Before you commit, ask what the shelter has directly observed, where and by whom, what is known about the dog’s health and history, and what support or trial options are available. Then compare those facts with your actual household, schedule and experience.
The ASPCA cautions that stress and setting can change a dog’s behavior in a shelter, and that no single assessment or observer predicts life in a home. Your goal is not certainty—it is a transparent, manageable match.

Why a long shelter stay needs context
Length of stay alone does not tell you why a dog has not been adopted. The dog may have arrived as a stray, been transferred, needed medical treatment, been overlooked because of age or appearance, or struggled with the shelter environment. Ask what is known instead of inferring a behavior problem from the calendar.

The ASPCA’s position on shelter dog behavior assessments explains that emotional state, stress and surroundings affect what staff see. A kennel interaction, a walk, a playgroup and a foster stay each reveal different information. A brief test can identify a response in that moment, but its ability to predict behavior after adoption is inconclusive. Treat every answer as one piece of a larger picture.

Before visiting, write down your household’s real conditions: resident animals, children and their ages, visitors, work hours, time the dog would spend alone, housing rules, stairs or outdoor space, activity level, handling needs and your willingness to manage medication or training. Tell staff the truth. A useful match depends on what you can consistently provide, not on an idealized version of your routine.
Questions about history and the length of stay
What is known, and who knows it?
- How long has the dog been at this shelter, and what has changed during that time?
- Was the dog surrendered by an owner, found as a stray or transferred from another organization?
- What is known about the previous home or circumstances, and what remains unknown?
- Who supplied each piece of history? How long did that person know the dog, and in what setting?
- Have medical, environmental or household circumstances affected the behavior staff observed?
Ask staff to separate direct observation from secondhand history. The ASPCA identifies previous-owner reports, finder information, intake examinations, staff and volunteer notes, socialization, walks, playgroups, foster stays and formal assessments as sources with different strengths and limitations. A former owner may describe home routines no shelter can observe; a volunteer may know the dog only during a short, stressful visit. Knowing the source helps you judge how much weight to give an answer.
Has the dog lived in a home?
If there is home experience, ask for examples rather than a label such as “house-trained.” What happened overnight? Could the dog settle, sleep and use the bathroom appropriately? How did it respond when left alone, when visitors arrived, during travel or when the daily routine changed? Ask whether these details came from a previous household, a foster caregiver or an inference by shelter staff. If no home history exists, record that as an uncertainty to explore through a foster or trial arrangement rather than assuming either success or failure.
Questions about health and ongoing care
Request the records and current plan
- May I review the dog’s medical records and current medication list?
- Which conditions are ongoing, which treatments are complete and what follow-up has the veterinarian recommended?
- Has a veterinarian identified pain, mobility, dental, skin or other problems that could affect comfort, exercise or handling?
- What food, medication schedule, activity limits or home care should continue after adoption?
- Which appointments are likely after adoption, and who can explain the medical plan if I have questions?
Best Friends Animal Society’s adoption guidance recommends asking specifically about medical history and ongoing conditions because they can require additional veterinary care, time and expense. The shelter cannot quote a universal future cost for an individual dog; ask for the dog-specific treatment and follow-up plan, then discuss it with your veterinarian before or soon after adoption.

Connect health with behavior
Ask whether pain, itching, restricted movement, medication effects or a recent procedure could explain reluctance to be touched, low activity, irritability or difficulty settling. Ask what the dog was like before treatment and what staff have seen since. This does not excuse unsafe behavior, but it prevents you from treating a medical symptom as a fixed personality trait and helps you plan humane management.
Questions about behavior in each setting
Replace broad labels with a specific event: what happened immediately before, what the dog did, what people did next and whether the pattern occurred more than once. Ask who observed it and whether the setting was familiar. Use the following prompts to cover the contexts the ASPCA identifies.
Inside the kennel
- How does the dog respond when an unfamiliar adult approaches, opens the kennel, clips on a leash or offers food?
- Does the dog retreat, freeze, bark, jump, solicit contact or settle after a few minutes?
- What helps the dog relax or recover after a startling noise, sudden movement or interrupted rest?
- Are there predictable triggers, and what management steps have worked?
Kennel behavior can be amplified by confinement, noise, lack of sleep and repeated handling. Ask whether staff have seen the same response outside the kennel before treating it as a stable pattern.
On walks and during ordinary handling
- What is the dog’s activity level and walking behavior?
- How does it respond to collars, harnesses, paws, ears, grooming and routine restraint?
- What happens around traffic, bicycles, loud noises, unfamiliar people or other dogs?
- Has a veterinarian or trained staff member observed handling for examinations?
Request the actual equipment and circumstances used. A dog may react differently to a front-clip harness, a slip lead, a quiet path or a crowded shelter corridor. Ask what a realistic daily walk and settling routine would look like in your home.

