Find and replace yours safely.Free scan · under a minuteBefore acquiring an exotic animal, a UK park should verify the applicable licensing requirements, assess whether its facilities and staff can meet that species’ needs, and document plans for health, transport, containment, records and conservation. The checks must be specific to the animal and its route into the collection: there is no universal enclosure specification or single zoo licence that settles every species-specific permission.
1. Confirm the licensing route before committing
For England, Scotland and Wales, a zoo licence is generally required when wild animals are displayed to the public for at least seven days in a 12-month period, subject to statutory exclusions and dispensations. The application authority is the local council where the whole zoo, or the majority of it, will be located. The UK Government’s zoo licence guidance says to give at least two months’ notice before applying.
Those figures describe the general licensing guidance, not an automatic rule that every new animal requires a new licence. Ask the relevant council whether the proposed addition requires a licence variation or another action in this particular case. If the park is in Northern Ireland, confirm its applicable licensing route with the relevant authority; the cited guidance covers England, Scotland and Wales.
Prepare the information the authority needs
The application asks for details including the site location, species and animal numbers, housing and care arrangements, staffing, visitor and vehicle numbers, entrances and exits, and conservation arrangements. Assemble accurate plans for the proposed collection and facilities before applying, rather than treating the animal purchase as the first step.

2. Check which standards will apply on the acquisition date
The Defra standards index, updated 20 January 2026, states: “The 2012 Secretary of State’s standards of modern zoo practice will remain in effect until 23 May 2027.” The 2027 Standards of Modern Zoo Practice for Great Britain take effect on 24 May 2027. Some provisions have later transition dates; the index highlights bird-of-prey tethering and elephant requirements. Check the standard and any species-specific transition date against both the planned arrival and the period when the animal will be kept. See Defra’s standards index.
The 2025 standards document includes topics such as transport, conservation, education and research. Use the appendix relevant to the candidate species rather than assuming that a general summary covers its detailed requirements. The standards’ stated coverage is Great Britain; do not assume that this timetable alone establishes the rules for Northern Ireland. Read the 2025 Standards of Modern Zoo Practice.

3. Test whether the habitat suits the species
Zoo licensing requires accommodation to be suitable for the types of animals kept, and government operating guidance says animals must be kept in an environment suitable for their species. The Zoo Licensing Act frames accommodation in relation to animals’ biological and conservation requirements. These are species-led duties, not a single minimum size or generic enclosure design. Defra, APHA and Natural England’s guidance on keeping zoo animals and the Zoo Licensing Act 1981 licensing provisions set out the relevant framework.
Before selecting an animal, have the proposed accommodation assessed against the relevant standards and the species’ needs. The following are practical prompts for that assessment, not universal design specifications:

- Space and structure: assess usable space, layout and features the species needs to move, rest, climb, swim, dig or otherwise use its environment.
- Environmental conditions: check that climate, lighting and substrate can be maintained appropriately throughout the animal’s normal activity and rest cycles.
- Behaviour and retreat: plan opportunities for species-typical behaviour and for animals to withdraw from visitors or one another.
- Social needs: determine suitable grouping and whether the planned space allows animals to coexist or separate safely.
- Daily care and hygiene: plan access to suitable food and water, cleaning routines, quarantine arrangements and safe separation from visitors and other animals.
4. Match care, staffing and veterinary capacity to the animal
A suitable building is not enough if the park cannot provide competent care every day. The licensing framework includes high standards of husbandry, veterinary care and nutrition; the licence application also asks how animals will be housed and cared for and what staffing is available. The Act’s licensing provisions describe these measures.
- Confirm that staff have the training and practical expertise needed for the species and its routine care.
- Set out routine husbandry, feeding and observation arrangements, including who is responsible on each shift.
- Establish access to preventative and curative veterinary care and appropriate nutrition before the animal arrives.
- Check that staffing, supplies and contingency cover can support those arrangements, not just the opening-day plan.
5. Establish origin, health, transport and recordkeeping plans
Before making a commitment, establish where the animal comes from, what is known about its health history, how it will be transported, what quarantine it needs and whether it is compatible with the existing collection. Arrivals from sanctuaries or other zoos also count as acquisitions for collection-record purposes under government guidance.

Keep collection records that cover numbers, acquisitions, births, deaths, disposals and escapes, as well as health information. The government guidance on keeping zoo animals addresses these records. Transport is also covered in the 2025 standards; check the relevant species provisions for the proposed journey.
Species, origin and acquisition route matter for separate import, CITES, invasive-species, health and transport requirements. Confirm which permissions and rules apply with the relevant official authorities and zoo specialists before proceeding; a general zoo licence should not be taken as proof that every other permission is in place.

6. Assess containment, safety and emergency response
Licensing criteria require the zoo to do as much as possible to prevent escapes and to stop pests and vermin entering; the zoo must also avoid harming local health or safety. Translate those duties into a site-specific risk assessment for the animal, enclosure, surrounding site and people who work at or visit the park. The zoo licence guidance describes the criteria.
- Identify plausible escape routes and assess whether the proposed barriers and operating routines address them.
- Plan how staff will respond to an escape, enclosure failure or other emergency, including how visitors and other animals will be protected.
- Assess safe working and visitor arrangements around the enclosure, plus measures to exclude pests and vermin.
The right mitigations depend on the species and site; the licensing criteria do not supply one universal enclosure-security design.
7. Specify the conservation and education contribution
A zoo must support biodiversity education and meet at least one listed conservation-related condition: conservation research or training, sharing conservation information, captive breeding, or helping to repopulate or reintroduce species into the wild. Ask which of these the proposed addition will support and how the park will make that contribution meaningful. Display alone is not evidence of a conservation contribution. The available duties are described in the licence guidance and government operating guidance.
Make the acquisition decision species by species
Proceed only when the park can show that the legal route is clear, the applicable standards have been checked, the habitat and care plan fit the animal, and the necessary people, veterinary arrangements, records, safety measures and conservation rationale are in place. If any of those depend on unconfirmed species or route-specific requirements, resolve them before acquiring the animal rather than relying on a generic checklist.
