Choose based on cleanup, your puppy’s tendency to chew or shred, whether the surface could be confused with rugs or bedding, and whether you want to transition to outdoor grass. Pellets, pads, turf, sod, and paper each solve different problems; whichever you choose, a consistent routine and prompt rewards matter just as much.
Compare the six housetraining materials
The American Kennel Club’s comparison is qualitative, not a product test. The tradeoffs below describe material types, not guaranteed performance from every product.

| Material | Where it can help | Tradeoffs to consider |
|---|---|---|
| Paper or pine pellets | Pellets do not look like household textiles, and you can remove soiled portions. Paper pellets are widely available; pine pellets absorb moisture and break down when wet. | Bags can be heavy, and puppies may scatter pellets. Use a tray the puppy can enter and leave. Avoid scented or deodorized litter and clay cat litter: a puppy may try to eat it, and clumping types are dusty. |
| Disposable pads | They are easy to store and discard, come in different sizes, and can suit apartment living, bad weather, or schedules that make frequent outdoor trips difficult. | A puppy may shred them. Because they resemble fabric, they can blur the distinction between a potty spot and rugs, towels, or beds. Replacing them also means recurring purchases. |
| Reusable washable cloth pads | Leakproof backing, machine washing, and durability can make them a reusable alternative; they may be less tempting to shred than disposable pads. | They require regular laundering and can still resemble household textiles to a puppy. |
| Artificial turf | It is reusable, can be cleaned with a hose, and may help some dogs associate an indoor potty surface with outdoor grass. | Cleaning is less convenient without hose access. Keeping a spare can help while one piece dries. |
| Sod | Real grass offers a surface that can feel familiar when the goal is outdoor grass. | Availability may vary by season. Soil cannot be sterilized; sod needs watering and maintenance, is heavy, and puppy urine will eventually kill it. |
| Unprinted newsprint | Clean packing paper is easy to store and dispose of, and it is biodegradable. | Puppies may shred it. Sheet sizes vary, and it can be messy, less absorbent, or expensive. |
For more detail on these material tradeoffs, see the American Kennel Club’s comparison of puppy housetraining materials.
Choose according to your constraints and end goal
If convenience is the priority
Disposable pads are simple to store and discard, while washable pads reduce the need to replace the surface after every use. The practical difference is ongoing disposal and purchases versus laundry. Whichever pad you choose, consider whether your puppy already targets soft household items.

If your puppy chews or scatters the material
No surface is guaranteed to withstand chewing. Pellets avoid the textile-like appearance of pads, but puppies can scatter them; cloth pads may be less tempting to shred than disposable ones, but still resemble fabric. Supervise your puppy and select a setup that is easy to keep safe and clean.
If you want a grass-like surface
Artificial turf is reusable and hose-cleanable; sod is real grass but brings watering, maintenance, sanitation, and availability considerations. Either may make sense when grass familiarity is a priority, but neither removes the need to teach a consistent potty location.

Make the surface part of a housetraining routine
Start when the puppy comes home. Take them to the chosen potty area after waking, eating, drinking, playing, and naps. Supervise closely, and reward success immediately so the puppy can connect the reward with the location and behavior. The AKC’s step-by-step puppy potty-training guidance explains the routine and management basics.

Use a crate as management, not punishment
A properly sized crate can support supervision between potty opportunities. It should let the puppy stand, turn around, and lie down, without enough extra room to make one end a toilet. Introduce it positively, and do not confine a puppy longer than their needs allow.

Plan for indoor-to-outdoor transition
Pads and paper training can teach a puppy that there are two acceptable elimination options. If your goal is outdoor-only pottying, make the transition deliberate. One method described by the AKC is to move the pad gradually toward and then outside the door, shrinking it over time if needed. Pads can still be useful when an owner cannot return home frequently or when very small dogs face severe winter weather; account for that practical need when choosing a plan. See the AKC’s guide to potty pad training.
Handle accidents without undermining training
Clean the spot thoroughly with an enzymatic pet stain cleaner and follow its label instructions; residual odor may draw a dog back to the same place. Avoid punishing the puppy after an accident has happened. Instead, reinforce the desired location and adjust supervision or access to prevent another mistake. The AKC covers these steps in its guide to potty training and preventing indoor accidents.

What breeder advice about early substrates means for new owners
The AKC’s breeder-focused material describes introducing a substrate to breeder-raised puppies at about three weeks and placing the bed and potty tray at the same height, with a clear choice between sleeping and elimination areas. That is context for breeders managing a litter, not a universal age prescription for someone bringing home a puppy.
