Stop walking, keep the leash secure, and do not pull or drag your dog. A freeze can signal distress, pain, or discomfort with equipment, but it does not reveal the cause on its own. Give your dog space, look for what happened just before the stop, and check that the collar or harness is comfortable. If the change is sudden or your dog may be in pain, contact a veterinarian.
What to do in the moment
- Stop and stay calm. Keep a secure connection, but do not jerk the leash, drag your dog, or physically push them forward.
- Give your dog more space. If they seem overwhelmed, calmly move farther from the trigger or turn back toward a quieter area. Oregon Humane Society advises avoiding forced exposure and calmly leaving when a dog signals fear (Oregon Humane Society guidance for fearful dogs).
- Observe before changing anything. Notice what happened immediately beforehand: the harness coming out, stepping onto a surface, a noise, a person, another dog, or a particular route. Trembling, panting, a lowered or tucked posture, scanning, hiding, or trying to flee can be clues of distress. A dog that will not take a normally appealing treat may also be too uncomfortable to engage. These signs are not a diagnosis; AAHA includes freezing and several of these behaviors among possible signs of anxiety or distress (AAHA behavior management guidelines).
- Check the equipment gently. Look for rubbing, tightness, pressure on the neck, or restricted shoulder movement. If putting on or handling the gear appears painful, stop and contact your veterinarian rather than trying to solve it by changing the walk.
- Only practice if your dog can relax and engage. In a quiet place, reward voluntary approaches to the leash or harness and build gradually toward wearing it and taking a few steps. Keep sessions short and stop before discomfort returns. If your dog remains frozen or cannot engage, reduce the challenge or end the session.
Why a dog may freeze on leash
Freezing is a behavior to take seriously, not proof of one particular cause. AAHA lists immobility or “freezing” among possible anxiety or distress signs in clinical settings, alongside signs such as trembling, panting, hiding, lowered posture, and decreased appetite. On a walk, context matters: the trigger could be a sound, a place, a person or dog, the walking surface, equipment, discomfort, or a combination.
Pay special attention to whether the behavior is new. Oregon Humane Society recommends contacting a veterinarian about sudden behavior changes to rule out an underlying medical problem. A dog that abruptly stops walking, seems sore, or reacts when gear is touched should be assessed rather than assumed to be stubborn.
Check whether the harness or collar is comfortable
A poorly fitted or uncomfortable collar, lead, or harness may contribute to reluctance. Battersea recommends checking the fit and advises that a harness should avoid pressure on the neck and allow free shoulder movement (Battersea’s dog-walking advice). A Y-front or Y-style harness may be worth considering if the current one rubs, presses on the neck, or restricts movement, but no harness style is right for every dog. VCA also emphasizes fit, freedom of movement, and preventing escape (VCA leash-walking guidance).

- Check for chafing, pinching, or pressure, especially where straps meet the body.
- Make sure the harness does not restrict shoulder movement or press on the neck.
- Consider how the dog responds to different ways of putting a harness on; Battersea describes over-head, step-in, and clip-around styles and suggests watching which the dog prefers.
- Do not treat new equipment as a fix for pain or fear. If gear seems painful or the dog suddenly avoids it, pause and ask a veterinarian.
Build confidence with small, voluntary steps
Once pain or an equipment problem is not suspected and your dog is relaxed enough to participate, make practice easy and brief. Battersea recommends rewarding small steps around equipment and introducing the lead indoors; VCA recommends short, treat-reinforced leash practice and increasing distance from a distraction if the dog cannot disengage.
- Let your dog investigate the harness or lead without putting it on. Reward voluntary interest if your dog is comfortable.
- Gradually practice wearing the equipment in a quiet place, pairing each manageable step with a reward.
- Try a few steps indoors or in a calm area before increasing the duration or adding distractions.
- If your dog freezes, stops taking food, or looks increasingly distressed, make the next attempt easier or finish the session. Do not use food to lure your dog into a situation they are trying to escape.
Small treats are optional rewards, not a treatment. If your dog refuses food they would normally take, that can be a sign the situation is too difficult; create more distance or stop instead of insisting.

What not to do
Do not punish, yank, or force a frightened dog to move. AVSAB’s 2025 board statement recommends reward-based methods for dog training and behavior modification and says aversive methods should not be used. It specifically states: “Aversive methods (including but not limited to electronic collars, prong collars, choke chains, leash corrections, and other forms of physical or psychological punishment) should not be used under any circumstances.” (AVSAB position statements).

- Sudden change in willingness or mobility: Contact a veterinarian to assess for a medical issue.
- Possible pain or gear avoidance: Stop the handling or equipment use that appears uncomfortable and consult your veterinarian.
- Fear that continues or progress that stalls: Ask your veterinarian about tailored behavior support. Battersea recommends individualized help when needed.
- Severe distress or risk of injury: If your dog may hurt themselves, another animal, or a person, seek professional help promptly. ASPCA advises referral through the Animal Behavior Society or American College of Veterinary Behaviorists and identifies CCPDT as an example of an independent trainer-credentialing organization (ASPCA guidance on aggression and referrals).
- Strong barking or lunging around triggers: VCA advises veterinary referral for individualized behavior-consultant and trainer support.
Ask your veterinarian to help identify a provider with relevant qualifications and reward-based methods who can tailor a plan to your dog and situation. AVSAB recommends reward-based training and behavior modification; ASPCA advises considering both the dog’s and guardian’s circumstances and the training objective.

Loose-leash walking often takes regular practice over months, according to VCA, but that general estimate concerns loose-leash skills and does not predict how long it will take an individual dog to stop freezing.
