Stay on safe ground and contact your local environmental, fisheries or wildlife authority. Give them the location and describe what you can see. If multiple fish are affected, fish are gasping, dead fish are present, or the water looks or smells unusual, report it promptly. Don’t enter unsafe water or assume you should catch, carry or relocate the fish: there is no universal public rescue procedure for a fish found stranded beside a river.

What to do first

  1. Keep yourself safe. Watch from stable ground. Do not wade into fast, deep or otherwise unsafe water, and do not approach a bank or water edge that looks unstable.
  2. Contact the local authority responsible for rivers, fisheries or wildlife. Explain that you have found a fish in distress and ask what to do next. If you cannot identify the responsible office, use your local government’s current environmental or wildlife contact information.
  3. Report promptly if the incident may involve more than one fish or a water-quality problem. Tell the authority if several fish are affected, fish are gasping, you see dead fish, behaviour or appearance seems unusual, or pollution may be present.
  4. Observe without disturbing the scene. If it is safe to do so, note where and when you saw the fish, how many appear affected, what they are doing, and whether the water looks abnormal. These details can help officials assess the report; they are useful observations, not a required form.

The Environment Agency’s guidance for England asks the public to report dead fish, gasping fish, unusual behaviour and unusual skin appearance. Its fisheries officer Darren Wilson said early reporting can help prevent problems from escalating. That guidance is a reason to call rather than wait for a situation to become clearer.

Should you put a stranded fish back in the river?

Not automatically. The available public guidance does not establish a universal procedure for picking up a single live fish found completely out of the water and placing it back in a river. The safest general step is to contact the local authority and ask for instructions. Do not treat a fish rescue carried out by trained fisheries staff as permission for a passerby to catch, carry or release fish elsewhere.

If one live fish is on dry ground

Stay out of unsafe water and avoid improvising a rescue. A fish that appears stranded may be part of a wider incident, and the right response depends on the location and conditions. Call the responsible authority, describe exactly where the fish is and whether it is moving or breathing, and follow any instructions they give. If you cannot reach an official immediately, keep trying through the local authority’s published channels rather than moving the fish to a different stretch of river on your own.

If you see dead or dying fish, or suspect contamination

Do not touch dead or dying fish, and avoid contact with affected water until officials can assess the risk. That is explicit advice from the Western Australian Government for fish-kill events. It is sensible to take the same cautious approach while seeking your own local authority’s guidance, but use local instructions and contacts rather than assuming Western Australian procedures apply where you live.

Who should you call?

Use the current contact route for the place where you found the fish. Depending on the location, this may be an environmental regulator, fisheries department, wildlife agency or another river-management authority. A general emergency number is not a substitute for the responsible environmental service unless local instructions direct you there or there is an immediate danger to people.

Examples of location-specific contacts

  • England: The Environment Agency’s page, “What do we mean by ‘Fish in distress’?” (posted 7 July 2016), lists 0800 80 70 60 for reports of dead fish, gasping fish, unusual behaviour or strange skin appearance. Because that number comes from a 2016 page, confirm that it remains the current reporting route before relying on it.
  • Western Australia: The state government’s “Fish kill events” guidance lists DPIRD Fisheries FishWatch at 1800 815 507 as a 24-hour service, with separate contacts for Swan Canning Riverpark. These details apply to Western Australia, not other regions.

If you are elsewhere, look up the current contact details for the local environmental or fisheries authority. Do not assume that a number, agency name or response process from another country applies to your river.

What information to give when you report it

You do not need to identify the cause or species before calling. Share what you can observe clearly, and distinguish what you saw from what you suspect.

