You do not need to prove its identity or get a closer photograph: USFWS accepts reports of suspected sightings.
What to do when you spot a possible red wolf
Use this order of priorities: protect your distance, avoid changing the animal’s behavior, and report what you observed through the official channel. Red wolves (Canis rufus) are federally endangered, and USFWS describes the wild recovery effort as taking place in eastern North Carolina. Because identification from a brief view can be uncertain, treat an animal you cannot confidently identify as a possible red wolf rather than approaching to check.

- Stay at least 100 yards away. Do not move closer to see details, take a photograph, or improve your view.
- Give the animal room to continue its natural behavior. Do not follow it, remain beside it for a long time, or try to draw it closer.
- Keep to areas where you are permitted to be. Follow refuge closures and other posted restrictions, and do not enter private property.
- Report a suspected, unusual, injured, or dead animal. Contact the USFWS Red Wolf Recovery Program at 1-855-4-WOLVES (496-5837) or [email protected].
The USFWS Red Wolf Recovery Program says, “At minimum, you should be 100 yards (approximately the length of eight school buses or a football field) away.” It adds that if your presence affects the wolf’s movements or behavior, you should increase that distance. The 100-yard figure is a minimum, not permission to stay closer when the animal appears undisturbed.
How to watch without disturbing the wolf
A sighting is not an invitation to approach or wait for a better look. USFWS cautions that red wolves—especially young animals—should not become habituated to people or cars. Habituation can put their future safety at risk. The agency’s visitor brochure also advises visitors not to remain with an animal for a long time.

If the wolf changes direction, moves away, or otherwise appears affected by your presence, increase your distance rather than trying to keep it in view. Do not follow it on foot or by vehicle, block its path, bait it, or attempt to make it pose for a photograph. These actions can interfere with the animal’s movements and defeat the purpose of observing wildlife from a safe distance.
You may report what you saw without obtaining a photo. The official guidance reviewed for this article does not specify a required photograph, evidence package, or report form. Gathering extra evidence is not worth approaching, prolonging the encounter, or disturbing the animal; describe only what you observed safely and let USFWS assess the report.

Respect closures and property boundaries
Red-wolf habitat may include refuge land, restricted areas, and private property. Follow all refuge closures, signs, and area restrictions, even if an animal is visible beyond a boundary. Do not cross a fence or enter private land to get a closer look or find a better vantage point.

Access rules are separate from the reporting step: seeing a wolf does not grant permission to enter an otherwise closed or private area. Report the location as accurately as you can from somewhere you are authorized to be.

How to report the sighting to USFWS
Use the USFWS Red Wolf Recovery Program’s designated contacts:

USFWS asks the public to report suspected sightings, as well as unusual sightings and animals that are injured or dead. You do not have to be certain that the animal is a red wolf before contacting the program. If identification is uncertain, say that it is a possible or suspected red wolf rather than stating an unverified identification as fact.

What information to share
The reviewed USFWS materials do not prescribe a mandatory report format or list required details. As a practical aid, share the information you already know and can provide without moving closer: where and when you saw the animal, what you could safely observe about its appearance or behavior, and whether it seemed injured or dead. If you do not know a detail, leave it out rather than guessing.
A photo is not a prerequisite stated in the program’s public guidance. If you already took one from a safe distance without lingering or disturbing the wolf, you can mention that when you contact the program. Do not return to the location or approach the animal to collect a better image, confirm a detail, or prepare additional evidence.

If the animal is injured, dead, or only briefly visible
If it appears injured or dead
Report the animal to the same USFWS hotline or email. Do not touch, move, or approach it to check its condition. Give the location as accurately as possible from a permitted place and describe what you could see at a distance.
If you saw it only briefly or are unsure of the species
A brief encounter can still be reported as a suspected sighting. State what you actually observed and where and when you saw it; do not delay the report in an effort to get certainty. The program’s request for suspected sightings means that a person who is unsure does not need to present a confirmed identification.
If the sighting is in a closed area or on private land
Do not cross the boundary to improve your view or get closer. Report the location based on your safe, lawful vantage point and continue to respect the closure or property boundary.
Why distance and accurate reporting matter
Red wolves are federally endangered, and USFWS’s recovery program works to support wild red wolves in eastern North Carolina. In that setting, preventing animals—particularly young wolves—from becoming accustomed to people and vehicles is part of protecting their future safety. Quietly leaving space also makes the sighting less likely to affect the animal’s movements or behavior.
Reporting suspected sightings gives USFWS information to assess without asking the public to make a definitive identification. North Carolina Wildlife Resources Commission also provides red-wolf information, including separate instructions for hunters who harvest a collared or ear-tagged canid. That specialized hunter context is not the general public’s route for reporting a sighting: members of the public should use the USFWS Red Wolf Recovery Program hotline or email above.
