First, find out who created the list and get the exact rule in writing. A government ordinance, a landlord’s lease, an HOA policy, and an insurer’s terms are not the same restriction, and the right next step depends on your location, your dog’s status, and any deadline in the notice.
Identify who issued the restriction and what it covers
Ask for a copy of the ordinance, lease clause, housing policy, HOA rule, or insurance term—not just a verbal description of a “restricted breed list.” Record the issuing organization, the jurisdiction, when you received the notice, and any deadline or stated consequence. Check whether the rule applies to your home, public spaces, or an insurance policy; a restriction in one setting does not automatically answer what applies in another.

Read the wording closely. It may classify dogs by breed, appearance, weight, behavior, or an individual dangerous-dog determination. Ask who makes that determination, what evidence they consider, and whether there is a review or appeal process. Request the answer in writing.
Determine whether your dog is a pet or an assistance animal
Service-animal public-access rules and housing accommodations are distinct. Do not call an ordinary pet a service animal to get around a restriction. If disability-related assistance is involved, identify the setting and the applicable process before responding to the notice.

Service dogs in public places
The U.S. Department of Justice states that “The ADA does not restrict the type of dog breeds that can be service animals.” Its guidance says a municipality with a breed ban must make an exception for a service animal unless that particular dog poses a direct threat based on its actual behavior or history. Breed stereotypes alone do not establish that threat. This guidance concerns public access under the ADA; it does not settle a private housing or ordinary-pet dispute. See the DOJ’s service-animal FAQ and Title III regulations.
Assistance animals in housing
If you have a disability and the animal provides disability-related assistance, you may ask your housing provider for a reasonable accommodation to its pet restrictions. Follow the provider’s accommodation process and make the request in writing. HUD says a housing provider may consider whether the specific animal would pose a direct threat to others’ health or safety, including whether reasonable accommodations could eliminate or reduce that threat. A breed label by itself does not resolve an individual request. Read HUD’s assistance-animal guidance and seek local fair-housing help if the request is denied.

If the restriction is for an ordinary pet, request an individual review
Ask whether the decision-maker allows an exception or individualized review, and what evidence it will consider. Prior landlord or neighbor references, trainer or daycare information, and veterinary records can help describe the individual dog; ASPCA identifies these as potentially useful references for landlords. They are not a guarantee of approval or a legal right to an exception. See ASPCA guidance for landlords considering pets.

If the restriction comes from a government authority, contact the animal-control office or other authority that issued it and ask about the applicable rule and review procedure. If it comes from a landlord or HOA, ask for its written policy and appeal route. Do not assume that an exception is available unless the rule or decision-maker says so.

Check insurance rules separately
An insurer’s breed rule is a policy or underwriting issue, not necessarily the same as a housing rule. Ask the insurer to identify the exact policy language and any available review, then check with your state insurance regulator about applicable state law.
For example, Illinois law, 215 ILCS 5/143.10e, bars specified adverse actions on covered homeowner and renter policies based solely on breed, while retaining an exception related to an individual dog determined dangerous or vicious under the cited state act. The law applies to the policies and dates it specifies; it is not a nationwide rule. Consult the Illinois statute and do not assume another state has the same protections.

Gather records and protect any deadline
Keep one dated file with the written restriction and related communications. Include the lease or policy, notices, dog identification, veterinary records, proof of vaccination and local licensing, behavior history, and relevant references. ASPCA notes that housing providers may ask renters for proof of licensing and vaccination compliance; its renter guidance also discusses housing barriers.

Check the rule for your location
There is no single nationwide outcome for every dog on a restricted list. State and local laws, housing arrangements, policy wording, and the dog’s circumstances can change the answer. UK rules illustrate why location matters: the UK government says banned-dog classification depends on appearance rather than breed name. That guidance is specific to the UK and should not be applied to a U.S. case. See UK government guidance on banned dogs.
