What to Know Before Adopting a Pet: Costs, Health Records, and the Adjustment Period

A practical guide to adopting a pet responsibly, covering variable fees, ongoing costs, medical records, the first vet visit, home preparation, and realistic adjustment expectations.

Adoption is more than the day you bring an animal home. A workable plan covers the organization’s fee and what it does not cover, the pet’s available medical history, a safe first-day setup, and enough time for the animal to learn that your home is predictable.

Dogs and cats can settle quickly or need substantial support; no timetable fits every individual. Use the guidance below to make informed decisions without assuming that a shelter fee, a complete record set, or a three-month adjustment is guaranteed.

Start with the adoption organization’s process and fee

There is no standard adoption fee across shelters and rescues. Each organization sets its own price, application steps, eligibility rules, and included services. Ask for the exact terms before you commit.

What an adoption fee may cover

Fees commonly help reimburse care the organization has already provided, such as veterinary treatment, spay or neuter surgery, vaccinations, deworming, food, and shelter operations. That list is not automatic: one organization may include several services while another may charge separately or have a different medical protocol. Adoption events can also lower or waive fees for a limited time.

Ask these questions in writing if possible:

  • Which vaccinations, parasite treatments, tests, and surgeries are included?
  • Has the animal been spayed or neutered, and if not, what is the organization’s plan?
  • Is a microchip included, and how will registration be transferred?
  • What records and adoption documents will you receive?
  • Does the organization provide post-adoption medical or behavior support?
  • Are there deadlines, deposits, licensing obligations, or other charges?

Compare organizations, not just prices

A lower fee is not necessarily the lower-cost option if you must immediately repeat treatment or buy missing supplies. Compare the transparency of medical and behavior information, the quality of fit-matching, included veterinary work, return policies, and support after adoption. The right choice is the organization that can explain what it knows, what it does not know, and what happens if the placement is not safe or sustainable.

Build a budget beyond the fee

The adoption payment is one line in a continuing budget. Food, equipment, preventive medicine, routine examinations, grooming or training, and unexpected treatment can all become recurring or one-time expenses. Age, body size, coat, activity, existing illness, and your household’s choices change the total substantially, so a universal annual or lifetime figure would be misleading.

Cost categories to plan for

Category Examples What changes the cost
Adoption and initial care Organization fee, required licensing or registration, and any care not included in the fee Organization policy, location, promotions, and the animal’s medical status
Daily needs Food, treats, bowls, litter, bedding, toys, waste bags, and replacement items Species, size, diet, allergies, consumption, and product durability
Preventive veterinary care Examinations, vaccinations, parasite prevention, microchip services, and testing recommended for the individual animal Age, health history, local disease risks, and veterinary pricing
Training and maintenance Grooming, nail or coat care, training classes, behavior consultation, and boarding or pet care Coat type, behavior, schedule, and whether you can do tasks safely at home
Unplanned care Illness, injury, diagnostics, medication, surgery, or emergency-clinic visits Chance events, pre-existing conditions, severity, and time of treatment

Ask a local veterinary practice for an individualized estimate of preventive care before adoption. It is also sensible to decide how you would pay for an emergency: savings, a dedicated credit arrangement, help from family, or another lawful option. Do not assume that an inexpensive adoption fee makes medical care inexpensive.

Affordability and rehoming context

Historical ASPCA research illustrates why a realistic plan matters. A 2015 estimate put the number of U.S. households rehoming or surrendering pets at 6.12 million over five years. Among surveyed owners who had given up a pet because of a pet-related issue, 26% said they could not afford medical care for the animal’s health problems. In a surveyed subgroup with household income below $50,000, 40% identified free or low-cost veterinary care as the service that might have helped most. These are dated, survey-specific findings, not current prevalence rates for every owner.

“While some of the reasons people re-home their pets are quite complex and difficult to change, many reasons given by the respondents in this study might have been easily resolved through affordable, accessible veterinary care, pet-friendly housing and access to other supplies and resources.”

Collect the health records before you leave

Request every record the shelter or rescue has, even when the file is incomplete. Missing paperwork does not prove that a procedure was never done; ask staff to check their system and tell your veterinarian what remains uncertain.

Records and facts to request

  • Vaccination dates, product names when recorded, and the next due date.
  • Deworming and other parasite-treatment dates, products, and schedules.
  • Spay or neuter status and surgery information.
  • Known diagnoses, injuries, allergies, medications, and treatment instructions.
  • Laboratory, imaging, infectious-disease, or screening results.
  • Microchip number and registration-transfer instructions, if available.
  • Current food, feeding amount, behavior notes, and restrictions observed in care.

Keep the originals or clear copies with your adoption paperwork. Photograph paper documents so they are available if the originals are lost, and give the complete set to the veterinary practice.

Schedule the first veterinary examination promptly

Arrange an examination as soon as possible after adoption. Petfinder’s checklist recommends a visit within the first week to discuss preventive care, including flea, tick, and heartworm protection. AVMA guidance for a new dog likewise advises bringing original-owner medical information, including vaccination and deworming history, to the first visit and arranging an examination promptly. Your veterinarian—not a generic online schedule—should decide what is due for this individual animal.

Prepare for the appointment

  1. Bring adoption paperwork, all medical records, medication containers, and the name of the current food.
  2. Write down appetite, stool and urine changes, coughing, sneezing, itching, vomiting, sleep, and any behavior that concerns you.
  3. List every question, including vaccine timing, parasite prevention, dental care, nutrition, reproductive status, and safe exercise.
  4. Ask what should happen next, the date or age for each follow-up, and which signs require an urgent call.
  5. Save the clinic’s phone number and identify an emergency clinic before you need one.