  • Location: Give the river name if known, a nearby landmark, access point or other directions that help responders find the spot.
  • Time: Say when you noticed the fish and whether you have seen the situation change.
  • Scale: Estimate how many fish appear affected and whether they are on the bank, in shallow water, gasping, moving unusually or dead.
  • Appearance and water conditions: Describe unusual skin appearance or water that looks different from nearby sections. Report a suspected spill or other possible source as a concern, not a confirmed diagnosis.
  • Your safety: Mention if reaching the location would require entering the water or approaching a hazardous bank. Do not take risks to collect more information.

Follow the authority’s questions and directions. If the situation worsens while you are waiting, update them. Avoid disturbing fish or water in an effort to make the report more conclusive.

Why fish may be in distress

There is no reliable way to diagnose the cause from appearance alone. Fish distress can follow environmental change, illness or pollution, and several causes may overlap.

The Environment Agency has described warm weather as a period when higher water temperatures can coincide with more prevalent fish disease, less available water and lower dissolved oxygen. It also identifies possible pollution sources such as sewage overflows, road runoff and decaying algae after rainfall. The Western Australian Government lists other possible fish-kill causes, including deaths after spawning, fish trapped in poor-quality water, disease, low dissolved oxygen, sudden changes in salinity, pH, turbidity or temperature, contaminants such as ammonia, metals, hydrocarbons and pesticides, physical irritants, and algal toxins.

These are possible explanations, not a checklist for diagnosing a particular river. A fish on a bank or a change in water appearance does not by itself establish pollution, disease or oxygen depletion. Reporting observable signs gives the relevant authority a chance to investigate the conditions.

What fisheries staff may do

Officials can assess a wider incident and choose a response based on local conditions. The Environment Agency describes possible interventions including aeration, diverting fresh water, monitoring the affected area and, where appropriate, relocating fish. These are examples of agency actions, not do-it-yourself rescue instructions.

In a documented 2020 drought response, Environment Agency fisheries specialists moved brown trout downstream on the River Lathkill in the Peak District to sections with more water. The agency said it would continue monitoring as parts of the river were likely to dry further and carry out additional rescues if needed. Its report noted that May rainfall was 11 per cent of the average for that month in the Peak District context; that figure describes that specific event, not a general rainfall threshold for fish rescues.

The distinction matters: specialists can evaluate conditions and coordinate an intervention. A passerby usually cannot know whether another section is suitable or whether moving the fish could make matters worse. Report the observation and leave relocation decisions to the responsible authority.

What not to do

  • Do not enter unsafe water or climb onto a hazardous bank to reach a fish or get a closer look.
  • Do not touch dead or dying fish or affected water when a fish-kill or contamination incident may be underway; follow local officials’ safety advice.
  • Do not catch or transport fish to another point in the river unless the responsible authority specifically instructs you to do so.
  • Do not diagnose the cause by appearance alone. Low oxygen, disease, water-quality shifts and contaminants can all be among the possible causes of distress.
  • Do not use advice for a different situation as a rescue protocol. For example, guidance on releasing a fish caught by an angler concerns catch-and-release fishing; it does not establish how the public should handle a wild fish stranded on a riverbank.

How this differs from a fish rescue by anglers

Advice for an angler releasing a fish they have caught addresses a different situation from finding a wild fish stranded on dry ground. New Mexico Department of Wildlife’s “Gone Fishing” material discusses catch-and-release practice; it does not provide a general public method for rescuing a stranded river fish. Do not transfer fishing instructions, equipment or handling assumptions to a fish in distress unless your local authority tells you to.

Frequently asked questions

Is it ever okay to move a stranded fish?

The sources cited here do not set out a universal public rule for moving one live fish found out of water. Ask the local environmental or fisheries authority for case-specific instructions, and do not relocate it to a different part of the river on your own.

Should I take a photo?

A photo may help show officials what you observed if you can take it from a safe place without approaching, touching or disturbing the fish. It is not worth risking your safety or delaying a report.

What if I only see one fish and the water looks normal?

Report the stranded fish to the local authority and describe the limited signs you can see. A single observation does not establish the cause, and it does not create a standard public handling procedure.
