | Determines whether you can respond safely when information is incomplete |
A dog with fewer reported incidents is not automatically the better choice if the evidence is extremely limited or your household cannot avoid its known triggers. Conversely, uncertainty is not proof of danger. The decision should reflect severity, context, corroboration, fit, and your realistic capacity—not appearance, breed, or a single test score.

Safety boundaries after adoption
- Follow the shelter’s handling instructions and do not stage confrontations.
- Use physical separation from visitors, children, or animals when the plan calls for it. A pet gate can be one aid to a broader, dog-specific plan; it is not a substitute for supervision.
- Discuss any basket muzzle with a qualified professional. It may be appropriate for an individual dog only when selected, fitted, and introduced correctly; it is not a universal requirement or a safety guarantee.
- Supervise every interaction involving children and dogs, and maintain separation when you cannot actively supervise.
- Seek professional help promptly after growling, snapping, a bite, escalating guarding, or any behavior you cannot safely manage.
As the ASPCA puts it, “A dog’s personality is formed by a complex interplay between his genetic predispositions, his developmental circumstances and his life experiences.” That complexity is why a documented history and a household-specific plan are more useful than a breed assumption or a reassuring label.