Do not start, stop, or reuse medication based only on a shelter label or a general checklist. Dosage, product choice, and timing depend on species, weight, age, health, and local risks.

Prepare a safe home base before arrival

Set up one quiet, low-traffic retreat before the animal enters the home. A limited area helps a frightened pet rest and lets you supervise eating, elimination, and exploration. Use a gate or closed door to control access while you learn the animal’s habits.

Pet-proof the environment

  • Secure electrical cords, medications, cleaning products, small objects, toxic plants, trash, and reachable food.
  • Check windows, balconies, doors, fences, and other escape routes.
  • Store food and chemicals in closed cabinets or containers.
  • Remove or separate items that resident animals may guard.
  • Plan where the pet will sleep, eat, eliminate, and retreat without being disturbed.

If you already have animals, start with separate rooms and separate food, water, beds, litter, and toys. Introduce them gradually through controlled, supervised sessions that follow the shelter’s and veterinarian’s advice. Do not force nose-to-nose contact or make unfamiliar animals share resources immediately.

Dog setup

  • Correctly sized crate if a crate suits the dog and is introduced as a safe place.
  • Bed or washable blanket.
  • Food and water bowls and the food the dog is currently eating.
  • Collar with identification, plus a secure leash or harness.
  • Waste bags and a few safe, size-appropriate toys.

Cat setup

  • Secure carrier for transport and future veterinary visits.
  • Food and water bowls and familiar food when available.
  • Litter box or boxes, litter, and a scoop. Petfinder’s checklist suggests ideally at least two boxes; treat that as guidance rather than a universal rule.
  • Bed or blanket, scratching post or pad, and toys.
  • A perch or elevated resting place if the room can accommodate one safely.

Choose equipment for the particular animal’s size, chewing strength, mobility, and known hazards. Products are tools, not requirements to purchase everything at once; ask what the organization is sending home and replace unsuitable items after you observe the pet.

Understand the adjustment period without using a deadline

ASPCA’s 3-3-3 framework is a memorable way to anticipate stages, not a promise that every animal will be settled on day three, week three, or month three. Some pets act comfortable quickly; others remain cautious for much longer because of age, temperament, previous experience, illness, or the complexity of the new household.

First three days: reduce pressure

A newly adopted pet may be nervous, quiet, restless, withdrawn, or unable to show its usual personality. Keep visitors and noise to a minimum. Offer predictable meals and bathroom opportunities, supervise short explorations, and let the animal retreat. Avoid forced cuddling, punishment, introductions to crowds, or access to the entire home at once.

Following weeks: establish a pattern

As the pet decompresses, you may see more energy, play, vocalization, guarding, fear, or other behaviors that were not obvious at the shelter. Maintain consistent feeding, sleep, exercise, and bathroom routines. Expand access one room at a time when the animal is coping well. Reward desired behavior and use calm, consistent boundaries rather than intimidation.

First three months: build trust and household skills

Trust and integration can continue throughout the first several months. Continue positive reinforcement, predictable rules, and gradual exposure to household members, visitors, sounds, handling, and other animals. A pet that appears settled can still regress after a change, illness, frightening event, or overly rapid introduction.

Know when to ask for help

Contact the veterinarian early about appetite loss, persistent diarrhea or vomiting, breathing problems, pain, marked lethargy, injury, or any symptom that worries you. Ask the shelter or rescue about behavior support when fear, aggression, separation distress, house-soiling, destructive behavior, or conflict with another pet is emerging. A qualified behavior professional can help you create a safe plan.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

ASPCA notes that many behavioral challenges can be managed, while lack of access to support can contribute to relinquishment. Seeking help is not a failure and is safer than waiting until a problem becomes a crisis. If anyone in the household is at immediate risk, separate the animals safely and obtain urgent professional guidance.

Use insurance and other financial protections carefully

Pet insurance is one possible way to manage future veterinary bills, not a substitute for an emergency fund or preventive care. Before enrolling, compare the premium, deductible, reimbursement method and percentage, annual or per-condition limits, exclusions, waiting periods, and treatment of pre-existing conditions. ASPCA warns that waiting periods and pre-existing-condition exclusions may apply. Read the current policy wording and ask how claims are paid before assuming a condition will be covered.

Why preparation supports shelter animals

ASPCA’s current U.S. shelter estimates report that 5.8 million dogs and cats entered shelters and rescues in 2025, 4.2 million shelter animals were adopted, and approximately 597,000 were euthanized. The same page reports that 59% of 2025 intake were strays and 30% were owner surrenders. These are ASPCA’s 2025 U.S. estimates, not timeless rates or a forecast for every community.

A careful match and a prepared home improve the chance that adoption remains permanent. As ASPCA president and CEO Matt Bershadker puts it, “Keeping pets in loving homes, removing barriers to adoption and helping lost pets return to their families are some of the most effective ways to support animals and reduce pressure on shelters that are already operating at or beyond capacity.”

A practical adoption-day checklist

  1. Confirm the fee, included veterinary services, return policy, and support contact.
  2. Collect every available medical and identification record.
  3. Verify transport arrangements and use a secure carrier, crate, harness, or leash appropriate to the animal.
  4. Bring the pet directly to the prepared retreat rather than beginning a tour or gathering.
  5. Offer water, the recommended food, and a quiet chance to rest.
  6. Book the first veterinary examination and save an emergency-clinic number.
  7. Track eating, drinking, elimination, medication, and concerning symptoms.
  8. Increase freedom and introductions gradually, following the pet’s behavior and professional advice.

The goal is not to make an adopted animal behave as though it has always lived with you. It is to provide enough safety, information, money, and time for the animal’s individual needs to become clear.
