A New Approach to Saving Cats at a Tiny Animal Shelter

Small shelters can help more cats by matching each one to a suitable pathway: supported foster care, reunification, community-cat services, or shelter placement.

A small shelter can help more cats by matching each one to the right pathway—not by trying to house every cat inside its own building. A practical approach combines supported foster care, thoughtful intake and owner reunification, and community-cat services such as return-to-field and trap-neuter-return-manage (TNRM). These options work together; which one fits depends on the cat, available local help, and the shelter’s capacity.

Start by choosing a pathway for each cat

Before accepting a cat into the shelter, gather enough information to make a safe, timely plan. Record where the cat was found, whether an owner may be looking, the cat’s health and behavior, and why the person is seeking help. Then consider the cat’s needs alongside the shelter’s housing, veterinary, behavioral, foster, and partner capacity.

Admission is one possible route, not the automatic answer to every situation. The ASPCA calls for clear pathway planning, safe and low-stress housing, capacity to address medical and behavioral needs, and written criteria for prompt outcomes. Those considerations help a small team avoid taking in more animals than it can care for well.

Match the route to the cat and available support

Cat’s situation Pathways to consider What to check
An owned cat whose family is struggling Support or referral that helps the family keep the cat; surrender if that is the appropriate option What is driving the request, what resources are available locally, and whether the family wants help addressing the problem
A cat that may have an owner Prompt reunification efforts How to identify and contact the owner, and where the cat can be kept safely while that happens
An unsocialized community cat TNRM or return-to-field with local caregiver and service support Whether the cat is ill or injured, whether a different pathway is warranted, and who can provide the needed services
A socialized cat needing shelter help Admission, foster care, adoption, or transfer to a partner Whether the proposed setting and care are available, and whether there is a written, timely outcome plan
A confirmed orphaned kitten too young for routine return Experienced foster care with age-appropriate feeding and follow-up That the kitten is genuinely orphaned, and that a caregiver can provide the required care

The ASPCA’s position statement says: “Ideally, community cats should not enter shelters unless they are ill, injured, an unmitigated nuisance, or are confirmed as orphaned and too young to be neutered and returned.” This guidance concerns community cats; it is not a rule for every cat in every circumstance. The ASPCA recommends focusing on TNRM for unsocialized community cats, while socialized cats need a plan that accounts for shelter capacity.

Make foster care a supported part of shelter capacity

Foster care lets a shelter use homes in addition to its building, but it works best as an organized program rather than an informal request for volunteers to take animals. A 2024 Maddie’s Fund survey found that 93% of physical shelters reported having a foster-care program, compared with 88% in 2022. That survey describes program prevalence; it does not establish that every program has the same capacity or outcomes.

One example of scale is the ASPCA’s Los Angeles Kitten Foster Program, which supported 1,781 kittens with more than 500 foster volunteers in 2024. Those figures describe that program and year, not a forecast for a smaller shelter elsewhere.

Build the basic operating routine

  • Recruit caregivers for the kinds of cases the shelter can responsibly place, and explain how to reach staff with questions or concerns.
  • Set a consistent process for screening, matching, supplies, written care guidance, check-ins, and return to shelter care when needed.
  • Use a repeatable intake and follow-up process for kittens so that staff and caregivers know what information to record and when to seek veterinary guidance.
  • Match the foster placement to the cat’s needs and the caregiver’s ability; fostering is not a substitute for medical or behavioral care the shelter cannot provide.

For program materials, ASPCApro offers customizable kitten-foster intake protocol tools and resources. For confirmed orphaned kittens who need bottle-feeding, the ASPCA describes finder-foster kits for community members. That use case should not be confused with every kitten found outdoors: assess whether the kitten is orphaned before removing it from its mother or arranging bottle-feeding.

Make intake a conversation, not just a transaction

When someone brings in a cat, ask about the cat’s history and the household situation before deciding that surrender is the only possible response. The ASPCA supports conversation-based intake, efforts to return owned animals promptly, and referrals to other resources when those are better suited to the animal or family.

This does not mean pressuring someone to keep a cat or delaying necessary care. It means identifying the actual problem—such as a temporary hardship, a behavior concern, or uncertainty about an outdoor cat—and checking whether a suitable local service can help. If surrender remains the right route, the conversation still gives the shelter useful information for care and placement.

Coordinate community-cat services with local partners

TNRM and return-to-field depend on more than a shelter’s decision at intake. A workable pathway may require trained people, veterinary services, low- or no-cost sterilization, and community caregivers. The ASPCA describes community-cat programs as collaborative efforts involving stakeholder groups and complementary TNRM and sterilization services.

A small shelter can map who provides each service, what geographic area they cover, how cats are referred, and whether capacity is currently available. Confirm details with local providers before promising a service. Where no partner or caregiver capacity exists, the shelter needs to consider that constraint when planning admission and care.

Use local results to decide what to expand

The examples above show that foster programs and multiple cat pathways are established options, but they do not identify the best starting point for an unnamed shelter. The right choice depends on local intake patterns, staffing, veterinary access, housing, foster availability, and outcome capacity.

Track a small set of operational measures by pathway: cats presented, reunifications, referrals, admissions, foster placements, transfers, and final outcomes. Also note time to outcome and whether animals could be cared for safely while waiting. Review those figures with staff and partners to see where a bottleneck actually occurs before expanding a program. ASPCA and Maddie’s Fund publish resources that shelters can consult when assessing foster support and community-cat practices.