Around children and visitors
- What does the shelter know about the dog’s experience with children, and how reliable is that history?
- How does the dog respond to unfamiliar adults, groups, fast movement, reaching hands or people entering a room?
- If children live in or regularly visit your home, can they participate in an appropriately supervised meeting?
Best Friends’ guidance on choosing a dog advises involving children in meetings when relevant and evaluating lifestyle fit. A shelter meeting is not a guarantee of behavior around children at home; follow the shelter’s safety instructions and ask what management is required.
With dogs, cats and other animals
- What has been observed around other dogs, cats or other animals?
- Was the observation on leash, through a barrier, in a playgroup, during a walk or in a foster home?
- Was the dog able to disengage, recover and respond to guidance?
- What introductions does the shelter require if I have a resident pet?
“Good with dogs” is not a complete answer. Ask about size, energy, sex, play style and the exact setup. A dog that copes with one calm dog behind a barrier may need a different plan for a face-to-face meeting or a cat in a home.
Alone time and home routines
- What is known about being alone, barking, chewing, settling and house training?
- Has the dog spent time in an office, quiet room or foster home where these behaviors could be observed?
- How does the dog respond to sleep, meals, confinement, visitors and changes in routine?
- What activity and mental engagement does staff believe the dog needs each day?
Ask which answers are repeated observations and which are one-time events in a stressful setting. If the shelter has no reliable information about alone time or house training, plan for a gradual transition and seek the shelter’s written advice rather than assuming the dog will adapt immediately.
How to interpret answers and safety concerns
Prefer evidence to labels
For every concerning or reassuring statement, ask four follow-ups: Who saw it? What happened immediately before and after? Has it happened more than once? In what setting? “Shy,” “dominant,” “needs an experienced owner” and “easy” conceal the details you need to make a decision.

The ASPCA advises using multiple information sources because no single source tells the whole story. A single stressful incident may not represent ordinary home behavior, while repeated observations across settings provide stronger evidence. Neither pattern is a promise; it is a basis for planning.
Ask for plain descriptions of risk
If staff raise a safety concern, ask what exactly happened, who was involved, whether anyone was injured, how often it occurred, what preceded it and what management was attempted. Ask what the shelter requires in an adoptive home and what support is available. Do not treat a numerical score or short behavior assessment as a guarantee: the ASPCA reports that assessments have not proved highly accurate or precise at predicting aggression after adoption. The organization recommends corroborating concerning behavior with other sources except in cases the shelter defines as egregious.
Notice how the shelter handles uncertainty
A responsible answer can be “we do not know.” Ask what the shelter is doing to learn more and whether you can gather information safely through a foster, overnight or field-trip program. Candor about missing history is more useful than confident speculation.

Time outside the kennel can reveal sleep, appetite, house routines, recovery from stimulation and interactions that are impossible to see in a busy shelter. The ASPCA’s position statement says research confirms that even a one- or two-night stay improves a shelter dog’s quality of life while away from the shelter. That statement concerns the dog’s welfare during the stay; it is not a prediction of adoption success.

Ask the shelter:
- Can I take this dog on a field trip, overnight, foster period or foster-to-adopt trial?
- How long is the arrangement, and what supplies, medications and written instructions are provided?
- Who is the contact person for behavior or medical questions?
- What observations should I record during the stay?
- What happens if the match is not workable, and how must a return be arranged?
- What transition advice, trainer information or post-adoption behavior support is available?
The Best Friends shelter self-assessment tool identifies foster-to-adopt, trial adoption, overnight stays, field trips, transition information and trainer information as practices shelters can consider. Availability and terms vary, so ask before you plan around an option.
Compare long-term residents on the same dimensions
If you are considering more than one dog, use identical questions and write down the answers. Compare what is known, not which dog receives the most flattering label.
| Dimension | What to compare |
|---|---|
| Medical care | Current conditions, completed treatment, medication instructions and recommended follow-up |
| Household fit | Observed comfort around your children, visitors, resident pets and living arrangement |
| Handling | Responses to collar or harness placement, grooming, examination and ordinary touch |
| Home routine | Evidence about house training, sleep, settling, barking, chewing and alone time |
| Activity | Walking behavior, energy level and a realistic daily routine |
| Evidence quality | Direct observations versus secondhand history, repeated patterns versus one-time events, and the settings involved |
| Transition support | Availability of foster, overnight, field-trip or trial arrangements and post-adoption help |
Then identify the unknowns that matter most to your household. A dog with less documented history is not automatically a poor choice, but you should have a safe way to learn what is missing or be prepared to manage the uncertainty.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesMake the decision without demanding certainty
Before signing adoption paperwork, restate the plan in practical terms: where the dog will sleep, how medication will be given, how alone time will be handled, how introductions will occur, what activity is realistic and whom you will call if behavior or health changes. Confirm the shelter’s return policy and support contact in writing.
Choose the dog whose documented needs and unknowns you can responsibly manage. A long kennel stay deserves patience and careful investigation, not a label. The strongest decision is the one based on specific observations, complete medical information, an honest household match and a transition plan that leaves room for the dog to show you who it is outside the shelter.
