You can help end puppy mills by choosing adoption or rescue, supporting laws that limit retail puppy sales, contacting elected officials about stronger oversight, and reporting suspected cruelty with specific documentation. You can also help prospective dog owners recognize risky sellers and find reliable information. These steps target different parts of the problem: consumer demand, sales channels, enforcement, and public awareness.

Choose adoption or rescue when you’re ready for a dog

Adopting from a shelter or rescue is one way to avoid supporting commercial puppy sales. The ASPCA includes adoption among its recommended actions and describes retail-sale bans as a way to restrict a sales channel used by puppy mills. If you’re not ready to bring home a dog, you can still help through advocacy, reporting, and education.

If you decide to work with a breeder, look for one who is open about the dogs’ care and health and does not obscure where the puppies came from. A USDA license is not, by itself, proof of humane treatment; licensing and enforcement are separate issues, and animal-welfare groups have called for stronger oversight.

Support laws that address puppy sales and care

Policy can intervene at different points in the supply chain. Retail-sale restrictions aim to limit where commercially bred puppies can be sold; federal oversight proposals focus on inspections and enforcement at licensed facilities. State and local rules vary, so check the current law and any active proposals where you live.

Policy route What it addresses How residents can participate
State and local retail-sale restrictions Access to retail sales channels, including sales through pet stores. Some laws allow stores to partner with shelters or rescues. Check your city, county, and state rules; follow local proposals and contact elected officials or attend public meetings.
Federal facility oversight Inspection and enforcement at federally licensed facilities. Contact your members of Congress and review current federal legislation through official congressional sources.

The ASPCA says close to 300 U.S. cities and counties have enacted retail pet-sale bans; that figure is reported on its policy page and may change. The organization also cites California and Maryland as early state adopters and New York’s 2022 Puppy Mill Pipeline Bill. Verify current rules locally rather than assuming a ban applies throughout a state.

Ask representatives about federal oversight

The ASPCA’s campaign describes Goldie’s Act, H.R. 349, as a proposal to strengthen inspections of licensed facilities, require intervention when animals are suffering, establish meaningful penalties, and improve timely communication with local law enforcement in suspected cruelty or neglect cases. This description reflects the advocacy organization’s account of the bill’s proposed provisions, not a confirmation of its current status. Check the latest bill text and status on Congress.gov before contacting your representatives.

Report suspected cruelty or a suspicious seller

If you see signs that dogs may be neglected or a seller may be concealing the source of puppies, preserve what you can and report the concern to an appropriate local or animal-welfare authority. The right agency depends on your location and the circumstances. There is no single route established for every report, and a report does not guarantee a particular outcome.

Save details that can help authorities assess the concern

  • Seller, business, or broker name and the location where the dogs are kept or sold.
  • Website addresses, online listings, advertisements, and the date you saw them.
  • Photos or videos, if you can obtain them safely and lawfully.
  • Veterinary records or other relevant documents, if available.
  • A license number, if known, and communications with the seller.

Do not trespass or put yourself or an animal at further risk to collect evidence. Contact local animal control, law enforcement, or a relevant animal-welfare agency to ask which office handles the concern in your jurisdiction. The Stop Online Puppy Mills resource also advises documenting suspicious breeders, brokers, online sellers, and sick puppies.

Help others recognize the problem

Share accurate information with people considering a puppy, and point them toward adoption, rescue, and responsible-breeder guidance. The American Humane Society describes puppy mills as operations where profit takes priority over dogs’ health and welfare, with possible gaps in veterinary and behavioral care, socialization, and attention to genetic disease. This is the organization’s position statement, not a universal legal definition.

Why sustained action matters

The scale of the problem is difficult to express as a live count. In an article published September 18, 2024, the ASPCA said a quarter of a million dogs across the United States live in federally licensed puppy mills. That is the organization’s dated estimate, not a newly verified 2026 census. The American Humane Society’s March 1, 2026 position statement puts the challenge this way: “Ensuring that puppy mills cannot thrive depends on people being able to recognize and avoid them, law enforcement being able to regulate them, and responsible breeders having the resources they need to help meet public demands for a sustainable supply of healthy, ethically raised dogs and puppies.”
